【摘要】：根據(jù)我國《服務業(yè)發(fā)展“十二五”規(guī)劃》提出內(nèi)容，加快發(fā)展服務業(yè)是我國適應經(jīng)濟快速發(fā)展的重要途徑，是實現(xiàn)我國產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級目標的重要準備。隨著我國經(jīng)濟的飛速發(fā)展和社會進步，服務業(yè)發(fā)展水平日益成為支持經(jīng)濟發(fā)展的重要元素，成為量化產(chǎn)業(yè)結(jié)構(gòu)升級的主要指標�！笆晃濉睍r期，，我國服務業(yè)發(fā)展速度比較快，經(jīng)濟增長比較明顯。服務業(yè)的發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級的推動作用比較突出，支撐著我國經(jīng)濟社會的發(fā)展，拉動經(jīng)濟需求的提高。 河北省服務業(yè)發(fā)展現(xiàn)狀在全國中的位次，河北省服務業(yè)對產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的推動力度成為研究我省服務業(yè)發(fā)展的關(guān)鍵問題。本文從服務業(yè)和產(chǎn)業(yè)結(jié)構(gòu)的內(nèi)涵入手，通過評價河北省服務業(yè)的競爭力水平和服務業(yè)內(nèi)部各行業(yè)的競爭力水平來分析河北省服務業(yè)是否推動產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級，這對于能否調(diào)整河北省經(jīng)濟結(jié)構(gòu)、能否提高河北省經(jīng)濟發(fā)展水平具有重要意義。本文主要從以下幾個方面進行分析： （1）從服務業(yè)內(nèi)涵、產(chǎn)業(yè)結(jié)構(gòu)內(nèi)涵以及服務業(yè)與產(chǎn)業(yè)結(jié)構(gòu)的關(guān)系入手，分析了服務業(yè)和產(chǎn)業(yè)結(jié)構(gòu)之間存在的關(guān)系，并給予充分地理論證明，為后續(xù)的實證研究提供了必要的理論準備，探討了服務業(yè)和現(xiàn)代服務業(yè)的內(nèi)涵，明確界定了服務業(yè)和現(xiàn)代服務業(yè)的范圍，對后續(xù)提出的發(fā)展服務業(yè)推動產(chǎn)業(yè)結(jié)構(gòu)升級的解決方案提供了依據(jù)。 （2）采用熵值法對全國各省市服務業(yè)競爭力進行評價，計算出各省市在規(guī)模競爭力、結(jié)構(gòu)競爭力和潛力競爭力的排名以及綜合排名。重點分析了河北省服務業(yè)競爭力水平，并與服務業(yè)發(fā)展水平高的省市進行對比分析，得出影響河北省服務業(yè)綜合發(fā)展的敏感因子。 （3）以全國平均發(fā)展水平作為實證研究的參照區(qū)，運用靜態(tài)SSA和動態(tài)SSA相結(jié)合的研究方法，采用定性和定量分析方法對2006年至2012年河北省服務業(yè)的增加值結(jié)構(gòu)、河北省服務業(yè)就業(yè)結(jié)構(gòu)和河北省服務業(yè)投資結(jié)構(gòu)進行了對比分析。得出服務業(yè)內(nèi)部各行業(yè)增加值結(jié)構(gòu)、就業(yè)結(jié)構(gòu)和投資結(jié)構(gòu)存在的問題。以傳統(tǒng)服務業(yè)、新興服務業(yè)和現(xiàn)代服務業(yè)為研究主體，對比分析了各個對象的發(fā)展。 （4）綜合以上的理論研究和實證分析，得出河北省服務業(yè)發(fā)展對產(chǎn)業(yè)結(jié)構(gòu)升級缺乏推動作用，并運用相關(guān)數(shù)據(jù)對其進行驗證和分析，最后與河北省服務業(yè)發(fā)展的現(xiàn)狀和所處階段相結(jié)合，提出了依托現(xiàn)代信息技術(shù)發(fā)展河北省服務業(yè)，推動產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的對策建議，并提出了具體的解決方案。
[Abstract]:According to the 12th Five-Year Plan for the Development of China's Service Industry, accelerating the development of the service industry is an important way for our country to adapt to the rapid economic development. With the rapid development of economy and social progress, the development level of service industry has become an important element to support economic development. It has become the main index to quantify the upgrading of industrial structure. During the "Eleventh Five-Year Plan" period, the service industry of our country has developed rapidly. The development of service industry plays an important role in promoting the optimization and upgrading of industrial structure, which supports the development of our country's economy and society and stimulates the improvement of economic demand. Hebei Province service industry development status in the national ranking. The promotion of service industry to the optimization and upgrading of industrial structure in Hebei Province has become a key issue in the study of the development of service industry in Hebei Province. This paper starts with the connotation of service industry and industrial structure. By evaluating the competitiveness level of service industry in Hebei Province and the competitiveness level of various industries within the service industry, this paper analyzes whether the service industry in Hebei Province promotes the optimization and upgrading of industrial structure, which can adjust the economic structure of Hebei Province. It is of great significance to improve the level of economic development in Hebei Province. 1) starting with the connotation of service industry, the connotation of industrial structure and the relationship between service industry and industrial structure, this paper analyzes the relationship between service industry and industrial structure, and gives sufficient theoretical proof. It provides necessary theoretical preparation for the subsequent empirical research, discusses the connotation of service industry and modern service industry, and clearly defines the scope of service industry and modern service industry. It provides the basis for the following solutions to promote the upgrading of industrial structure in the development of service industry. 2) using entropy value method to evaluate the competitiveness of service industry of provinces and cities in China, and calculate the competitiveness of each province and city in scale. Ranking and comprehensive ranking of structural competitiveness and potential competitiveness. This paper focuses on the level of service industry competitiveness in Hebei Province, and compares it with provinces and cities with a high level of service industry development. The sensitive factors influencing the comprehensive development of service industry in Hebei Province are obtained. (3) taking the national average development level as the reference area of the empirical research, the research method of combining static SSA and dynamic SSA is used. The value added structure of service industry in Hebei Province from 2006 to 2012 was analyzed by qualitative and quantitative methods. The employment structure of service industry in Hebei Province and the investment structure of service industry in Hebei Province are compared and analyzed. The problems in the structure of added value, employment structure and investment structure of various industries in the service industry are obtained. New service industry and modern service industry are the main research subjects, and the development of each object is compared and analyzed. 4) synthesizing the above theoretical research and empirical analysis, the author draws a conclusion that the development of service industry in Hebei Province lacks the promotion effect on the upgrading of industrial structure, and uses relevant data to verify and analyze it. Finally, combining with the current situation and stage of service industry development in Hebei Province, this paper puts forward countermeasures and suggestions to promote the optimization and upgrading of industrial structure by relying on modern information technology to develop service industry in Hebei Province. And put forward the concrete solution.
