【摘要】：綜觀世界城市發(fā)展，中心城市在推進(jìn)人力資本聚集進(jìn)程中往往起著主導(dǎo)作用。中心城市是區(qū)域經(jīng)濟(jì)活動(dòng)的核心和區(qū)域經(jīng)濟(jì)發(fā)展的增長(zhǎng)極，又是區(qū)域社會(huì)活動(dòng)的聚集體，同時(shí)也是區(qū)域內(nèi)政治、文化活動(dòng)的中心，因此吸引了大量的人力資本聚集。我國(guó)區(qū)域發(fā)展的一個(gè)重要特點(diǎn)，是中心城市發(fā)展帶動(dòng)區(qū)域發(fā)展，從而促進(jìn)了我國(guó)經(jīng)濟(jì)社會(huì)的全面發(fā)展。部分地區(qū)由于實(shí)行區(qū)域中心城市戰(zhàn)略使得人力資本大量聚集，區(qū)域經(jīng)濟(jì)飛速發(fā)展，，而部分地區(qū)的區(qū)域中心城市即使達(dá)到了相當(dāng)高的城市化水平，但吸引人力資本的聚集作用卻發(fā)揮得不甚理想，導(dǎo)致這些城市對(duì)當(dāng)?shù)亟?jīng)濟(jì)增長(zhǎng)的促進(jìn)作用也很有限。由此本文對(duì)中心城市在區(qū)域人力資本聚集中的效應(yīng)問題進(jìn)行了系統(tǒng)深入地研究。 目前對(duì)于中心城市與人力資本聚集方面的研究多是從人力資本方面出發(fā)，研究人力資本聚集對(duì)區(qū)域中心城市經(jīng)濟(jì)發(fā)展、產(chǎn)業(yè)集群等帶來(lái)的影響，而關(guān)于中心城市在人力資本聚集中的效應(yīng)研究卻是鳳毛麟角。加之中國(guó)有很多中心城市屬于結(jié)構(gòu)單一的資源型城市，并已開始進(jìn)入中年期甚至老年期，正面臨著產(chǎn)業(yè)轉(zhuǎn)型的巨大壓力，這樣的中心城市如何留住人才乃至吸引人力資本聚集也成為了需要迫切解決的問題。 本文在已有研究的基礎(chǔ)上，首先闡述中心城市影響區(qū)域人力資本聚集的理論基礎(chǔ)與研究方法，主要是對(duì)我國(guó)區(qū)域中心城市的測(cè)定與分級(jí)、區(qū)域人力資本聚集的空間路徑與計(jì)量方法進(jìn)行了界定，闡述了中心城市形成區(qū)域人力資本聚集的內(nèi)在機(jī)理，從經(jīng)濟(jì)、產(chǎn)業(yè)、教育、就業(yè)、醫(yī)療等方面來(lái)探討中心城市對(duì)人力資本聚集的引致效應(yīng)，結(jié)合中心城市2000-2010年的相關(guān)指標(biāo)數(shù)據(jù)建立空間計(jì)量模型，分析了中心城市與區(qū)域人力資本聚集的發(fā)展?fàn)顩r。在模型設(shè)定合理的基礎(chǔ)上，進(jìn)一步將該模型用于實(shí)證研究，發(fā)現(xiàn)中心城市的經(jīng)濟(jì)發(fā)展水平、產(chǎn)業(yè)聚集水平、政府教育支出水平、勞動(dòng)力工資水平和醫(yī)療資源狀況對(duì)區(qū)域人力資本的影響顯著。不同類別中心城市作用于區(qū)域人力資本聚集的空間機(jī)制不同，因此中心城市在制定自身發(fā)展戰(zhàn)略時(shí)要因地制宜，兼顧城市間的互動(dòng)關(guān)系，避免政策的千篇一律。
[Abstract]:Looking at the development of cities in the world, central cities often play a leading role in the process of human capital agglomeration. The central city is the core of regional economic activities and the growth pole of regional economic development. It is also the collective of regional social activities and the center of regional political and cultural activities, so it attracts a large number of human capital aggregation. An important feature of regional development in China is that the development of central cities leads to regional development, thus promoting the overall development of China's economy and society. Due to the implementation of the regional central city strategy in some regions, the human capital has been gathered in large numbers, and the regional economy has developed rapidly, while the regional central cities in some areas have reached a fairly high level of urbanization. But the ability to attract human capital has not been so good that these cities have been limited in their contribution to local economic growth. In this paper, the effect of central cities on regional human capital aggregation is studied systematically and deeply. At present, most of the researches on the central city and human capital agglomeration are based on the human capital, and study the impact of the human capital aggregation on the economic development and industrial cluster of the regional central city. However, the research on the effect of central city in human capital aggregation is rare. In addition, there are many central cities in China that belong to resource-based cities with a single structure, and have begun to enter the middle and even the old age. They are facing tremendous pressure from the industrial transformation. How to retain talents and attract human capital in such a central city has become an urgent problem to be solved. On the basis of existing research, this paper first expounds the theoretical basis and research methods of central cities influencing regional human capital aggregation, mainly the measurement and classification of regional central cities in China. The spatial path and measurement method of regional human capital agglomeration are defined, and the inner mechanism of regional human capital agglomeration in central cities is expounded, which includes economy, industry, education, employment, etc. This paper discusses the effect of central cities on human capital aggregation from the aspects of medical treatment and establishes a spatial econometric model based on the relevant index data of central cities from 2000 to 2010, and analyzes the development of human capital aggregation in central cities and regions. On the basis of reasonable establishment of the model, the model is further applied to the empirical research. It is found that the level of economic development, the level of industrial agglomeration, and the level of government education expenditure of the central city. The influence of labor wage level and medical resources on regional human capital is significant. Different types of central cities have different spatial mechanisms for regional human capital accumulation, so central cities should take measures according to local conditions, take into account the interaction between cities, and avoid uniform policies when formulating their own development strategies.
