【摘要】：產(chǎn)業(yè)集群是一種區(qū)別于傳統(tǒng)企業(yè)組織形式的新型組織,兼具了大型企業(yè)規(guī)模經(jīng)濟(jì)和中小企業(yè)靈活性的優(yōu)勢,并在很大程度上克服了“大企業(yè)病”和中小企業(yè)制約自身發(fā)展的諸多弊端,在推動區(qū)域經(jīng)濟(jì)發(fā)展有著巨大的競爭優(yōu)勢。20世紀(jì)70年代以后,產(chǎn)業(yè)集群在世界范圍內(nèi)迅速興起,成為一種全新經(jīng)濟(jì)地理現(xiàn)象,在發(fā)揮地區(qū)比較優(yōu)勢、完成資本、技術(shù)和人才的積累并進(jìn)而提高區(qū)域競爭力等方面都具有不可替代的重要作用。 液壓產(chǎn)業(yè)是阜新市十大產(chǎn)業(yè)的重要龍頭,是阜新市特色產(chǎn)業(yè)和品牌,也是遼寧省產(chǎn)業(yè)集群示范基地,近些年,阜新市的液壓產(chǎn)業(yè)規(guī)模不斷壯大,水平不斷提升,初步形成了規(guī)模優(yōu)勢、特色優(yōu)勢、集聚優(yōu)勢和品牌優(yōu)勢,“中國液壓之都”正在全國叫響。 阜新市的液壓產(chǎn)業(yè)始于上世紀(jì)60年代,曾被業(yè)界譽(yù)為“中國液壓三分天下,阜新有其一”,汽車動力轉(zhuǎn)向泵、齒輪泵等主導(dǎo)產(chǎn)品享譽(yù)全國。近些年,阜新市按照打造阜新經(jīng)濟(jì)轉(zhuǎn)型接續(xù)替代主導(dǎo)產(chǎn)業(yè)的發(fā)展定位,重點推動液壓產(chǎn)業(yè)加快發(fā)展,取得了一系列重大成果。2010年,液壓產(chǎn)業(yè)基地先后被國家科技部批準(zhǔn)為“阜新國家液壓裝備高新技術(shù)產(chǎn)業(yè)化基地”,被國家液氣密協(xié)會認(rèn)定為“國家液壓產(chǎn)業(yè)集群示范基地”。連續(xù)兩年成功舉辦中國(阜新)液壓裝備制造業(yè)展覽會。 液壓產(chǎn)業(yè)是阜新重要支柱產(chǎn)業(yè),面臨著產(chǎn)業(yè)發(fā)展巨大的機(jī)遇和競爭對手強(qiáng)大的壓力。如何不斷提高整個產(chǎn)業(yè)持續(xù)競爭力,保持競爭領(lǐng)先優(yōu)勢成為關(guān)系區(qū)域經(jīng)濟(jì)發(fā)展的非常緊迫問題。本文從產(chǎn)業(yè)集群理論入手,以研究阜新液壓產(chǎn)業(yè)集群發(fā)展現(xiàn)狀和趨勢為切入點,并運(yùn)用管理學(xué)上的SWOT分析方法,對阜新液壓產(chǎn)業(yè)集群發(fā)展具備的優(yōu)勢、劣勢以及所面臨的機(jī)會與威脅進(jìn)行了分析,提出了促進(jìn)阜新產(chǎn)業(yè)集群快速發(fā)展的戰(zhàn)略選擇。并對阜新液壓產(chǎn)業(yè)集群未來的發(fā)展提出戰(zhàn)略性對策建議,為政府決策提供有價值的參考。
[Abstract]:Industrial cluster is a new type of organization, which is different from the traditional enterprise organization. It has the advantages of large enterprise scale economy and small and medium-sized enterprise flexibility. And to a great extent, it overcomes the malpractice of "big enterprise disease" and small and medium-sized enterprises restricting their own development. After the 70's of 20th century, the industrial cluster has a huge competitive advantage in promoting regional economic development, and industrial clusters have risen rapidly all over the world. It plays an irreplaceable role in exerting the regional comparative advantage, completing the accumulation of capital, technology and talents, and then improving the regional competitiveness. Hydraulic industry is an important leading part of the ten industries in Fuxin, it is the characteristic industry and brand of Fuxin, and it is also the demonstration base of industrial cluster in Liaoning Province. In recent years, the scale and level of hydraulic industry in Fuxin has been growing and improving. Initially formed a scale advantage, characteristic advantage, agglomeration advantage and brand advantage, "China's hydraulic capital" is called the sound of the country. Fuxin hydraulic industry began in the 1960s, has been praised by the industry as "three parts of China's hydraulic world, Fuxin has one", automotive power steering pumps, gear pumps and other leading products are well known throughout the country. In recent years, Fuxin City has made a series of significant achievements in accordance with the development orientation of building Fuxin's economic transformation to replace the leading industry, with a focus on accelerating the development of the hydraulic industry. The hydraulic industry base has been approved by the Ministry of Science and Technology as "Fuxin National High-tech industrialization Base of hydraulic equipment" and "National demonstration Base of hydraulic Industry Cluster" by the National Liquid-Gas dense Association. China (Fuxin) hydraulic equipment manufacturing industry exhibition was successfully held for two consecutive years. Hydraulic industry is an important pillar industry in Fuxin. How to continuously improve the sustainable competitiveness of the whole industry and maintain the competitive advantage has become a very urgent problem in the development of regional economy. This paper starts with the theory of industrial cluster, studies the present situation and trend of Fuxin hydraulic industry cluster, and applies the SWOT analysis method of management to analyze the advantages of Fuxin hydraulic industry cluster. The disadvantages and the opportunities and threats faced by Fuxin are analyzed, and the strategic choice to promote the rapid development of Fuxin industrial cluster is put forward. It also puts forward the strategic countermeasures and suggestions for the future development of Fuxin hydraulic industry cluster, and provides valuable reference for government decision making.
