【摘要】:近年來(lái),世界范圍內(nèi)環(huán)境污染、資源消耗與經(jīng)濟(jì)發(fā)展之間的矛盾不斷激化,為此我國(guó)政府在“十二五”發(fā)展規(guī)劃中,提出了要建立綠色海西經(jīng)濟(jì)區(qū)的戰(zhàn)略目標(biāo)。圍繞這一目標(biāo),海西經(jīng)濟(jì)區(qū)在構(gòu)建六大可持續(xù)的生態(tài)支撐方面,取得了重大成果。但總體的環(huán)境形勢(shì)仍然不容樂(lè)觀,生態(tài)環(huán)境仍然比較脆弱,個(gè)別區(qū)域的環(huán)境質(zhì)量有所下降。因此,,測(cè)評(píng)生態(tài)效率的水平,研究生態(tài)效率的制約因素,尋求提高海西經(jīng)濟(jì)區(qū)生態(tài)效率的途徑,就具有十分重要的理論和實(shí)踐意義。 首先本文在綜合國(guó)內(nèi)外研究文獻(xiàn)的基礎(chǔ)上,結(jié)合海峽西岸經(jīng)濟(jì)區(qū)發(fā)展的實(shí)際情況,對(duì)生態(tài)效率的概念進(jìn)行了界定,使其區(qū)別于傳統(tǒng)的環(huán)境效率評(píng)價(jià)和能源利用效率。 其次,在對(duì)比了三種生態(tài)效率的測(cè)評(píng)方法后,根據(jù)其優(yōu)劣選擇了非參數(shù)的DEA模型來(lái)進(jìn)行測(cè)度。但這種方法目前使用的最大缺點(diǎn)就是隨機(jī)誤差和環(huán)境因素會(huì)對(duì)其效率值產(chǎn)生影響。為此,本文以海西經(jīng)濟(jì)區(qū)20個(gè)設(shè)區(qū)市為研究對(duì)象,采用三階段DEA方法對(duì)2003-2011年海峽西岸經(jīng)濟(jì)區(qū)的生態(tài)效率進(jìn)行評(píng)估。實(shí)證結(jié)果表明,隨機(jī)誤差因素與外部環(huán)境因素確實(shí)對(duì)海西的生態(tài)效率值產(chǎn)生了顯著的影響,調(diào)整后的海西經(jīng)濟(jì)區(qū)生態(tài)技術(shù)效率值、規(guī)模效率值及純技術(shù)效率值都出現(xiàn)了不同程度的下降。同時(shí)研究發(fā)現(xiàn),作為外部環(huán)境變量的人均受教育年限和第三產(chǎn)業(yè)占經(jīng)濟(jì)總量的比例都對(duì)海西經(jīng)濟(jì)區(qū)生態(tài)效率的增長(zhǎng)有著正向的促進(jìn)作用,而政府的環(huán)保財(cái)政支出并未發(fā)揮其應(yīng)有的效用。 進(jìn)一步地,根據(jù)對(duì)調(diào)整后的效率值以及σ趨同分析可知,海西經(jīng)濟(jì)區(qū)三大區(qū)域的生態(tài)環(huán)境狀況分布極不均衡,各個(gè)區(qū)域之間、區(qū)域內(nèi)部的各個(gè)設(shè)區(qū)市之間的三大效率值差異顯著。其中,西部差異最大,中部次之,東部最小,且三大區(qū)域之間收斂趨勢(shì)明顯,存在著一定的“追趕”現(xiàn)象。 最后,根據(jù)實(shí)證的研究結(jié)果,總結(jié)了海西經(jīng)濟(jì)區(qū)生態(tài)環(huán)境建設(shè)中存在的問(wèn)題,并針對(duì)性地提出了若干建議。
[Abstract]:In recent years, the contradiction between environmental pollution, resource consumption and economic development in the world has been intensified. Therefore, our government is in the 12th Five-Year Plan. This paper puts forward the strategic goal of establishing the green Hercynian economic zone. Around this goal, the Hercynian economic zone has made great achievements in the construction of six sustainable ecological support, but the overall environmental situation is still not optimistic. The ecological environment is still relatively fragile, and the environmental quality of individual regions has declined. Therefore, to evaluate the level of ecological efficiency, study the constraints of ecological efficiency, and seek ways to improve the ecological efficiency of the Hercynian Economic Zone. It has very important theoretical and practical significance. Firstly, this paper defines the concept of ecological efficiency on the basis of synthesizing domestic and foreign research literature, combined with the actual situation of the development of the economic zone in the West Bank of the Straits. It distinguishes it from traditional environmental efficiency evaluation and energy use efficiency. Secondly, after comparing the three methods of ecological efficiency evaluation. According to its merits and demerits, the non-parametric DEA model is chosen to measure. However, the biggest disadvantage of this method is that random error and environmental factors will affect its efficiency value. This paper takes 20 cities in the Hercynian Economic Zone as the research object and evaluates the ecological efficiency of the economic zone in the West Bank of the Straits from 2003 to 2011 by using the three-stage DEA method. Random error factors and external environmental factors do have a significant impact on the ecological efficiency of Hercynian, and the adjusted eco-technical efficiency of the Hercynian Economic Zone. Both the scale efficiency and the pure technical efficiency have decreased in different degrees. At the same time, the study found that. As an external environmental variable, the age of per capita education and the proportion of tertiary industry to the total economic volume have a positive effect on the growth of ecological efficiency in the Hercynian economic zone. And the government's environmental financial expenditure did not play its due role. Further, according to the adjusted efficiency and 蟽 convergence analysis, the three regions of the Hercynian Economic Zone ecological environment distribution is extremely uneven, between the regions. There are significant differences in the three efficiency values among the cities within the region. Among them, the western region is the largest, the central region is the second, and the eastern region is the smallest, and the convergence trend between the three regions is obvious. There is a certain "chase" phenomenon. Finally, according to the empirical research results, this paper summarizes the existing problems in the construction of ecological environment in the Hercynian economic zone, and puts forward some suggestions.
