【摘要】：產(chǎn)城融合是以產(chǎn)業(yè)壯大和升級作為城市發(fā)展的根本動力,以城市建設水平提升及功能完善作為產(chǎn)業(yè)發(fā)展的保障基礎,實現(xiàn)產(chǎn)業(yè)與城市兩者融合式發(fā)展,最終實現(xiàn)城市居民的可持續(xù)發(fā)展。產(chǎn)城融合作為當前中國新型工業(yè)化與城鎮(zhèn)化中重要的議題之一,涉及產(chǎn)業(yè)發(fā)展、城市建設及居民生活等多個方面,提出的根本原因是當前中國城市發(fā)展一系列問題逐漸凸顯,因此也是國家政策領域關注的重點。合肥作為長三角城市群副中心城市,產(chǎn)業(yè)與城市融合發(fā)展對于實現(xiàn)這一戰(zhàn)略定位具有至關重要的意義,因此對于合肥產(chǎn)城融合發(fā)展現(xiàn)狀進行研究十分必要。但當前相關文獻對于產(chǎn)城融合的具體定義和實現(xiàn)機制分析較為欠缺,對于合肥產(chǎn)城融合研究就更加缺乏。本文在對相關文獻進行總結的基礎上提出產(chǎn)城融合的內(nèi)涵、特征與實現(xiàn)機制,運用IU和NU指標對合肥城鎮(zhèn)化與工業(yè)化協(xié)調(diào)進行測度,進而構建產(chǎn)城融合指標體系,并運用層次分析法賦權,對2015年長三角城市群六大重點城市以及2004-2015年合肥市產(chǎn)城融合發(fā)展水平進行測評,通過橫向和縱向兩個維度的比較分析得出產(chǎn)城融合特征與合肥產(chǎn)城融合總體水平,認為合肥市產(chǎn)城融合水平與其他城市存在一定差距,關鍵在于產(chǎn)業(yè)發(fā)展不足以推動產(chǎn)城融合,進而提出相關政策建議。本文主要內(nèi)容如下:第一部分為緒論,從選題背景與意義開始,從產(chǎn)城融合的內(nèi)涵、機理與實證研究三個方面對相關文獻進行梳理,并介紹本文創(chuàng)新點與不足。第二部分為合肥產(chǎn)業(yè)與城市融合發(fā)展現(xiàn)狀分析,首先介紹合肥市概況,測度合肥工業(yè)化與城鎮(zhèn)化兩者的協(xié)調(diào)程度,對合肥的產(chǎn)業(yè)與城市作整體了解,在此基礎上總結產(chǎn)城融合的基本情況,包括總體格局,制造業(yè)及服務業(yè)與城市的融合趨勢。第三部分為合肥產(chǎn)城融合發(fā)展水平測度,從經(jīng)濟、城市以及居民三個方面選取關鍵指標,采用層次分析法對合肥歷年以及長三角城市群重點城市的產(chǎn)城融合水平進行測評比較,以此得出產(chǎn)城融合基本特征,合肥產(chǎn)城融合相對水平等相關結論,并具體分析合肥產(chǎn)城融合發(fā)展的問題。第四部分為案例分析,選取美國爾灣市、蘇州工業(yè)園區(qū)和深圳市為代表,系統(tǒng)分析產(chǎn)城融合的基本特征,總結其在產(chǎn)業(yè)選擇、空間布局及居民生活等方面的有利經(jīng)驗。第五部分為政策建議,分別針對產(chǎn)業(yè)發(fā)展、城市建設及規(guī)劃提出針對性建議。
[Abstract]:Production integration of the city is to expand and upgrade the industry as the fundamental driving force for the development of the city, to improve the level of city construction and improve the security function as the basis for industrial development, industry and city integration development, realize sustainable development of city residents. As one of the important issues of production integration of the city and the current China new industrialization and the urbanization in that involves many aspects of industrial development, city construction and life of the people, the fundamental reason is the current China city development put forward a series of problems highlighted gradually, so it is key areas of national policy concern. Hefei as the Yangtze River Delta city group deputy central city, industry and city development is crucial for integration to achieve the strategic positioning of the significance. So for the Hefei production integration of the city development. But it is necessary to study the current literature for specific production city integration Define and implement the mechanism analysis is insufficient, the Hefei production integration of the city is more a lack of research. In this paper, based on the summary of the related literature on the proposed production integration of the city's connotation, characteristic and realization mechanism, using IU and NU index of Hefei urbanization and industrialization coordination measure, then construct the index system of production integration of the city. And the use of AHP weighting, on 2015 the Yangtze River Delta city group of six key city and Hefei city in 2004-2015 production integration of the city development level evaluation, through the two dimensions of horizontal and vertical comparative analysis of producing city integration characteristics and production integration of the city and the overall level of Hefei, Hefei and other city level production integration of the city there a certain gap, the key lies in the industrial development is not enough to promote the integration of production city, and puts forward relevant policy suggestions. The main contents of this paper are as follows: the first part is the introduction, from the background Starting from the connotation and the significance, the integration of production city, mechanism and Empirical Study on the three aspects of the relevant literature, and introduces the innovation and shortcomings. The second part is the Hefei city industry and integrated development present situation analysis, first introduced the overview of Hefei City, the coordination degree measure of Hefei industrialization and urbanization both the industry and the city of Hefei as a whole, on the basis of summarizing the basic situation of production integration of the city, including the overall pattern, integration trend of manufacturing industry and service industry and the city. The third part is the Hefei production integration of the city development level, from the economy, choose the key index in three aspects of city and residents of Hefei over the years and the focus of the city the Yangtze River Delta city group production integration of the city level were assessed and compared by using AHP method, based on production integration of the city basic characteristics of Hefei production integration of the city relative to the level of related conclusions, and The analysis of integration development of Hefei city. The fourth part is the case analysis, selection of Bay City, the United States, the Suzhou Industrial Park and Shenzhen city as the representative, systematic analysis of basic characteristics of production integration of the city, summed up in the industry, the favorable experience of space layout and the life of the people. The fifth part is the policy recommendations, respectively. According to the development of city construction and planning, put forward specific recommendations.
