加快推進(jìn)蕭山城鄉(xiāng)基本公共服務(wù)均等化的對(duì)策研究

【摘要】:隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展,城鄉(xiāng)差距、區(qū)域差距、不同層次群體之間差距有越來(lái)越大的趨勢(shì),近年來(lái),黨中央連續(xù)作出建設(shè)全面小康社會(huì)、推進(jìn)新型城鎮(zhèn)化、加快“四化”融合、擴(kuò)大內(nèi)需的戰(zhàn)略決策,其核心目標(biāo)就是要加快城鄉(xiāng)統(tǒng)籌一體化發(fā)展,其中的一大關(guān)鍵點(diǎn)就是農(nóng)村是否可以提供和城市一樣的基本公共服務(wù),也就是城鄉(xiāng)基本公共服務(wù)均等化。逐步實(shí)現(xiàn)基本公共服務(wù)均等化,對(duì)于緩解城鄉(xiāng)、區(qū)域、階層之間差距都具有積極作用和重要意義,是我國(guó)經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期提出的具有重大意義的戰(zhàn)略決策。當(dāng)前,全國(guó)各級(jí)各部門都在探索以實(shí)現(xiàn)城鄉(xiāng)基本公共服務(wù)一體化為核心的城鄉(xiāng)一體化發(fā)展路徑,但由于基本公共服務(wù)的公共屬性決定必然需要當(dāng)?shù)卣拇罅控?cái)政投入。蕭山區(qū)作為改革開(kāi)放先行地區(qū)之一,改革開(kāi)放以來(lái),區(qū)域經(jīng)濟(jì)一直平穩(wěn)較快發(fā)展,綜合實(shí)力始終排在全國(guó)縣市區(qū)級(jí)前十名,基本公共服務(wù)供給也取得長(zhǎng)足的進(jìn)步和較明顯的成效,應(yīng)該有能力也有必要在此方面率先作出一定的探索和實(shí)踐,為全省及至全國(guó)破解城鄉(xiāng)二元結(jié)構(gòu)、建立均衡化的基本公共服務(wù)供給體系提供實(shí)現(xiàn)路徑選擇。 本文采取邏輯分析法、文獻(xiàn)研究法、實(shí)證分析法、理論分析與經(jīng)驗(yàn)分析相結(jié)合等研究方法,,對(duì)蕭山區(qū)基本公共服務(wù)均等化進(jìn)行深入的研究分析。本文突出問(wèn)題導(dǎo)向,首先分別從國(guó)家層面提出的新要求、浙江省實(shí)行的新舉措、群眾的時(shí)代新期盼等角度闡明開(kāi)展本次研究的必要性和緊迫性,并對(duì)國(guó)內(nèi)相關(guān)研究成果進(jìn)行了簡(jiǎn)要總結(jié)和主要差異述評(píng);其次從調(diào)查分析目前蕭山區(qū)城鄉(xiāng)基本公共服務(wù)供給的總體水平入手,總結(jié)得出蕭山區(qū)之所以在基本公共服務(wù)均等化方面取得階段性成果的擁有強(qiáng)大經(jīng)濟(jì)基礎(chǔ)、突破重點(diǎn)難點(diǎn)領(lǐng)域、政府強(qiáng)力主導(dǎo)等三方面的經(jīng)驗(yàn)啟示。再次,嘗試通過(guò)比較區(qū)域之間、城鄉(xiāng)之間、鎮(zhèn)街之間基本公共服務(wù)供給不均等狀況,剖析基本公共服務(wù)供給中存在的問(wèn)題,從歷史角度、財(cái)政體制等方面探析產(chǎn)生非均衡化現(xiàn)象的城鄉(xiāng)二元結(jié)構(gòu)、公共財(cái)政體制、公共服務(wù)供給機(jī)制等三大主因。最后,試圖立足蕭山經(jīng)濟(jì)社會(huì)發(fā)展的現(xiàn)狀和趨勢(shì),從總體思路、制度創(chuàng)新、任務(wù)路線圖等方面提出相關(guān)建議,提出了以政府為主導(dǎo),擴(kuò)大覆蓋面、提高均等化程度為重點(diǎn),深化戶籍制度改革、保障公共服務(wù)資金公平供給、探索公共服務(wù)多元化供給機(jī)制、建立基于群眾需求反饋的決策機(jī)制等關(guān)鍵領(lǐng)域制度創(chuàng)新,加快推進(jìn)就業(yè)、社會(huì)保障、教育、醫(yī)療衛(wèi)生、公共文化服務(wù)、基礎(chǔ)設(shè)施、生態(tài)環(huán)境、公共安全等8個(gè)方面有形和無(wú)形公共服務(wù)的具體發(fā)展目標(biāo)。
[Abstract]:With the rapid development of economy and society, the gap between urban and rural areas, and the gap between different levels of groups are increasing. In recent years, the CPC Central Committee has made continuous efforts to build an all-round well-off society and promote new urbanization. The core objective of the strategic decision to accelerate the integration of the "four modernizations" and expand domestic demand is to accelerate the integrated development of urban and rural areas as a whole. One of the key points is whether the rural areas can provide the same basic public services as the cities. That is, the equalization of basic public services in urban and rural areas. The gradual realization of equalization of basic public services plays an active and important role in alleviating the gap between urban and rural areas, regions and strata. It is a strategic decision of great significance in the critical period of economic transition and social transformation in China. At present, all the departments at all levels of the country are exploring the development path of urban-rural integration with the core of realizing the integration of urban and rural basic public services. However, due to the public nature of basic public services, a large amount of financial input from local governments is necessary. Xiaoshan District, as one of the leading areas of reform and opening-up, has been developing steadily and rapidly since the reform and opening-up, and its overall strength has always ranked among the top ten counties and cities in the country. The supply of basic public services has also made considerable progress and achieved relatively obvious results, and it should be able and necessary to take the lead in making certain explorations and practices in this regard, in order to decipher the dual structure of urban and rural areas for the whole province and the whole country. The establishment of balanced basic public service supply system provides path selection. In this paper, logical analysis, literature research, empirical analysis, theoretical analysis and empirical analysis are used to study and analyze the equalization of basic public services in Xiaoshan District. This article highlights the problem-oriented, first of all from the national level put forward new requirements, Zhejiang Province, the implementation of new measures, the people's new expectations of the times and other angles to illustrate the necessity and urgency of this study, At the same time, the related domestic research results are summarized briefly and the main differences are reviewed. Secondly, starting with the investigation and analysis of the general level of basic public service supply in urban and rural areas of Xiaoshan District at present, the author concludes that Xiaoshan District has a strong economic foundation for achieving phased achievements in the equalization of basic public services. Break through the key and difficult areas, strong government leadership and other three aspects of experience inspiration. Thirdly, this paper attempts to analyze the problems existing in the supply of basic public services from the historical point of view by comparing the unequal supply of basic public services among regions, between urban and rural areas and between towns and streets, and analyzes the problems existing in the supply of basic public services. Fiscal system and other aspects of the phenomenon of urban and rural dual structure, public financial system, public service supply mechanism and other three main causes. Finally, based on the current situation and trend of Xiaoshan's economic and social development, this paper puts forward some relevant suggestions from the aspects of overall thinking, institutional innovation, task road map, etc., and puts forward the emphasis on government-led, expanding coverage and improving the degree of equalization. We will deepen reform of the household registration system, ensure fair supply of funds for public services, explore diversified supply mechanisms for public services, establish decision-making mechanisms based on feedback on the needs of the masses, and speed up the promotion of employment, social security, and education. Health care, public cultural services, infrastructure, ecological environment, public safety and other eight tangible and intangible development objectives of public services.
