【摘要】：教育扶貧是國家扶貧開發(fā)工作的重要組成部分,是國家扶貧戰(zhàn)略的基礎(chǔ)性、根本性舉措。黨的十八大以來,我國提出精準(zhǔn)扶貧的新方略,職業(yè)教育作為與經(jīng)濟產(chǎn)業(yè)發(fā)展最為緊密的教育類型,發(fā)揮著教育精準(zhǔn)扶貧的先導(dǎo)作用。黑龍江省作為農(nóng)業(yè)大省,已經(jīng)成為全國最大的商品糧生產(chǎn)基地,為了促進現(xiàn)代化大農(nóng)業(yè)健康快速發(fā)展,黑龍江省職業(yè)教育在精準(zhǔn)扶貧工作中,面臨精準(zhǔn)識別、精準(zhǔn)招生、精準(zhǔn)資助、精準(zhǔn)就業(yè)和精準(zhǔn)保障等重要任務(wù)。因此,要以服務(wù)區(qū)域經(jīng)濟發(fā)展為目標(biāo),強化黑龍江省職業(yè)教育資源建設(shè),大力發(fā)展面向農(nóng)村的職業(yè)教育;深化涉農(nóng)類專業(yè)人才培養(yǎng)模式改革,促進院校專業(yè)與涉農(nóng)產(chǎn)業(yè)對接;廣泛開展貧困地區(qū)人口職業(yè)技能培訓(xùn),提高貧困地區(qū)勞動力培訓(xùn)的精準(zhǔn)性和實效性;加大職業(yè)院校貧困家庭子女資助力度,保障貧困地區(qū)人口平等接受職業(yè)教育的權(quán)利。
[Abstract]:Poverty alleviation through education is an important part of the national poverty alleviation and development, and it is the basic and fundamental measure of the national poverty reduction strategy. Since the 18th National Congress of the Communist Party of China (CPC), China has put forward a new strategy of precision poverty alleviation. Vocational education, as the most closely related type of education with economic and industrial development, plays a leading role in poverty alleviation through precision education. Heilongjiang Province, as a big agricultural province, has become the largest commodity grain production base in the country. In order to promote the healthy and rapid development of modern agriculture, vocational education in Heilongjiang Province is faced with precision identification and accurate enrollment in the work of precision poverty alleviation. Precision funding, precision employment and precision support and other important tasks. Therefore, in order to serve the regional economic development, we should strengthen the construction of vocational education resources in Heilongjiang Province, vigorously develop the rural oriented vocational education, deepen the reform of the training mode of agriculture-related professionals, and promote the connection between colleges' specialties and agriculture-related industries. Extensive vocational skills training for the population in poor areas to improve the accuracy and effectiveness of labor training in poor areas; increase the funding of children of poor families in vocational colleges to ensure the right of the population in poor areas to receive vocational education on an equal footing.
