【摘要】：不同省份農(nóng)村地區(qū)資源稟賦與經(jīng)濟(jì)社會發(fā)展水平的差距使得其養(yǎng)老脆弱性也存在較大差異,對農(nóng)村養(yǎng)老脆弱性的省際差異測度及其影響因素的識別是提升養(yǎng)老保障政策針對性與可操作性的關(guān)鍵。文章基于2014年全國農(nóng)村地區(qū)公開數(shù)據(jù),從敏感性和應(yīng)對能力兩個維度構(gòu)建農(nóng)村地區(qū)養(yǎng)老脆弱性評價指標(biāo)體系,采用集對分析方法對我國31個省(市、區(qū))農(nóng)村地區(qū)養(yǎng)老脆弱性指數(shù)進(jìn)行了測算,借助Arc GIS自然斷點法將我國農(nóng)村地區(qū)養(yǎng)老脆弱性劃分為5個等級并對其省際差異進(jìn)行空間可視化描述,在此基礎(chǔ)上,利用障礙度模型分析了我國農(nóng)村養(yǎng)老脆弱性的影響因素。研究發(fā)現(xiàn):1我國農(nóng)村地區(qū)養(yǎng)老脆弱性總體上處于中等區(qū),但呈現(xiàn)出明顯的省際差異、區(qū)域差異以及區(qū)域內(nèi)部差異;2不同省份農(nóng)村地區(qū)養(yǎng)老敏感性和養(yǎng)老應(yīng)對能力的差異較大,且對養(yǎng)老脆弱性的形成產(chǎn)生程度不一的影響�？傮w上,東部省份農(nóng)村養(yǎng)老脆弱性明顯低于中西部省份;3農(nóng)村地區(qū)養(yǎng)老脆弱性省際差異的形成受到老年撫養(yǎng)比、國家級貧困縣數(shù)量、低保中老年人占比、農(nóng)作物受災(zāi)面積和醫(yī)療保健支出占比等多種因素的影響。文章認(rèn)為,在全面提升農(nóng)村養(yǎng)老服務(wù)供給水平的基礎(chǔ)上,進(jìn)一步促進(jìn)區(qū)域經(jīng)濟(jì)社會協(xié)調(diào)發(fā)展、強化中西部省份農(nóng)村養(yǎng)老服務(wù)體系建設(shè)的投入力度成為降低農(nóng)村養(yǎng)老脆弱性的關(guān)鍵。
[Abstract]:The difference between the resource endowment and the level of economic and social development in rural areas of different provinces makes the vulnerability of their old-age pension quite different. It is the key to improve the pertinence and maneuverability of the old-age security policy to measure the provincial differences of rural pension vulnerability and identify the influencing factors. Based on the public data of rural areas in 2014, this paper constructs an evaluation index system for the vulnerability of the aged in rural areas from the two dimensions of sensitivity and coping ability, and applies the set pair analysis method to 31 provinces (cities) in China. Based on the calculation of the vulnerability index of the aged in rural areas, the vulnerability of the aged in rural areas in China is divided into five grades with the help of the natural breakpoint method of Arc GIS, and the spatial visualization of the differences between provinces is carried out on the basis of this. The factors influencing the vulnerability of rural old-age support in China are analyzed by using the barrier degree model. The study found that the vulnerability of pension in the rural areas of China is generally in the middle area, but there are obvious inter-provincial differences, regional differences and intra-regional differences in rural areas of different provinces pension sensitivity and pension coping capacity differences. And the formation of vulnerability to the pension has varying degrees of influence. On the whole, the rural old-age vulnerability in eastern provinces is obviously lower than that in the central and western provinces, and the formation of inter-provincial differences in pension vulnerability is due to the dependency ratio of the elderly, the number of state-level poor counties, and the proportion of the middle and middle aged people with low living standard. The effect of many factors, such as the area affected by crops and the proportion of health care expenditure. The article holds that, on the basis of comprehensively improving the level of rural old-age service supply, we should further promote the coordinated development of regional economy and society. Strengthening the investment of rural old-age service system in central and western provinces becomes the key to reduce the vulnerability of rural old-age care.
