【摘要】：供給側(cè)結(jié)構(gòu)性改革從本質(zhì)上講是一個產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的過程,即運(yùn)用市場之外的力量矯正市場失靈所造成的供需結(jié)構(gòu)錯配及要素誤置。與供給側(cè)改革相配套的應(yīng)是一系列釋放要素市場活力的政策聯(lián)動。此番改革,投資作為政府穩(wěn)定經(jīng)濟(jì)增長的重要政策工具仍有不可替代的作用。而細(xì)分之下的民間投資憑借其特殊的經(jīng)濟(jì)活力成為提振當(dāng)前經(jīng)濟(jì)走勢的關(guān)鍵一筆。資本的逐利性決定了其必然追逐低成本之下的收益最大化。因此,政府審批行為的優(yōu)化在一定程度上可以消解企業(yè)制度性交易障礙,激發(fā)民間投資活力,提升微觀經(jīng)濟(jì)效率。
[Abstract]:Supply-side structural reform is essentially a process of industrial structure optimization and upgrading. That is, using the forces outside the market to correct the mismatch of supply and demand structure caused by market failure and the misplacement of elements, which should be matched by a series of policy linkage to release the market vitality of the elements with the supply-side reform. As an important policy tool of government to stabilize economic growth, investment still plays an irreplaceable role. Private investment with its special economic vitality has become the key to boost the current economic trend. Sex determines that it must pursue the maximization of benefits at low cost. To some extent, the optimization of government approval can remove the obstacles of institutional transaction, stimulate the vitality of private investment, and improve the microeconomic efficiency.
