【摘要】：2008年全球金融危機的爆發(fā)使全球金融治理的現(xiàn)實意義凸顯,G20峰會機制應運而生。作為短期危機應對機制的G20在危機過后面臨轉(zhuǎn)型。后危機時代要求G20對全球金融進行結(jié)構(gòu)化監(jiān)管,要求G20打造更具包容性的世界經(jīng)濟治理,要求G20轉(zhuǎn)型為長效經(jīng)濟治理機制。G20轉(zhuǎn)型中又受到自身的合法性、有效性和世界經(jīng)濟治理體系碎片化現(xiàn)狀的限制。后危機時代的G20轉(zhuǎn)型是一個漫長而艱難的過程,前景充滿變數(shù)。應通過建章立制提高功效、加強與既有國際組織的溝通與協(xié)調(diào)、整合議題和突出經(jīng)濟治理平臺地位等改革,循序漸進地推進G20轉(zhuǎn)型,實現(xiàn)G20機制的可持續(xù)發(fā)展。中國通過G20有效地參與到世界經(jīng)濟治理當中,轉(zhuǎn)型后的G20會進一步推動國際貨幣和金融體系改革,彌合傳統(tǒng)治理機制的疏漏,聯(lián)通南北,打造聯(lián)動、包容、有活力的世界經(jīng)濟。
[Abstract]:The outbreak of the global financial crisis in 2008 the significance of global financial governance mechanism. The G20 summit highlights, emerged as a short-term crisis response mechanism of the G20 transition in the aftermath of the crisis. After the crisis era requires G20 structural regulation of the global financial and economic world to build more inclusive governance requirements of G20, G20 transformation by legitimacy the long-term economic governance mechanism of.G20 transformation, the effectiveness and the world economic governance system fragmentation status restrictions. G20 transformation in the post crisis era is a long and difficult process, the outlook is uncertain. We should establish a new system to improve the efficiency, strengthen communication and coordination with existing international organizations, integration issues and the prominent position of economic governance reform platform, gradually promote the transformation of G20, realize the sustainable development of G20 mechanism. China G20 through effective participation in the world In the process of economic governance, the G20 after transformation will further promote the reform of international monetary and financial system, bridge the neglect of traditional governance mechanism, link north and south, and create a dynamic, inclusive and dynamic world economy.
