【摘要】：伴隨著各地城鎮(zhèn)化和工業(yè)化的快速推進(jìn),我國(guó)面臨的環(huán)境問(wèn)題越來(lái)越嚴(yán)峻,在一定程度上制約了可持續(xù)發(fā)展道路。廣受社會(huì)各界關(guān)注的霧霾、水體富營(yíng)養(yǎng)化等折射出了空氣污染、水污染等環(huán)境問(wèn)題的嚴(yán)重性,也影響著人們的生存與發(fā)展。構(gòu)建科學(xué)完備的生態(tài)文明建設(shè)評(píng)價(jià)指標(biāo)體系,并運(yùn)用研究對(duì)象的具體數(shù)據(jù)進(jìn)行各項(xiàng)評(píng)價(jià),不僅有利于掌握各地生態(tài)環(huán)境的實(shí)時(shí)動(dòng)態(tài),有針對(duì)性地進(jìn)行生態(tài)文明建設(shè),還可以強(qiáng)化生態(tài)風(fēng)險(xiǎn)防范及生態(tài)預(yù)警功能。本文通過(guò)綜述國(guó)內(nèi)外對(duì)可持續(xù)發(fā)展、生態(tài)文明建設(shè)進(jìn)行指標(biāo)評(píng)價(jià)的各類文獻(xiàn),借鑒國(guó)家各部委及廈門、貴陽(yáng)兩個(gè)典型城市生態(tài)文明建設(shè)指標(biāo)評(píng)價(jià)的實(shí)踐經(jīng)驗(yàn),以湖北省丹河谷組群為研究對(duì)象,構(gòu)建了一套包含經(jīng)濟(jì)社會(huì)發(fā)展、資源能源節(jié)約、環(huán)境保護(hù)和文化制度建設(shè)四個(gè)層面的評(píng)價(jià)指標(biāo)體系。在實(shí)證研究的過(guò)程中,本文運(yùn)用基于熵值權(quán)重的TOPSIS評(píng)價(jià)方法,對(duì)丹河谷組群的生態(tài)文明建設(shè)進(jìn)行了總體評(píng)價(jià)和準(zhǔn)則層評(píng)價(jià),探討了每個(gè)準(zhǔn)則層影響丹河谷組群生態(tài)文明建設(shè)的關(guān)鍵指標(biāo),并分析了評(píng)價(jià)結(jié)果出現(xiàn)各種變化趨勢(shì)的原因,最終以此為基礎(chǔ)提出了優(yōu)化經(jīng)濟(jì)發(fā)展模式、提升資源利用效率、加大環(huán)境保護(hù)力度和完善生態(tài)文明制度建設(shè)等四個(gè)方面的具體政策建議,以期為丹河谷組群的生態(tài)文明建設(shè)提供參考。
[Abstract]:With the rapid development of urbanization and industrialization, China is facing more and more severe environmental problems, which to some extent restrict the sustainable development of haze. Eutrophication of water reflects the seriousness of environmental problems such as air pollution, water pollution and so on, and also affects the survival and development of people. A scientific and complete evaluation index system of ecological civilization construction is constructed. And use the specific data of the research object to evaluate, not only to grasp the real-time dynamics of the ecological environment, targeted ecological civilization construction. Also can strengthen the ecological risk prevention and ecological early warning function. This article summarizes the domestic and foreign sustainable development, ecological civilization construction index evaluation of all kinds of literature, draw lessons from the national ministries and departments and Xiamen. Based on the practical experience of evaluation of ecological civilization construction index in two typical cities of Guiyang, a set of economic and social development, resource and energy saving was constructed, taking the Dan River Valley group in Hubei Province as the research object. In the process of empirical research, this paper uses the TOPSIS evaluation method based on entropy weight. In this paper, the general evaluation and criterion layer evaluation of the ecological civilization construction of the Dan River valley cluster are carried out, and the key indexes of each criterion layer affecting the ecological civilization construction of the Dan valley group group are discussed. And analyzed the evaluation results of the causes of various trends, and finally put forward to optimize the economic development model, improve the efficiency of resource use. In order to provide a reference for the construction of ecological civilization in Dan River Valley, we should strengthen the environmental protection and improve the construction of ecological civilization system.
