安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展研究

【摘要】：自20世紀(jì)80年代我國(guó)首創(chuàng)開(kāi)發(fā)區(qū)以來(lái),這一新生事物確實(shí)為我國(guó)的改革開(kāi)放和區(qū)域經(jīng)濟(jì)的發(fā)展做出了不可磨滅的貢獻(xiàn),成為全國(guó)各地各級(jí)政府熱衷于建設(shè)和發(fā)展的對(duì)象。但是“開(kāi)發(fā)區(qū)熱”所帶來(lái)的粗放式發(fā)展引發(fā)了經(jīng)濟(jì)增長(zhǎng)與資源、環(huán)境、生態(tài)之間不可調(diào)和的矛盾。安徽省位于中國(guó)的中部偏東地區(qū),地理區(qū)位較為重要,總體來(lái)看,全省139家省級(jí)開(kāi)發(fā)區(qū)發(fā)展質(zhì)量不優(yōu)、效益較低。附加值較低的產(chǎn)業(yè)同構(gòu)、粗放的發(fā)展模式、固化的體制機(jī)制等問(wèn)題嚴(yán)重制約了安徽省省級(jí)開(kāi)發(fā)區(qū)經(jīng)濟(jì)的健康發(fā)展。面對(duì)全球經(jīng)濟(jì)一體化和我國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的新形勢(shì),作為安徽省經(jīng)濟(jì)發(fā)展主力軍的省級(jí)開(kāi)發(fā)區(qū)更是要多措并舉、尋找轉(zhuǎn)型發(fā)展的適合路徑,實(shí)現(xiàn)開(kāi)發(fā)區(qū)集約節(jié)約式的可持續(xù)發(fā)展。 本文共分五章,重點(diǎn)研究安徽省省級(jí)開(kāi)發(fā)區(qū)的轉(zhuǎn)型發(fā)展。文章首先對(duì)國(guó)內(nèi)外關(guān)于開(kāi)發(fā)區(qū)的研究成果進(jìn)行了文獻(xiàn)綜述,指出了目前在開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展方面研究的不足；然后對(duì)開(kāi)發(fā)區(qū)的概念、理論以及開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展的內(nèi)涵、目標(biāo)和動(dòng)力因素進(jìn)行了詳細(xì)闡述；并在此基礎(chǔ)上,以安徽省省級(jí)開(kāi)發(fā)區(qū)為研究對(duì)象,在對(duì)國(guó)內(nèi)外開(kāi)發(fā)區(qū)發(fā)展歷程和特點(diǎn)以及安徽省開(kāi)發(fā)區(qū)的發(fā)展歷程、發(fā)展現(xiàn)狀進(jìn)行概述后,對(duì)安徽省省級(jí)開(kāi)發(fā)區(qū)進(jìn)行了合理分類；繼而把阜南經(jīng)濟(jì)開(kāi)發(fā)區(qū)和寧國(guó)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)這兩個(gè)具有典型代表意義的案例進(jìn)行轉(zhuǎn)型發(fā)展的比較研究,得出了案例比較結(jié)果,引發(fā)了研究者對(duì)安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展的新思考,得出了安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展的相關(guān)結(jié)論,分析了本文研究的不足之處,并進(jìn)行了未來(lái)展望。 本文采取從理論分析到實(shí)證研究的總體思路,在理論分析中,本文把技術(shù)、環(huán)境、體制三大動(dòng)力因素分別與產(chǎn)業(yè)集群、集約節(jié)約和開(kāi)發(fā)區(qū)治理緊密結(jié)合起來(lái),構(gòu)建了它們對(duì)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展影響的概念模型；在實(shí)證研究中,本文以實(shí)地調(diào)研、問(wèn)卷調(diào)查為硬抓手,采用定性分析、定量分析和比較分析等方法,運(yùn)用已經(jīng)構(gòu)建的概念模型,探析比較阜南經(jīng)濟(jì)開(kāi)發(fā)區(qū)和寧國(guó)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)在轉(zhuǎn)型發(fā)展中的異同及其產(chǎn)生原因,并得出兩地開(kāi)發(fā)區(qū)目前處于不同的產(chǎn)業(yè)區(qū)發(fā)展階段,且將會(huì)發(fā)展成為不同的產(chǎn)業(yè)空間形態(tài)。 在前文大量研究的基礎(chǔ)上,本文對(duì)安徽省省級(jí)開(kāi)發(fā)區(qū)的轉(zhuǎn)型發(fā)展做出了進(jìn)一步的思考：一是開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展并無(wú)一個(gè)統(tǒng)一的時(shí)間節(jié)點(diǎn),它是開(kāi)發(fā)區(qū)發(fā)展到一定程度的必然結(jié)果；二是開(kāi)發(fā)區(qū)的發(fā)展階段決定著開(kāi)發(fā)區(qū)的轉(zhuǎn)型發(fā)展可以分為起步、攻堅(jiān)和升級(jí)三個(gè)階段,在每一個(gè)階段轉(zhuǎn)型發(fā)展的舉措都各有側(cè)重,且最終會(huì)產(chǎn)生不同的產(chǎn)業(yè)空間發(fā)展形態(tài)。 本文還得出了安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展研究的初步結(jié)論：一是安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展勢(shì)在必行；二是安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展路徑選擇：以創(chuàng)新的產(chǎn)業(yè)集群、集約節(jié)約式發(fā)展和高效的開(kāi)發(fā)區(qū)治理為轉(zhuǎn)型目標(biāo),著力在體制、技術(shù)和環(huán)境三大動(dòng)力因素上下功夫,以體制增效率、以技術(shù)添動(dòng)力、以環(huán)境做保障；三是安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展有規(guī)可循；四是安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展因區(qū)而異；五是安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展分類考核。 本文在概念構(gòu)建上具有一定的創(chuàng)新性、在實(shí)證研究上具有一定的縝密性、在發(fā)散思考上具有一定的深入性,在論文結(jié)論上具有一定的實(shí)用性,為安徽省省級(jí)開(kāi)發(fā)區(qū)轉(zhuǎn)型發(fā)展的路徑和對(duì)策研究提供了一個(gè)新的視角,同時(shí)還提出了有助于轉(zhuǎn)型發(fā)展的意見(jiàn)和建議,這也是本文研究的創(chuàng)新和價(jià)值所在。
[Abstract]:Since the founding of the development zones in China in the 1980s, this new thing has indeed made an indelible contribution to China's reform and opening-up and regional economic development, and has become the object of construction and development of governments at all levels throughout the country. Anhui Province is located in the east-central part of China. Its geographical location is more important. Generally speaking, 139 provincial-level development zones in Anhui Province have poor development quality and low benefit. Facing the new situation of global economic integration and the transformation of economic development mode in China, the provincial-level development zones, as the main force of economic development in Anhui Province, should take many measures to find the suitable path for the transformation and development and realize the intensive and economical sustainable development of the development zones.
This paper is divided into five chapters, focusing on the transformation and development of the provincial development zones in Anhui Province. Firstly, the paper summarizes the research results of the development zones at home and abroad, points out the deficiencies of the research on the transformation and development of the development zones at present; then, the concept, theory of the development zones and the connotation, objectives and motivation of the transformation and development of the development zones are discussed. On this basis, taking Anhui Provincial Development Zone as the research object, after summarizing the development process and characteristics of domestic and foreign development zones as well as the development process and development status of Anhui Provincial Development Zone, the provincial development zones of Anhui Province are reasonably classified, and then Funan Economic Development Zone and Ningguo Economy are classified. This paper makes a comparative study on the transformation and development of the two typical representative cases of technological development zones, and obtains the comparative results of the two cases, which triggers the researchers'new thinking on the transformation and development of the provincial-level development zones in Anhui Province, draws relevant conclusions on the transformation and development of the provincial-level development zones in Anhui Province, analyzes the shortcomings of this study, and carries out Future outlook.
In the theoretical analysis, this paper combines technology, environment and system with industrial clusters, intensive economy and Development Zone governance to construct a conceptual model of their impact on the transformation and development of development zones. Questionnaire survey is a hard-handed method, using qualitative analysis, quantitative analysis and comparative analysis, and using the conceptual model that has been constructed, this paper analyzes and compares the similarities and differences between Funan Economic Development Zone and Ningguo Economic and Technological Development Zone in the transformation and development and their causes, and concludes that the two development zones are at different stages of industrial development, and will It will develop into a different form of industrial space.
On the basis of a large number of previous studies, this paper makes a further reflection on the transformation and development of the provincial development zones in Anhui Province: first, there is no unified time node for the transformation and development of the development zones, which is the inevitable result of the development of the development zones to a certain extent; second, the development stage of the development zones determines the transformation and development of the development zones can be divided into two parts. In order to start, the three stages of strengthening and upgrading, the measures of transformation and development in each stage have their own emphasis, and will eventually produce different forms of industrial space development.
This paper also draws the preliminary conclusions of the research on the transformation and development of provincial development zones in Anhui Province: first, the transformation and development of provincial development zones in Anhui Province is imperative; second, the transformation and development path selection of provincial development zones in Anhui Province: innovative industrial clusters, intensive and economical development and efficient development zone governance as the transformation objectives, focusing on the system, Technologies and environment are the three main driving forces to work hard to increase efficiency by the system, technology to add power to the environment as a guarantee; third, Anhui Provincial Development Zone transformation and development can follow the rules; fourth, Anhui Provincial Development Zone transformation and development vary with the region; fifth, Anhui Provincial Development Zone transformation and development classification assessment.
This paper is innovative in concept construction, meticulous in empirical research, deep in divergent thinking and practical in conclusion. It provides a new perspective for the research on the path and Countermeasures of the transformation and development of provincial-level development zones in Anhui Province. At the same time, it also puts forward some suggestions for the transformation. The suggestions and suggestions for development are also the innovation and value of this research.
