【摘要】:國際經(jīng)濟(jì)的發(fā)展一直存在著不平衡的問題,其中,世界各國勞動力資源的占有上有密集和稀缺之別,這就在一定程度上制約了發(fā)展不平衡問題的解決。具體來說,有些國家缺少成本低廉、能從事艱苦勞動的工作人員,有些國家缺少富有科學(xué)知識素養(yǎng)、掌握高精尖技術(shù)的專業(yè)人才。如果這些勞動要素不能在世界范圍自由流動的話,一些國家的發(fā)展將遭遇瓶頸。因此,加強國際勞務(wù)合作,支持人力資源在全球的轉(zhuǎn)移調(diào)動,已經(jīng)成為大多數(shù)開放經(jīng)濟(jì)體的共識。與此同時,作為一個正在崛起中的發(fā)展中大國,中國也在國際勞務(wù)合作問題上發(fā)現(xiàn)了很多難得的機遇。因人口老齡化造成的適齡青年就業(yè)增長緩慢、對出口貿(mào)易水平的鞏固等等問題,通過開展中外勞務(wù)合作來解決是重要的渠道之一。中國的勞動力數(shù)量龐大,然而內(nèi)部素質(zhì)卻參差不齊,如何揚長避短,在復(fù)雜的國際勞務(wù)合作中發(fā)揮建設(shè)性的作用值得學(xué)者深思,這也是本文的研究意義所在。 本文運用實證檢驗的方法探索了勞務(wù)合作發(fā)展規(guī)模與居民就業(yè)水平、對外投資水平、貿(mào)易規(guī)模等變量之間的聯(lián)動關(guān)系,而且提出中國對外勞務(wù)合作的發(fā)展要遵循“因地制宜”原則。首先,本文通過參考大量國內(nèi)外文獻(xiàn),認(rèn)識到發(fā)展國際勞務(wù)合作可能在緩解國內(nèi)就業(yè)難題,調(diào)整勞動市場結(jié)構(gòu)等方面給中國經(jīng)濟(jì)社會以正面影響。其次,本文回顧了勞務(wù)合作的有關(guān)重要定義,將其與“勞務(wù)輸出”一類詞語的聯(lián)系進(jìn)行了澄清,另外還羅列了發(fā)展國際勞務(wù)合作的純理論思想,這包括絕對優(yōu)勢論、比較優(yōu)勢論、H-O理論和勞動力遷移的推拉理論等。接著,本文又依靠綜合比較的方法,從從業(yè)人員規(guī)模、行業(yè)分布和合作對象國別分布三個角度闡述了中國對外勞務(wù)合作的現(xiàn)狀,同時,也說明了像各省勞務(wù)合作水平差異較大、務(wù)工人員法律意識淡薄、國內(nèi)勞務(wù)輸出管理體制不規(guī)范、某些國家排外情緒嚴(yán)重一類的問題,它們阻礙中國對外勞務(wù)合作的進(jìn)一步發(fā)展。然后,分別于理論分析和實證檢驗這兩個方面入手,考察國際勞務(wù)合作在中國的就業(yè)效應(yīng)、外匯收入效應(yīng)和貿(mào)易增長效應(yīng),而根據(jù)ADF檢驗、協(xié)整檢驗和Granger因果關(guān)系檢驗的結(jié)果,這些積極效應(yīng)被部分證實。最后,本文在政府、中介組織和務(wù)工者個人三個層面,提出了關(guān)于促進(jìn)中國更好地參與國際勞務(wù)合作的若干政策、建議和措施。
[Abstract]:The development of international economy has always been uneven, among which, the occupation of labor resources in the world is concentrated and scarce. This, to some extent, constrains the solution of development imbalances. Specifically, some countries lack staff who are cheap and able to work hard, while others lack scientific literacy. If these elements of labor can not flow freely around the world, the development of some countries will encounter a bottleneck. Therefore, strengthen international labor cooperation. Support for the global transfer of human resources has become a consensus in most open economies. At the same time, as a rising developing power. China has also found many rare opportunities on the issue of international labor cooperation, such as the slow growth of employment among young people of appropriate age caused by the aging population, and the consolidation of the level of export trade, and so on. Chinese and foreign labor cooperation is one of the important channels. China's labor force is huge, but the internal quality is uneven, how to promote strengths and circumvent weaknesses. To play a constructive role in the complex international labor cooperation is worthy of scholars pondering, which is also the significance of this study. This paper uses the empirical test method to explore the relationship between the development scale of labor cooperation and the employment level of residents, the level of foreign investment, the scale of trade and other variables. And the development of China's foreign labor cooperation should follow the principle of "according to local conditions". First of all, by referring to a large number of domestic and foreign literature, this paper recognizes that the development of international labor cooperation may alleviate domestic employment problems. The adjustment of labor market structure has a positive impact on China's economy and society. Secondly, this paper reviews the important definitions of labor cooperation and clarifies its relationship with the words "labor export". In addition, it lists the pure theory of developing international labor cooperation, which includes absolute advantage theory, comparative advantage theory and push and pull theory of labor migration. This paper expounds the current situation of China's foreign labor cooperation from three angles: the scale of employees, the distribution of industry and the distribution of cooperation object. At the same time, it also shows that the level of labor cooperation is different from provinces. The legal consciousness of migrant workers is weak, the domestic labor export management system is not standardized, and some countries have serious feelings of exclusion, which hinder the further development of China's foreign labor cooperation. Then. Starting with the theoretical analysis and empirical test, this paper examines the employment effect, foreign exchange income effect and trade growth effect of international labor cooperation in China, and according to the ADF test. The results of cointegration test and Granger causality test, these positive effects are partly confirmed. Finally, this paper in the government, intermediary organizations and individual workers three levels. Some policies, suggestions and measures to promote China's participation in international labor cooperation are put forward.
