【摘要】：隨著科技不斷進(jìn)步，經(jīng)濟(jì)全球化和一體化的發(fā)展進(jìn)程越來(lái)越快，依靠資源促進(jìn)經(jīng)濟(jì)增長(zhǎng)的時(shí)代已經(jīng)過(guò)去，而創(chuàng)新對(duì)經(jīng)濟(jì)增長(zhǎng)和國(guó)家競(jìng)爭(zhēng)力增強(qiáng)的貢獻(xiàn)力逐漸被挖掘和重視，創(chuàng)新能力已經(jīng)成為衡量一個(gè)國(guó)家競(jìng)爭(zhēng)力的重要指標(biāo)，，而產(chǎn)業(yè)創(chuàng)新則是國(guó)家創(chuàng)新系統(tǒng)中不可缺席的一員。 京津冀經(jīng)濟(jì)圈包括北京、天津和河北三省市，其發(fā)展規(guī)劃和編制工作從2011年起就被納入重點(diǎn)對(duì)象之一，并且在隨后的各項(xiàng)區(qū)域計(jì)劃當(dāng)中，京津冀地區(qū)始終是重中之重。本文以京津冀經(jīng)濟(jì)圈產(chǎn)業(yè)創(chuàng)新為研究對(duì)象，在產(chǎn)業(yè)創(chuàng)新系統(tǒng)理論的基礎(chǔ)上，構(gòu)建出京津冀經(jīng)濟(jì)圈產(chǎn)業(yè)創(chuàng)新能力評(píng)價(jià)模型,涵蓋有產(chǎn)業(yè)技術(shù)創(chuàng)新能力、產(chǎn)業(yè)環(huán)境支撐能力、產(chǎn)業(yè)市場(chǎng)創(chuàng)新能力三部分，下分為20個(gè)子指標(biāo)。在實(shí)證評(píng)價(jià)部分，文章搜集了中國(guó)內(nèi)地除西藏外的其他30個(gè)省份的最新數(shù)據(jù)，利用SPSS19.0統(tǒng)計(jì)分析軟件，采用因子分析法，對(duì)30個(gè)省份的產(chǎn)業(yè)創(chuàng)新能力各部分能力得分和綜合得分分別進(jìn)行數(shù)據(jù)處理和計(jì)算。在實(shí)證評(píng)價(jià)的基礎(chǔ)上，將京津冀經(jīng)濟(jì)圈范圍內(nèi)三省市與其他30省市產(chǎn)業(yè)創(chuàng)新能力，以及京津冀經(jīng)濟(jì)圈與長(zhǎng)江三角洲經(jīng)濟(jì)圈、珠江三角洲經(jīng)濟(jì)圈進(jìn)行了綜合比較分析，得出京津冀經(jīng)濟(jì)圈產(chǎn)業(yè)創(chuàng)新能力的發(fā)展現(xiàn)狀和存在問(wèn)題。論文的基本結(jié)論是：京津冀經(jīng)濟(jì)圈具備良好的發(fā)展環(huán)境優(yōu)勢(shì)資源，但由于內(nèi)部存在嚴(yán)重的行政壁壘，使得京津冀經(jīng)濟(jì)圈整體產(chǎn)業(yè)創(chuàng)新能力水平受到限制。因此，必須加速京津冀一體化的進(jìn)程，從技術(shù)創(chuàng)新、環(huán)境支撐、市場(chǎng)創(chuàng)新等方面提高京津冀經(jīng)濟(jì)圈的產(chǎn)業(yè)創(chuàng)新能力。
[Abstract]:With the continuous progress of science and technology, economic globalization and integration of the development process is getting faster and faster. The era of relying on resources to promote economic growth has passed. And the contribution of innovation to economic growth and national competitiveness has gradually been excavated and valued. Innovation ability has become an important index to measure the competitiveness of a country. Industrial innovation is an indispensable member of the national innovation system. The Beijing-Tianjin-Hebei economic circle includes three provinces and cities, Beijing, Tianjin and Hebei. Its development planning and compilation have been included as one of the key targets since 2011, and have been included in subsequent regional plans. The Beijing-Tianjin-Hebei region is always the top priority. This paper takes the industrial innovation of the Beijing-Tianjin-Hebei economic circle as the research object, on the basis of the industrial innovation system theory, constructs the evaluation model of the industrial innovation ability of the Beijing-Tianjin-Hebei economic circle. It includes three parts: industrial technological innovation ability, industrial environment support ability and industrial market innovation ability, which is divided into 20 sub-indicators. In the empirical evaluation part. This paper collected the latest data of 30 provinces in the mainland of China except Tibet, and used the SPSS19.0 statistical analysis software and factor analysis method. On the 30 provinces of industrial innovation ability of each part of the ability score and comprehensive score of data processing and calculation. On the basis of empirical evaluation. The industrial innovation ability of three provinces and other 30 provinces within the scope of Beijing-Tianjin-Hebei economic circle, as well as the Beijing-Tianjin-Hebei economic circle, the Yangtze River Delta economic circle and the Pearl River Delta economic circle are comprehensively compared and analyzed. The basic conclusion of the paper is: the Beijing-Tianjin-Hebei economic circle has a good development environment advantage resources, but there are serious administrative barriers. Therefore, it is necessary to accelerate the process of integration of Beijing-Tianjin-Hebei integration, from technological innovation, environmental support. Market innovation and other aspects to improve the Beijing-Tianjin-Hebei economic circle industrial innovation capacity.
