文章摘要：基于系統(tǒng)論視角,將生態(tài)經(jīng)濟(jì)系統(tǒng)劃分為生態(tài)、社會(huì)和經(jīng)濟(jì)三個(gè)子系統(tǒng),并分析三者之間的作用機(jī)理。進(jìn)一步,構(gòu)建基于矩陣型結(jié)構(gòu)的網(wǎng)絡(luò)DEA模型對(duì)生態(tài)經(jīng)濟(jì)效率進(jìn)行評(píng)價(jià)。利用該模型對(duì)我國(guó)省際2007—2012年的生態(tài)經(jīng)濟(jì)效率進(jìn)行測(cè)算,并對(duì)其斂散性進(jìn)行檢驗(yàn)。實(shí)證結(jié)果顯示：①整體、區(qū)域及省際生態(tài)經(jīng)濟(jì)效率處于低下水平,社會(huì)子系統(tǒng)和生態(tài)子系統(tǒng)是導(dǎo)致整體效率低下和區(qū)域差異的主要原因,且生態(tài)子系統(tǒng)尤為關(guān)鍵。②對(duì)比三大區(qū)域可知,在整體效率、經(jīng)濟(jì)效率和社會(huì)效率層面,東部地區(qū)最高,其次是中部、西部;在生態(tài)效率層面,西部最高,東部次之,中部最低。③生態(tài)經(jīng)濟(jì)整體效率和社會(huì)效率呈發(fā)散趨勢(shì),經(jīng)濟(jì)效率和生態(tài)效率呈現(xiàn)穩(wěn)定狀態(tài)。結(jié)合實(shí)證結(jié)果,提出了一系列政策建議。

Abstr：From the perspective of system theory, ecological economic system can be divided into economic subsystem,social subsystem and ecological subsystem. On the basis of the relationship among the three subsystems, a new matrixtype network DEA is built to evaluating the regional eco- efficiency. Not only does the model overcome the defect of traditional DEA models which ignore the internal structure of decision making units, but also the efficiencies of subsystems are given. Then, this paper evaluates the eco-efficiencies of Chinese provinces from 2007 to 2012, and it also examines the corresponding convergence test. The empirical results show that：（1） Overall, regional and provincial ecoefficiencies are at the low level, where social system and ecological system are the main resources of the overall inefficiency and regional differences, especially for the ecological subsystem.（2） Comparing the three regional ecoefficiencies, for the overall, economic, and social efficiencies, the eastern region is the highest, followed by the central and western regions; for the ecological efficiency, the western region is the highest, followed by the eastern and central regions.（3） The overall and social efficiencies keep a divergent state, while economic and ecological efficiencies are at the steady state. According to the empirical results, some useful policy implications are put forward.
