【摘要】：20世紀(jì)90年代以來,世界范圍內(nèi)出現(xiàn)了新一輪的區(qū)域經(jīng)濟(jì)整合浪潮。以自由貿(mào)易區(qū)(FTA)為主要形式的各種區(qū)域貿(mào)易協(xié)定(RTA)不斷涌現(xiàn),構(gòu)建本國自己的自由貿(mào)易區(qū)網(wǎng)絡(luò)成為了各國共同的選擇。1978年黨的十一屆三中全會(huì)宣布中國實(shí)行對(duì)外開放的政策以后,對(duì)外開放的深度和廣度不斷增加,中國也在積極構(gòu)建自己的自由貿(mào)易區(qū)網(wǎng)絡(luò)。 顯然,自由貿(mào)易區(qū)已經(jīng)成為了中國當(dāng)前對(duì)外開放的新形式和新平臺(tái),中國的對(duì)外開放由此也已經(jīng)進(jìn)入一個(gè)新的高度。本文的主要內(nèi)容就是要論證中國已經(jīng)簽署的自貿(mào)協(xié)定對(duì)中國提升對(duì)外開放水平的具體作用。本文研究表明,自貿(mào)區(qū)建設(shè)對(duì)中國提升對(duì)外開放水平的作用主要表現(xiàn)在三個(gè)大的方面：一是自貿(mào)協(xié)定的承諾都比中國的入世承諾有了明顯的改進(jìn),這包括貨物貿(mào)易、服務(wù)貿(mào)易和投資方面的承諾；二是中國自貿(mào)區(qū)的貿(mào)易、投資效應(yīng)已經(jīng)初步顯現(xiàn)；三是自貿(mào)區(qū)建設(shè)提高了中國對(duì)外開放的能力。本文還指出了中國的自貿(mào)區(qū)建設(shè)存在的問題,并提出了中國加快自貿(mào)區(qū)建設(shè)的對(duì)策和建議。
[Abstract]:Since 1990's, a new round of regional economic integration has appeared worldwide. Various regional trade agreements (RTA), mainly in the form of free trade area (FTA), are emerging. It has become a common choice for all countries to build their own free trade area networks. Since 1978, when the third Plenary session of the 11th CPC Central Committee announced China's policy of opening up to the outside world, the depth and breadth of opening up to the outside world have been increasing. China is also actively building its own free trade area network. Obviously, free trade area has become a new form and platform of China's opening to the outside world, and China's opening to the outside world has also entered a new height. The main content of this paper is to demonstrate the specific effect of the free trade agreement that China has signed on China's opening to the outside world. This paper shows that the effect of the construction of the free trade zone on China's opening to the outside world is mainly reflected in three major aspects: first, the commitments of the FTA are obviously improved than the commitments of China's accession to the WTO, which includes trade in goods. The service trade and investment commitment; second, the trade of China's free trade zone, the investment effect has shown initially; third, the construction of the free trade zone has improved China's ability to open to the outside world. This paper also points out the problems existing in the construction of free trade zones in China, and puts forward some countermeasures and suggestions for speeding up the construction of free trade zones in China.
