中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度研究

【摘要】:20世紀90年代以來,,我國區(qū)域間出現(xiàn)經(jīng)濟增長失衡、資源配置不合理、收入差距拉大、利益沖突增加、環(huán)境污染嚴重等一系列問題,區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展問題日益成為經(jīng)濟、社會、政治、生活中的焦點和熱點。這些經(jīng)濟與社會、地區(qū)與地區(qū)、人與自然之間的問題,越來越制約了我國經(jīng)濟社會可持續(xù)發(fā)展。中國區(qū)域經(jīng)濟發(fā)展中的諸多問題,固然有自然、歷史等因素的影響,但根本原因還是我國的體制機制不完善、制度安排不合理等制度問題,即沒有一個全方位、系統(tǒng)性、長效性的區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度。如人口和勞動力流動受到戶籍制度制約,產(chǎn)業(yè)轉(zhuǎn)移和生產(chǎn)力布局受到行政區(qū)劃的限制,資源輸出地與經(jīng)濟發(fā)達地區(qū)的利益協(xié)調(diào)關(guān)系受到財稅、價格體制的制約,各級政府財權(quán)和事權(quán)匹配不合理等。當前,我國社會主義市場經(jīng)濟體制尚在完善階段,資源要素自由流動的壁壘尚未完全消除,與實現(xiàn)區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展目標相匹配的法律體系、財稅體制、激勵約束、評價體系等制度還不健全,這些體制性、機制性等制度問題一定程度上抑制了各地區(qū)自我發(fā)展的動力,對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展帶來一定的負面影響。 新制度經(jīng)濟學認為經(jīng)濟發(fā)展實質(zhì)上是更有效利用資源的制度變遷過程,把制度作為解釋經(jīng)濟增長的一個內(nèi)生變量,與資本、勞動力、技術(shù)等一起成為能夠影響經(jīng)濟績效的關(guān)鍵因素,強調(diào)區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的更深層次的需求來自于制度變遷和制度創(chuàng)新。近年來,國內(nèi)外對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展問題的研究較多,從不同視角對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度進行廣泛而深入的研究。但是,在現(xiàn)有的相關(guān)研究文獻中,從制度經(jīng)濟學角度對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展作全方位、多層次、系統(tǒng)性的研究不足。并且現(xiàn)有的理論分析和實證分析尚存有一定的局限性,關(guān)于區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的理論基礎(chǔ)研究仍然不足。一是區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度尚未統(tǒng)一明確的概念、內(nèi)涵;二是缺少對區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的評價標準和評價方法研究;三是缺乏區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的系統(tǒng)研究。 本文基于制度經(jīng)濟學理論方法,對中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度進行了深入探討,構(gòu)建了中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的分析框架。全文共分為7部分。 第一部分為導論。這部分主要是闡述本文的選題背景與選題意義,介紹了本文所采用新制度經(jīng)濟學等研究方法與框架結(jié)構(gòu),并提出本文的可能創(chuàng)新與不足之處。 第二部分為區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度研究綜述及評析。這部分主要是概述了國內(nèi)學者在區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的市場體系、財稅、法律、金融、戶籍、區(qū)域政策等制度方面的研究成果和國外學者對制度的定義、制度與經(jīng)濟發(fā)展的關(guān)系、區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度等方面的研究成果,并對研究進行簡單的評析。 第三部分為區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的理論基礎(chǔ)。這部分主要是對本研究所應(yīng)用到的制度經(jīng)濟學、區(qū)域經(jīng)濟學等相關(guān)經(jīng)濟學理論進行簡述,主要包括區(qū)域經(jīng)濟理論、新制度經(jīng)濟學理論和區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度。 第四部分為中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度分析。這部分主要是通過分析區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度變遷的特點、方式、動因、績效,理清中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度變遷脈絡(luò)。在研究中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的構(gòu)成、制訂、實施、效率等基礎(chǔ)上,梳理了中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度在市場制度、財稅制度、對外開放制度、金融制度、人口管理制度等方面存在的問題,分析了區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度存在問題的原因,即區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展戰(zhàn)略思想影響、法律制度缺乏、中央與地方、區(qū)域與區(qū)域之間的博弈和制度制訂松散化等。 第五部分為國外區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度及啟示。主要分為兩個部分。一是國外區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度。理清了美國、歐盟、德國、日本等國家或地區(qū)在區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度方面的做法。二是國外區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度的啟示。歸納總結(jié)出這些國家或地區(qū)在建立區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展組織架構(gòu)、建立促進區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的法律制度、完善財政稅收金融制度、推進區(qū)域合作制度建設(shè)等制度建設(shè)方面的成功經(jīng)驗。 第六部分為完善中國區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展制度對策。這部分主要從完善法律制度、互利制度、激勵約束制度、社會管理制度、市場制度、評價制度等方面提出制度建議。法律制度包括建立健全專項法律制度、清理規(guī)范現(xiàn)有法律制度、建立區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展基本法、完善區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展法律制定程序;互利制度包括創(chuàng)新發(fā)展區(qū)域合作機制和建立區(qū)域協(xié)調(diào)發(fā)展工作機制;激勵約束制度包括深化財稅體制改革、深化投融資體制改革、加快生態(tài)文明制度建設(shè);社會管理制度包括創(chuàng)新社會治理體制、加快政府職能轉(zhuǎn)變、加快戶籍制度改革;市場制度包括建立健全市場經(jīng)濟體系、加快社會信用體系建設(shè)、加強市場監(jiān)管體系建設(shè);評價制度包括建立科學的績效評價體系、完善規(guī)劃實施和評估機制。 第七部分為結(jié)論與討論。這部分主要對全文進行總結(jié),并對本研究的未來發(fā)展、研究趨勢作簡單的展望。
