【摘要】：我國(guó)正處在深化改革的關(guān)鍵時(shí)期,要加快完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制和加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,就要堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化道路。在新時(shí)期,我國(guó)提出城鎮(zhèn)化建設(shè)方針,城鎮(zhèn)化是我國(guó)未來經(jīng)濟(jì)發(fā)展的重要增長(zhǎng)點(diǎn),是擴(kuò)大內(nèi)需的重要手段,是縮小城鄉(xiāng)差距的重要保障。如何加快城鎮(zhèn)化進(jìn)程,可以從城鄉(xiāng)商品流通研究角度著手。城鄉(xiāng)商品流通發(fā)展能夠在工農(nóng)產(chǎn)品流通、城鄉(xiāng)人口就業(yè)等方面發(fā)揮積極作用,同時(shí)城鎮(zhèn)化的建設(shè)也能夠?yàn)槌青l(xiāng)商品流通業(yè)發(fā)展提供廣闊的市場(chǎng)空間,城鎮(zhèn)化與城鄉(xiāng)商品流通業(yè)具有相互促進(jìn)的積極作用。因此本文從城鎮(zhèn)化的視角下出發(fā),研究城鄉(xiāng)商品流通業(yè)的發(fā)展情況,為我國(guó)城鎮(zhèn)化建設(shè)提供理論依據(jù)和實(shí)踐方法,這對(duì)我國(guó)新時(shí)期改革發(fā)展具有重要的意義。 東北三省處于我國(guó)內(nèi)陸地區(qū),經(jīng)濟(jì)發(fā)展緩慢,但農(nóng)業(yè)、重工業(yè)產(chǎn)業(yè)發(fā)展比重較大,有著“大農(nóng)業(yè)”和“重工業(yè)”的區(qū)域經(jīng)濟(jì)特色,如何實(shí)現(xiàn)城鄉(xiāng)之間工業(yè)品和農(nóng)業(yè)品的雙向有效流通,如何實(shí)現(xiàn)東北三省城鄉(xiāng)商品流通業(yè)協(xié)調(diào)發(fā)展顯得尤為重要。首先,本文用實(shí)證研究得出東北三省城鎮(zhèn)化與商品流通業(yè)之間具有顯著的相互關(guān)系,城鎮(zhèn)化建設(shè)需要有效的商品流通行業(yè)做支撐,同時(shí)商品流通行業(yè)也能夠發(fā)揮就業(yè)“大容器”的作用,提供大量的就業(yè)機(jī)會(huì),實(shí)現(xiàn)農(nóng)村人口就地就近的轉(zhuǎn)移,將農(nóng)村人口穩(wěn)定在城鎮(zhèn)中發(fā)展,從而極大的促進(jìn)了城鎮(zhèn)化進(jìn)程。其次,通過搜集和整理大量東北三省相關(guān)指標(biāo)數(shù)據(jù),構(gòu)建東北三省城鄉(xiāng)商品流通評(píng)價(jià)指標(biāo)體系,從而分析出當(dāng)前東北三省城鄉(xiāng)商品流通體系的發(fā)展現(xiàn)狀。最后,主要從商品流通廣義概念的角度出發(fā),即商流、物流、信息流、資金流和人力資源流動(dòng),提出東北三省城鄉(xiāng)商品流通體系發(fā)展存在的問題及解決對(duì)策,實(shí)現(xiàn)城鄉(xiāng)商品之間有效的流通,促進(jìn)工農(nóng)產(chǎn)品價(jià)值的轉(zhuǎn)移,推動(dòng)城鎮(zhèn)化,最終達(dá)到擴(kuò)大內(nèi)需,促進(jìn)我國(guó)經(jīng)濟(jì)增長(zhǎng)的作用。
[Abstract]:Our country is in the key period of deepening reform. In order to speed up the improvement of socialist market economic system and to change the mode of economic development, we must adhere to the road of new-type industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics. In the new period, China puts forward the policy of urbanization construction. Urbanization is an important growth point of China's economic development in the future, an important means to expand domestic demand, and an important guarantee to narrow the gap between urban and rural areas. How to speed up the process of urbanization, we can start from the perspective of urban and rural commodity circulation. The development of commodity circulation in urban and rural areas can play an active role in the circulation of industrial and agricultural products, the employment of urban and rural population, etc. At the same time, the construction of urbanization can also provide broad market space for the development of commodity circulation industry in urban and rural areas. Urbanization and urban and rural commodity circulation industry has a positive role in promoting each other. Therefore, from the perspective of urbanization, this paper studies the development of commodity circulation industry in urban and rural areas, and provides theoretical basis and practical methods for the construction of urbanization in China, which is of great significance to the reform and development of China in the new period. The three northeastern provinces are located in the inland areas of our country, and the economic development is slow, but the proportion of agriculture and heavy industry is large, which has the regional economic characteristics of "big agriculture" and "heavy industry". How to realize the two-way effective circulation of industrial products and agricultural products between urban and rural areas, and how to realize the coordinated development of urban and rural commodity circulation industry in the three provinces of Northeast China is particularly important. First of all, the empirical study shows that there is a significant relationship between urbanization and commodity circulation industry in the three Northeast provinces, and urbanization construction needs effective commodity circulation industry as the support. At the same time, the commodity circulation industry can also play the role of "big container" of employment, provide a large number of employment opportunities, realize the local transfer of rural population, and stabilize the development of rural population in cities and towns, thus greatly promoting the process of urbanization. Secondly, through collecting and sorting out a large number of relevant index data of the three Northeast provinces, this paper constructs the evaluation index system of the rural and urban commodity circulation in the three Northeast provinces, and then analyzes the current situation of the development of the commodity circulation system in the rural and urban areas of the three Northeast provinces. Finally, from the point of view of the broad concept of commodity circulation, that is, commercial flow, logistics, information flow, capital flow and human resource flow, the paper puts forward the problems existing in the development of the commodity circulation system in rural and urban areas in the three northeastern provinces and the solutions to it. To realize the effective circulation of commodities between urban and rural areas, to promote the transfer of the value of industrial and agricultural products, to promote urbanization, and finally to expand domestic demand and promote economic growth in China.
