【摘要】：從目前京津冀地區(qū)的區(qū)域經(jīng)濟(jì)合作的政府協(xié)調(diào)來(lái)看,政府協(xié)調(diào)依然停留在非制度化階段。雖然已經(jīng)成立了一些具有協(xié)調(diào)性的組織,但是組織的性質(zhì)只是停留在互相交流以及區(qū)域政府之間禮儀性往來(lái)上,缺少權(quán)威性的制度與法律約束。這也使得當(dāng)京津冀地區(qū)產(chǎn)生一定的利益分歧時(shí),就會(huì)致使京津冀區(qū)域之間產(chǎn)生一定的裂痕。因此,需要在經(jīng)京津冀地區(qū)建立一個(gè)以制度為框架,以法律作為協(xié)調(diào)手段的京津冀地區(qū)的經(jīng)濟(jì)合作協(xié)調(diào)機(jī)構(gòu)。
[Abstract]:From the point of view of the governmental coordination of regional economic cooperation in Beijing, Tianjin and Hebei, the coordination of government is still in the stage of non-institutionalization. Although some coordinating organizations have been set up, the nature of the organization only stays on the exchange of each other and the ceremonial exchanges between regional governments, and lacks the authoritative system and legal constraints. This will lead to a certain rift between Beijing, Tianjin and Hebei when there are certain differences of interests in Beijing, Tianjin and Hebei. Therefore, it is necessary to establish an economic cooperation coordination organization in the Beijing-Tianjin-Hebei region, which takes the system as the framework and the law as the means of coordination.
