【摘要】：文章通過對(duì)浙江省寧波市的調(diào)研發(fā)現(xiàn),當(dāng)前產(chǎn)業(yè)形勢和運(yùn)行質(zhì)量總體較好,經(jīng)濟(jì)增速趨穩(wěn)回升的態(tài)勢開始顯現(xiàn);新產(chǎn)業(yè)、新技術(shù)、新業(yè)態(tài)、新模式發(fā)展迅速,發(fā)展新動(dòng)能快速形成;大批創(chuàng)新型企業(yè)茁壯成長,引領(lǐng)發(fā)展的能力明顯增強(qiáng);各類平臺(tái)迅速崛起,新經(jīng)濟(jì)發(fā)展空間大幅拓展。當(dāng)前產(chǎn)業(yè)發(fā)展中面臨的主要問題,一是經(jīng)濟(jì)下行壓力和風(fēng)險(xiǎn)隱患依然較大,民間投資及其增速下降問題突出;二是依靠老辦法發(fā)展新經(jīng)濟(jì)的宏觀環(huán)境問題依然存在,新經(jīng)濟(jì)發(fā)展仍面臨諸多體制機(jī)制和政策障礙;三是人才等創(chuàng)新要素瓶頸突出,創(chuàng)新服務(wù)體系和配套環(huán)境建設(shè)亟待加強(qiáng)。在此基礎(chǔ)上提出,要科學(xué)研判當(dāng)前產(chǎn)業(yè)形勢,謹(jǐn)慎樂觀看待未來趨勢;加強(qiáng)對(duì)先行地區(qū)發(fā)展新經(jīng)濟(jì)的經(jīng)驗(yàn)研究和推廣工作,鼓勵(lì)其發(fā)揮示范帶動(dòng)作用;加強(qiáng)政策頂層設(shè)計(jì)和統(tǒng)籌協(xié)調(diào),推進(jìn)宏觀層面的體制機(jī)制和政策創(chuàng)新;辯證看待企業(yè)對(duì)外投資問題,引導(dǎo)企業(yè)通過跨國并購增強(qiáng)競爭力和創(chuàng)新能力。
[Abstract]:Through the investigation of Ningbo City in Zhejiang Province, it is found that the current industrial situation and operation quality are generally good, and the trend of economic growth is beginning to appear. New industries, new technologies, new forms of business, new modes of development, rapid formation of new momentum of development; A large number of innovative enterprises thrive and their ability to lead development is obviously enhanced; With the rapid rise of various platforms, the space for the development of the new economy has been greatly expanded. The main problems in the current industrial development are as follows: first, the economic downward pressure and the hidden risks are still large, and the problems of private investment and its decreasing growth rate are prominent; Second, the macro-environmental problems of developing new economy by old methods still exist, and the development of new economy still faces many institutional, mechanism and policy obstacles. Third, the bottleneck of innovation elements such as talents is prominent, and the construction of innovation service system and supporting environment need to be strengthened urgently. On the basis of this, we should scientifically judge the current industrial situation and take a cautious and optimistic view of the future trend; Strengthen the research and popularization of the experience of developing the new economy in the leading areas and encourage them to play a leading role in demonstration; Strengthening the top-level policy design and coordination, promoting macro-level institutional mechanisms and policy innovation; Dialectically looking at the problem of enterprises' foreign investment and guiding enterprises to enhance their competitiveness and innovation through cross-border mergers and acquisitions.
