【摘要】：廣元市是集盆周山區(qū)、革命老區(qū)、連片貧困地區(qū)和地震重災區(qū)“四區(qū)合一”的特殊貧困地區(qū),經濟發(fā)展水平滯后,工業(yè)化、城鎮(zhèn)化率低,城鄉(xiāng)二元結構明顯,區(qū)域差異、城鄉(xiāng)失衡的矛盾突出,成為了制約廣元持續(xù)協(xié)調發(fā)展的重要因素。在國家提出深入實施統(tǒng)籌城鄉(xiāng)發(fā)展戰(zhàn)略的大背景下,尚處在工業(yè)化初期階段的廣元市也開始了自身的統(tǒng)籌城鄉(xiāng)探索之路,特別是2007年廣元成為四川省統(tǒng)籌城鄉(xiāng)綜合配套改革試點市后,更是大膽探索、勇于實踐,采取了許多具有鮮明特色的創(chuàng)新性舉措,逐步形成了獨具特色的統(tǒng)籌城鄉(xiāng)發(fā)展思路,并取得了顯著的工作成效,成為了西部貧困山區(qū)推進統(tǒng)籌城鄉(xiāng)發(fā)展的樣板。因此,對廣元市統(tǒng)籌城鄉(xiāng)發(fā)展路徑的研究,對推動廣元加快發(fā)展具有重要現(xiàn)實意義,同時,對西部貧困山區(qū)甚至全國貧困山區(qū)推進統(tǒng)籌城鄉(xiāng)發(fā)展都具有借鑒價值。本文以廣元市為樣本,首先從國內外統(tǒng)籌城鄉(xiāng)的理論基礎入手,具體闡述了國內外相關理論研究動態(tài),進一步明晰統(tǒng)籌城鄉(xiāng)發(fā)展的科學發(fā)展內涵。然后,深入分析廣元市實施統(tǒng)籌城鄉(xiāng)發(fā)展戰(zhàn)略之初的經濟社會發(fā)展特征,透視出廣元實施統(tǒng)籌城鄉(xiāng)發(fā)展戰(zhàn)略面臨的現(xiàn)實矛盾,進而系統(tǒng)研究廣元市統(tǒng)籌城鄉(xiāng)發(fā)展的演進歷程,比較分析各階段的不同路徑和特征,對“廣元模式”的實踐探索進行提煉和總結,揭示出“廣元模式”的基本內涵和本質特征。并在此基礎上,進一步分析提出廣元市統(tǒng)籌城鄉(xiāng)發(fā)展路徑推進中面臨的困境和問題,提出了以特色產業(yè)園區(qū)建設強化統(tǒng)籌城鄉(xiāng)發(fā)展產業(yè)支撐,按照“一主兩幅多點”的城鎮(zhèn)空間布局提高城鎮(zhèn)輻射帶動能力,深化以激發(fā)城鄉(xiāng)發(fā)展活力為導向的配套制度改革,建立健全統(tǒng)籌城鄉(xiāng)的組織領導、工作推進、資金投入等體制機制,以及充分發(fā)揮農民在統(tǒng)籌城鄉(xiāng)中的主體作用的對策建議,為廣元市進一步深化統(tǒng)籌城鄉(xiāng)發(fā)展提供借鑒。
[Abstract]:Guangyuan City is a special poverty-stricken area in the mountainous area of basin, the old revolutionary area, the poverty-stricken area and the quake-hit area. The level of economic development is lagging behind, the industrialization rate is low, the urbanization rate is low, and the urban-rural dual structure is obvious. Regional differences and the contradiction between urban and rural imbalances have become an important factor that restricts the sustainable and coordinated development of Guangyuan. Under the background of the country put forward the implementation of the strategy of urban and rural development as a whole. Guangyuan City, which is still in the early stage of industrialization, has also begun its own road of urban and rural exploration, especially after Guangyuan became the pilot city of Sichuan Province's comprehensive urban-rural reform in 2007, it is even more bold to explore. Bold to practice, has taken many innovative measures with distinctive characteristics, gradually formed a unique urban and rural development ideas, and achieved remarkable results. Therefore, the study of the urban and rural development path of Guangyuan is of great practical significance to accelerate the development of Guangyuan. This paper takes Guangyuan City as a sample and starts with the theoretical basis of coordinating urban and rural areas at home and abroad. Elaborated the domestic and foreign related theory research dynamics, further clarifies the scientific development connotation of the overall urban and rural development. Then, deeply analyzes the Guangyuan city to carry out the coordinated urban and rural development strategy at the beginning of the economic and social development characteristics. Perspective Guangyuan implementation of urban and rural development strategy facing the reality of contradictions, and then systematically study the evolution of urban and rural development in Guangyuan City, comparative analysis of different paths and characteristics of each stage. This paper abstracts and summarizes the practical exploration of "Guangyuan Model", and reveals the basic connotation and essential characteristics of "Guangyuan Model". Further analysis of Guangyuan City as a whole urban and rural development path to promote the difficulties and problems, proposed to strengthen the construction of characteristic industrial park urban-rural development industry support. In accordance with the urban spatial layout of "one master, two multi-points", we should improve the ability of urban radiation and drive, deepen the supporting system reform guided by stimulating the vitality of urban and rural development, and establish and improve the organization and leadership of urban and rural areas as a whole and promote their work. The institutional mechanism such as capital investment and the countermeasures and suggestions to give full play to the main role of farmers in the overall planning of urban and rural areas provide a reference for the further deepening of urban and rural development in Guangyuan City.
