【摘要】：西共體(ECOWAS)是非洲地區(qū)最大的區(qū)域一體化組織,西共體以促進(jìn)成員國(guó)經(jīng)濟(jì)、社會(huì)和文化等方面的發(fā)展與合作為宗旨,最終目標(biāo)是實(shí)現(xiàn)西非地區(qū)經(jīng)濟(jì)一體化。該地區(qū)擁有豐富的自然資源、礦產(chǎn)資源和良好的農(nóng)業(yè)資源,盡管如此,西非仍是一個(gè)貧困落后地區(qū)。貧困和落后狀況以及經(jīng)濟(jì)發(fā)展遲緩促使西非各國(guó)領(lǐng)導(dǎo)人開(kāi)始認(rèn)真思考區(qū)域一體化合作。二戰(zhàn)后,隨著經(jīng)濟(jì)全球化深入發(fā)展,以及世界多極化新趨勢(shì)的曲折發(fā)展,西共體一體化建設(shè)進(jìn)入了一個(gè)新的發(fā)展階段,但在一體化進(jìn)程中,西非各國(guó)遇到了各種坎坷和曲折,一體化發(fā)展既有可喜的成就,也有眾多歷史遺留和體制等的弊端因素。對(duì)西共體一體化的研究,讓我們明晰西非地區(qū)國(guó)家經(jīng)濟(jì)合作和政治博弈的歷史和現(xiàn)狀,為促進(jìn)中國(guó)與西非國(guó)家的經(jīng)濟(jì)合作提供更好的幫助。 本文主要分為四個(gè)部分,第一部分主要是從西共體成立的背景和正式成以及其發(fā)展的現(xiàn)狀三個(gè)方面對(duì)西共體進(jìn)行系統(tǒng)全面的研究,重點(diǎn)介紹西共體的發(fā)展現(xiàn)狀,特別是從貨幣一體化和關(guān)稅一體化兩個(gè)關(guān)鍵方面對(duì)西共體的一體化水平進(jìn)行總結(jié)和論述；第二部分和第三部分對(duì)西共體一體化發(fā)展的利弊條件進(jìn)行研究論述,不僅闡述其在一體化進(jìn)程中所遇到的共性因素,比如成員發(fā)展水平差距大,一體化思想的推動(dòng)作用等,還探究其自己的“個(gè)性因素”,例如與前殖民宗主國(guó)的紐帶關(guān)系在其發(fā)展中的促進(jìn)作用；第四部分是探討為促進(jìn)一體化進(jìn)程而應(yīng)處理好的幾個(gè)問(wèn)題,如機(jī)制體制改革和加強(qiáng)政治合作等方面的問(wèn)題。 本文認(rèn)為,無(wú)論是歐洲發(fā)達(dá)地區(qū)的區(qū)域一體化建設(shè)還是像西非地區(qū)這樣的貧困落后地區(qū)的一體化進(jìn)程,從來(lái)都是在荊棘中艱難前行,經(jīng)過(guò)三十多年的發(fā)展,西共體一體化建設(shè)取得了不小的進(jìn)步,但同時(shí)我們也看到了其中存在的阻礙和弊端。目標(biāo)是遠(yuǎn)大的,過(guò)程是艱辛的,但只要各個(gè)成員國(guó)堅(jiān)定一體化的信念,相信更高水平的一體化組織能夠帶來(lái)更美好的前景,為此趨利避害、加強(qiáng)協(xié)調(diào)合作,不斷克服不利因素,必將能夠?qū)崿F(xiàn)一體化的遠(yuǎn)大目標(biāo),并將作為非洲地區(qū)最大的一體化組織在非洲發(fā)展中發(fā)揮舉足輕重的作用。
[Abstract]:ECOWAS is the largest regional integration organization in Africa. ECOWAS aims to promote the economic, social and cultural development and cooperation of its member countries. The ultimate goal is economic integration in the West African region, which is rich in natural resources, mineral resources and good agricultural resources, however. West Africa is still a poor and backward region. Poverty and backwardness and slow economic development have prompted West African leaders to seriously think about regional integration and cooperation. After World War II, with the deepening of economic globalization. With the twists and turns of the new trend of multipolarization in the world, the integration of ECOWAS has entered a new stage of development, but in the process of integration, the West African countries have encountered a variety of ups and downs and twists and turns. The development of integration has not only gratifying achievements, but also a lot of historical legacy and institutional shortcomings. The study of the integration of ECOWAS makes us clear the history and current situation of economic cooperation and political game between countries in West Africa. To promote economic cooperation between China and West African countries to provide better help. This paper is mainly divided into four parts. The first part is a systematic and comprehensive study of ECOWAS from the background and formal establishment of ECOWAS and the status quo of its development. This paper mainly introduces the current situation of ECOWAS development, especially summarizes and discusses the integration level of ECOWAS from the two key aspects of currency integration and customs integration. The second part and the third part discuss the advantages and disadvantages of ECOWAS integration, not only expound the common factors in the process of integration, such as the wide gap between the level of development of members. The promotion function of the integration thought and so on, also explores its own "individuality factor", for example, the tie relation with the former colonial sovereign state in its development promotion function; Part 4th discusses several problems that should be dealt with in order to promote the process of integration, such as institutional reform and strengthening political cooperation. This paper holds that the regional integration construction of developed regions in Europe and the integration process of poor and backward areas such as West Africa have always been difficult to advance in the thorns, after more than 30 years of development. ECOWAS integration has made no small progress, but at the same time, we have also seen the obstacles and shortcomings. The goal is ambitious, the process is difficult, but as long as the member States firmly believe in integration. It is believed that a higher level of integration organizations can bring a better prospect. In this regard, we will be able to achieve the lofty goal of integration by seeking advantages and avoiding disadvantages, strengthening coordination and cooperation, and constantly overcoming unfavorable factors. And will play a pivotal role in Africa's development as the largest integration organization in the African region.
