【摘要】:東北三省經(jīng)歷新中國成立初期的大力發(fā)展,具有較強的產(chǎn)業(yè)基礎(chǔ),但隨著改革開放的不斷深入,東北三省的產(chǎn)業(yè)升級問題制約經(jīng)濟發(fā)展的矛盾日益明顯。在2003年,我國出臺了關(guān)于振興東北三省等老工業(yè)基地的文件,為東北三省的產(chǎn)業(yè)發(fā)展提供了良好的契機,但是經(jīng)過十余年的發(fā)展,成果并不明顯。國務(wù)院在2016年又出臺《關(guān)于深入推進(jìn)實施新一輪東北振興戰(zhàn)略加快推動?xùn)|北三省經(jīng)濟企穩(wěn)向好若干重要舉措的意見》,其中提到加快傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級、支持資源枯竭產(chǎn)業(yè)衰退地區(qū)轉(zhuǎn)型、大力培育經(jīng)濟發(fā)展新動能、加強創(chuàng)新載體和平臺建設(shè)、加快補齊基礎(chǔ)設(shè)施短板等。所以東北三省產(chǎn)業(yè)發(fā)展仍然是我國急迫需要解決的重要戰(zhàn)略問題。高技術(shù)產(chǎn)業(yè)屬于技術(shù)密集程度高的產(chǎn)業(yè),具有高滲透性、高投入性、高收益性和高風(fēng)險性。高技術(shù)產(chǎn)業(yè)在東北三省經(jīng)濟發(fā)展中具有重要地位,能夠推動經(jīng)濟增長、不斷優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),同時發(fā)展高技術(shù)產(chǎn)業(yè),對傳統(tǒng)制造業(yè)具有帶動作用,能夠提高傳統(tǒng)制造業(yè)的競爭力。正是由于高技術(shù)產(chǎn)業(yè)在東北三省產(chǎn)業(yè)發(fā)展過程中具有重要的地位和作用,因此東北三省的高技術(shù)產(chǎn)業(yè)的快速發(fā)展是東北振興的必要選擇。東北三省產(chǎn)業(yè)升級是迫切需要解決的問題。產(chǎn)業(yè)升級不僅是技術(shù)經(jīng)濟現(xiàn)象,還是社會發(fā)展過程,是產(chǎn)業(yè)立足于自身要素稟賦的優(yōu)勢基礎(chǔ)上,逐漸適應(yīng)環(huán)境變化,在社會技術(shù)進(jìn)步的推動下自我發(fā)展能力的培育、沉積和激發(fā)的過程,又是轉(zhuǎn)化要素稟賦、強化競爭力、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)的動態(tài)過程。簡單說,產(chǎn)業(yè)升級的實質(zhì)就是為了獲得和保持競爭優(yōu)勢,而不斷提高本產(chǎn)業(yè)生產(chǎn)效率和競爭力的過程。本文以東北三省高技術(shù)產(chǎn)業(yè)升級為研究對象,立足于國內(nèi)外現(xiàn)有文獻(xiàn),集中梳理東北三省高技術(shù)產(chǎn)業(yè)通過全要素生產(chǎn)率增長促進(jìn)產(chǎn)業(yè)升級的影響機制。本文首先采用DEA-Malquist指數(shù)方法對東北三省高技術(shù)產(chǎn)業(yè)全要素生產(chǎn)率增長進(jìn)行測算和分解,然后構(gòu)建產(chǎn)業(yè)升級能力指標(biāo)體系,利用熵值法對產(chǎn)業(yè)升級能力進(jìn)行評價,最后選用隨機效應(yīng)模型考察了全要素生產(chǎn)率增長對產(chǎn)業(yè)升級能力以及產(chǎn)業(yè)升級投入、產(chǎn)出能力的影響。本文得出如下結(jié)論:(1)東北三省高技術(shù)產(chǎn)業(yè)2000-2014年間的全要素生產(chǎn)率呈現(xiàn)增長趨勢,這是由于技術(shù)進(jìn)步和技術(shù)效率共同推動的結(jié)果;(2)東北三省高技術(shù)產(chǎn)業(yè)升級能力、產(chǎn)業(yè)升級投入能力、產(chǎn)業(yè)升級產(chǎn)出能力總體呈現(xiàn)增長趨勢,其中產(chǎn)業(yè)升級能力的增長主要依靠產(chǎn)業(yè)升級投入能力的增長;(3)東北三省高技術(shù)產(chǎn)業(yè)的全要素生產(chǎn)率對產(chǎn)業(yè)升級能力有促進(jìn)作用,同時對產(chǎn)業(yè)升級投入能力和產(chǎn)業(yè)升級產(chǎn)出能力均呈現(xiàn)正向影響。
[Abstract]:The three Northeast provinces experienced the vigorous development in the early stage of the founding of New China, and have a strong industrial foundation, but with the deepening of reform and opening up. In 2003, China issued documents on revitalizing the old industrial bases in the three Northeast provinces. It provides a good opportunity for the industrial development of the three Northeast provinces, but after more than ten years of development. In 2016, the State Council issued "opinions on further promoting the implementation of a new round of northeast revitalization strategy to accelerate the promotion of economic stability in the three Northeast provinces to improve a number of important measures". Among them, we should speed up the transformation and upgrade of traditional industries, support the transformation of recessionary areas of resource-exhausted industries, vigorously cultivate new momentum of economic development, and strengthen the construction of innovation carriers and platforms. Therefore, the industrial development of the three Northeast provinces is still an urgent need to solve the important strategic issues. High-tech industries are highly technology-intensive industries, with high permeability. High investment, high profitability and high risk. High-tech industry plays an important role in the economic development of the three Northeast provinces, can promote economic growth, constantly optimize the industrial structure, while developing high-tech industries. It is precisely because the high-tech industry plays an important role in the process of industrial development in the three provinces of Northeast China that it can promote the competitiveness of the traditional manufacturing industry and improve the competitiveness of the traditional manufacturing industry. Therefore, the rapid development of high-tech industries in the three Northeast provinces is the necessary choice for the revitalization of the Northeast. The industrial upgrading of the three Northeast provinces is an urgent problem to be solved. Industrial upgrading is not only a technological and economic phenomenon, but also a process of social development. Industry is based on the advantages of its own factor endowment, gradually adapt to environmental changes, under the promotion of social and technological progress, self-development ability cultivation, deposition and stimulation process, but also the transformation of factor endowment. Strengthen competitiveness, optimize the dynamic process of industrial structure. In short, the essence of industrial upgrading is to obtain and maintain competitive advantage. The process of continuously improving the production efficiency and competitiveness of the industry. This paper takes the upgrading of high-tech industries in the three provinces of Northeast China as the research object, based on the existing literature at home and abroad. This paper focuses on the mechanism of promoting the upgrading of high-tech industries in three northeast provinces through the growth of total factor productivity. Firstly, this paper uses DEA-Malquist index method to analyze the total factors of high-tech industries in three provinces of northeast china. Productivity growth is measured and decomposed. Then the index system of industrial upgrading ability is constructed, and the evaluation of industrial upgrading ability is carried out by using entropy method. Finally, the stochastic effect model is selected to investigate the impact of total factor productivity growth on industrial upgrading ability and investment in industrial upgrading. This paper draws the following conclusion: (1) the total factor productivity (TFP) of the high-tech industries in the three provinces of Northeast China showed an increasing trend from 2000 to 2014. This is the result of a combination of technological progress and technological efficiency; (2) the upgrading ability of high-tech industry, the input ability of industrial upgrading and the output ability of industrial upgrading in the three provinces of Northeast China show an overall increasing trend, among which the growth of industrial upgrading ability mainly depends on the growth of industrial upgrading input ability; 3) the total factor productivity (TFP) of the high-tech industries in the three provinces of Northeast China has a positive effect on the industrial upgrading capacity, as well as on the input and output capacity of the industrial upgrading.
