【摘要】：阿拉善左旗是荒漠化問題嚴重突出的地區(qū),其境內(nèi)分布有騰格里、烏蘭布和及亞瑪雷克三大沙漠,沙漠及沙漠化面積6.4萬平方公里,占全旗國土總面積的79.3%,生態(tài)環(huán)境極度惡劣。近幾年,隨著沙漠化現(xiàn)象的與日俱增,阿拉善左旗生態(tài)危機日益加重,主要表現(xiàn)在五個方面：一是河道斷流加劇,湖泊干涸、濕地消失、綠洲萎縮；二是地下水位下降,水質(zhì)逐漸惡化；三是森林系統(tǒng)遭到破壞；四是草原生態(tài)系統(tǒng)退化；五是沙漠化加劇,脆弱的生態(tài)系統(tǒng)導致阿拉善左旗成為華北沙塵暴的發(fā)源地之一。惡劣的生態(tài)環(huán)境問題嚴重的制約了阿拉善左旗區(qū)域經(jīng)濟發(fā)展。隨著國家出臺一系列大力發(fā)展肉蓯蓉產(chǎn)業(yè)政策的出臺,結(jié)合阿拉善左旗實際情況,發(fā)展肉蓯蓉產(chǎn)業(yè)化不僅是發(fā)展地方特色產(chǎn)業(yè)的一項重要舉措,更是阿拉善左旗一項大規(guī)模的生態(tài)建設項目,大力推廣肉蓯蓉產(chǎn)業(yè)化不僅能增加受益面廣、增強帶動力強、符合可持續(xù)發(fā)展思路的要求,能產(chǎn)生深遠影響。 從地方角度出發(fā),構(gòu)筑阿拉善盟新興優(yōu)勢特色產(chǎn)業(yè)和增加農(nóng)牧民收入、加快培育新經(jīng)濟增長點的戰(zhàn)略高度著眼,發(fā)展肉蓯蓉產(chǎn)業(yè)化不但是立足于農(nóng)牧業(yè)經(jīng)濟結(jié)構(gòu)的調(diào)整、提升資源利用效率和荒漠生態(tài)治理的需求,更是借助國家農(nóng)牧業(yè)產(chǎn)業(yè)化政策對地方經(jīng)濟發(fā)展的帶動,充分發(fā)揮特色自然資源、工業(yè)基礎設施和種植基地建設的優(yōu)勢,引進、開發(fā)一系列以肉蓯蓉特色資源為原料的新產(chǎn)品和新工藝,建設高起點、高標準、現(xiàn)代化、高附加值肉蓯蓉種植及加工基地,形成特色優(yōu)勢產(chǎn)業(yè)體系和自主增長機制,將資源優(yōu)勢轉(zhuǎn)化為經(jīng)濟優(yōu)勢,促進資源使用效率、農(nóng)牧民增收和生態(tài)環(huán)境建設。 本文以阿拉善左旗肉蓯蓉產(chǎn)業(yè)化為研究對象,對肉蓯蓉產(chǎn)業(yè)化各環(huán)節(jié)發(fā)展現(xiàn)狀、存在的問題及其原因進行了詳細分析并提出了相應的建議。
[Abstract]:Alashan Zuo Banner is an area with serious desertification problems, with three deserts in Tenggri, Wu Lan and Yamarek, with an area of 64000 square kilometers of desert and desertification, accounting for 79.3 percent of the total land area of the whole flag, and the ecological environment is extremely bad. In recent years, with the increasing phenomenon of desertification, the ecological crisis in Alashan Zuo Banner has become more and more serious, which is mainly manifested in five aspects: first, the river cut off, the lakes dried up, the wetlands disappeared and the oasis shrank; the second, the groundwater level decreased. Water quality is deteriorating gradually; third, forest system is destroyed; fourth, grassland ecosystem is degraded; fifth, desertification intensifies, fragile ecosystem causes Alashan Zuo Banner to become one of the birthplace of sandstorm in North China. The abominable ecological environment problem seriously restricted the regional economic development of Alashan Zuo Banner. With the introduction of a series of national policies to develop Cistanche deserticola industry, combining with the actual situation in Alashan Zuo Banner, developing the industrialization of Cistanche deserticola is not only an important measure to develop local characteristic industries. It is also a large-scale ecological construction project in Zuo Banner of Alashan. Vigorously popularizing the industrialization of Cistanche deserticola can not only increase the benefits, strengthen the driving force and meet the requirements of sustainable development, but also have a far-reaching impact. From the local point of view, we should construct the new advantage characteristic industry of Alashan League, increase the income of farmers and herdsmen, speed up the cultivation of new economic growth point, and develop the industrialization of Cistanche deserticola is not only based on the adjustment of the economic structure of agriculture and animal husbandry. In order to improve the efficiency of resource utilization and the demand for desert ecological management, the local economic development will be driven by the national agricultural and animal husbandry industrialization policy, and the advantages of natural resources with characteristics, industrial infrastructure and planting base construction will be brought into full play. To develop a series of new products and techniques with special resources of Cistanche deserticola as raw materials, to build a high starting point, high standard, modernization, and high value-added planting and processing base of Cistanche deserticola, and to form a characteristic superior industrial system and independent growth mechanism. Turn the advantage of resources into economic advantage, promote the efficiency of using resources, increase the income of farmers and herdsmen, and build the ecological environment. Taking the industrialization of Cistanche deserticola in Zuo Banner of Alashan as the research object, this paper analyzes in detail the current situation, existing problems and causes of the industrialization of Cistanche deserticola and puts forward some corresponding suggestions.
