【摘要】：人類疾病譜和健康保健需求的變化，推動中醫(yī)藥產(chǎn)業(yè)以其獨特優(yōu)勢成為極具發(fā)展前景的朝陽產(chǎn)業(yè)。中國西部是中醫(yī)藥的發(fā)源地，擁有豐富的中醫(yī)藥資源，具有發(fā)展壯大中醫(yī)藥產(chǎn)業(yè)的天然優(yōu)勢。研究西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展問題，對欠發(fā)達地區(qū)創(chuàng)新產(chǎn)業(yè)發(fā)展路徑、提升區(qū)域產(chǎn)業(yè)競爭力、推進區(qū)域經(jīng)濟可持續(xù)發(fā)展能力不斷增強，現(xiàn)實意義重大，，戰(zhàn)略意義深遠。 本文圍繞西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展主題，構(gòu)建了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展理論框架，研究分析了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展動力投入系統(tǒng)、研發(fā)創(chuàng)新系統(tǒng)、政策支撐系統(tǒng)、循環(huán)交換系統(tǒng)（即IRPE系統(tǒng)）現(xiàn)狀，系統(tǒng)地提出了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展政策建議。 論文的主要創(chuàng)新如下：以系統(tǒng)論視角，創(chuàng)造性地構(gòu)建了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展IRPE系統(tǒng)，提出了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展理論框架；首次對西部中醫(yī)藥產(chǎn)業(yè)進行全面評價，提出了西部中醫(yī)藥產(chǎn)業(yè)系統(tǒng)化重構(gòu)的可持續(xù)發(fā)展路徑；首次對西部中醫(yī)藥產(chǎn)業(yè)系統(tǒng)發(fā)展能力進行定量分析，構(gòu)建了西部中醫(yī)藥產(chǎn)業(yè)以市場為基礎(chǔ)的漸進式非均衡協(xié)調(diào)發(fā)展模式；系統(tǒng)地對西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展政策制度進行集成，構(gòu)建了西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展政策體系，提出了將中醫(yī)藥產(chǎn)業(yè)打造成西部地區(qū)經(jīng)濟發(fā)展新引擎的構(gòu)想；通過重構(gòu)中醫(yī)藥產(chǎn)業(yè)系統(tǒng)，分析西部中醫(yī)藥產(chǎn)業(yè)可持續(xù)發(fā)展演進規(guī)律及其與外部環(huán)境的互動，探索宏觀區(qū)域經(jīng)濟發(fā)展與區(qū)域內(nèi)微觀產(chǎn)業(yè)間的內(nèi)在聯(lián)系及其作用機制，豐富了區(qū)域經(jīng)濟理論、產(chǎn)業(yè)經(jīng)濟理論研究內(nèi)容和視野。
[Abstract]:With the change of disease spectrum and health care demand, TCM industry has become a sunrise industry with its unique advantages. The western part of China is the birthplace of Chinese medicine, with abundant Chinese medicine resources and natural advantages to develop and strengthen the Chinese medicine industry. The research on the sustainable development of traditional Chinese medicine industry in western China is of great practical significance and far-reaching strategic significance to the less developed areas by innovating the path of industrial development, improving the competitiveness of regional industries, and promoting the ability of sustainable development of regional economy. Based on the theme of sustainable development of western Chinese medicine industry, this paper constructs the theoretical framework of western Chinese medicine industry sustainable development, studies and analyzes the power input system, research and development innovation system, policy support system of western traditional Chinese medicine industry sustainable development. Based on the current situation of circulating exchange system (IRPE system), the sustainable development policy of Chinese medicine industry in western China is put forward. The main innovations of this paper are as follows: from the perspective of system theory, this paper creatively constructs the IRPE system for the sustainable development of Chinese medicine industry in western China, puts forward the theoretical framework of sustainable development of Chinese medicine industry in western China, and makes a comprehensive evaluation of the Chinese medicine industry in western China for the first time. This paper puts forward the sustainable development path of the systematic reconstruction of the western Chinese medicine industry, makes a quantitative analysis of the development ability of the western traditional Chinese medicine industry system for the first time, and constructs the gradual unbalanced and coordinated development model of the western traditional Chinese medicine industry based on the market. This paper systematically integrates the policy system of the sustainable development of the western Chinese medicine industry, constructs the policy system of the western traditional Chinese medicine industry's sustainable development, and puts forward the idea of turning the traditional Chinese medicine industry into a new engine of the western region's economic development. By reconstructing the Chinese medicine industry system, analyzing the evolution law of the sustainable development of traditional Chinese medicine industry in western China and its interaction with the external environment, this paper explores the internal relationship and mechanism between the macro regional economic development and the micro industry in the region. Enriched the regional economic theory, industrial economic theory research content and vision.
