【摘要】：“溫州模式”實質(zhì)上是指在中國的經(jīng)濟體制改革和經(jīng)濟發(fā)展過程中，通過需求誘導(dǎo)型和大膽超前的局部經(jīng)濟體制改革所形成的一種區(qū)域經(jīng)濟社會發(fā)展模式。在長期的發(fā)展過程中溫州模式帶動了溫州產(chǎn)業(yè)經(jīng)濟的飛速發(fā)展，但是隨著經(jīng)濟的進一步發(fā)展，溫州模式也面臨著諸多問題，主要體現(xiàn)在產(chǎn)業(yè)結(jié)構(gòu)的缺失和產(chǎn)業(yè)結(jié)構(gòu)更新的緩慢，制度缺乏創(chuàng)新，政府綜合能力不強。因此，在日益競爭激烈的市場中，要不斷提高溫州企業(yè)的競爭力，加強溫州企業(yè)制度的改革，加快政府職能的轉(zhuǎn)變，只有這樣溫州才能擺脫舊有模式的束縛，走上健康快速的發(fā)展道路。具體來說，本文的章節(jié)安排如下： 第一章為緒論，論述本文的研究背景、研究意義，研究思路、方法與內(nèi)容。 第二章為理論綜述，主要描述了溫州模式的概念與內(nèi)涵，對其轉(zhuǎn)型的理論基礎(chǔ)和政府在產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型中的作用的相關(guān)理論進行歸納比較； 第三章對溫州模式的產(chǎn)生背景、發(fā)展的基本特征、發(fā)展階段、發(fā)展優(yōu)劣勢進行分析，根據(jù)國際產(chǎn)業(yè)結(jié)構(gòu)演變的一般趨勢，結(jié)合溫州市自身的產(chǎn)業(yè)結(jié)構(gòu)特點，得出溫州模式轉(zhuǎn)型的戰(zhàn)略定位； 第四章分析溫州模式轉(zhuǎn)型過程中的政府責(zé)任以及在經(jīng)濟轉(zhuǎn)型期政府職能的表現(xiàn)； 第五章分析國外先進經(jīng)驗，總結(jié)這些經(jīng)驗給政府推動溫州模式轉(zhuǎn)型的啟示，并在此基礎(chǔ)上，明確溫州市政府推動溫州模式轉(zhuǎn)型的作用； 第六章，得出結(jié)語，政府推進溫州模式轉(zhuǎn)型刻不容緩，溫州模式轉(zhuǎn)型既有很強的緊迫性，同時也面臨著諸多機遇與挑戰(zhàn)，當(dāng)前溫州市政府必須把握機遇，，迎接挑戰(zhàn)，加大產(chǎn)業(yè)結(jié)構(gòu)調(diào)整力度，為經(jīng)濟社會的持續(xù)健康發(fā)展提供有力支持。
[Abstract]:"Wenzhou Model" is essentially a regional economic and social development model formed by the demand-induced and bold local economic system reform in the process of China's economic system reform and economic development. In the long-term development process, Wenzhou model has driven the rapid development of Wenzhou industrial economy, but with the further development of the economy, Wenzhou model is also faced with many problems, mainly reflected in the lack of industrial structure and the slow updating of industrial structure. The system lacks innovation and the government's comprehensive ability is not strong. Therefore, in the increasingly competitive market, we should constantly improve the competitiveness of Wenzhou enterprises, strengthen the reform of Wenzhou enterprise system, and speed up the transformation of government functions. Only in this way can Wenzhou get rid of the shackles of the old model. Embark on a healthy and rapid development path. Specifically, the chapters are arranged as follows: the first chapter is an introduction, which discusses the research background, research significance, research ideas, methods and content. The second chapter is a theoretical summary, mainly describes the concept and connotation of Wenzhou model, and summarizes and compares the theoretical basis of its transformation and the role of the government in the industrial structure transformation. The third chapter analyzes the background of Wenzhou mode, the basic characteristics of development, the stage of development, the advantages and disadvantages of development, according to the general trend of the evolution of international industrial structure, combined with the characteristics of Wenzhou's own industrial structure. The fourth chapter analyzes the government responsibility in the process of Wenzhou model transformation and the performance of the government function in the economic transition period. Chapter five analyzes the advanced experience of foreign countries. Summing up these experiences to the government to promote the transformation of Wenzhou model, and on this basis, to clarify the role of Wenzhou municipal government to promote the transformation of Wenzhou model; chapter VI, the conclusion, the government to promote the transformation of Wenzhou model without delay, The transformation of Wenzhou mode is not only very urgent, but also faces many opportunities and challenges. At present, Wenzhou municipal government must grasp the opportunity, meet the challenge, and intensify the adjustment of industrial structure.
