【摘要】：城鄉(xiāng)一體化發(fā)展,已成為牽動(dòng)“全面深化改革”這條紅線的重要抓手和貫穿于中國(guó)經(jīng)濟(jì)改革和發(fā)展全過(guò)程的戰(zhàn)略核心,也將進(jìn)一步成為實(shí)現(xiàn)“穩(wěn)增長(zhǎng)、調(diào)結(jié)構(gòu)、惠民生”的重要途徑和全面建成小康社會(huì)的根本出路,也是加快我國(guó)現(xiàn)代化進(jìn)程的新思維、新戰(zhàn)略。蘭州市城關(guān)區(qū)是全省全市加快推進(jìn)城鄉(xiāng)一體化發(fā)展的排頭兵,作為甘肅省蘭州市的首善之區(qū),肩負(fù)著中心引領(lǐng)、輻射周邊的重要使命。因此,研究如何加快推進(jìn)城關(guān)區(qū)城鄉(xiāng)一體化發(fā)展,對(duì)加快甘肅省、蘭州市經(jīng)濟(jì)社會(huì)發(fā)展具有十分重要的意義。 全文共有五部分。第一部分是文獻(xiàn)綜述。通過(guò)查閱大量的文獻(xiàn)資料,將城鄉(xiāng)一體化發(fā)展作為課題進(jìn)行研究,對(duì)探索和總結(jié)城鎮(zhèn)化及新農(nóng)村建設(shè)經(jīng)驗(yàn),把握城鄉(xiāng)一體化發(fā)展規(guī)律,進(jìn)而因地制宜地提出某一區(qū)域城鄉(xiāng)一體化建設(shè)的具體思路和措施,拋磚引玉,達(dá)成共識(shí),促進(jìn)該區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展具有十分重要的意義,同時(shí)也為資源、地理環(huán)境等方面相似地區(qū)城鄉(xiāng)一體化發(fā)展提供思路借鑒。第二部分是推進(jìn)城鄉(xiāng)一體化發(fā)展的現(xiàn)實(shí)意義。通過(guò)對(duì)我國(guó)城鄉(xiāng)結(jié)構(gòu)、城鎮(zhèn)農(nóng)村建設(shè)、經(jīng)濟(jì)發(fā)展、居民生活水平等四個(gè)方面的現(xiàn)狀和存在問(wèn)題進(jìn)行分析,提出了加快推進(jìn)城鄉(xiāng)一體化發(fā)展,是從根本上破解“三農(nóng)問(wèn)題”的重要途徑,是推動(dòng)城鎮(zhèn)農(nóng)村“雙輪驅(qū)動(dòng)”的基本支撐,是促進(jìn)經(jīng)濟(jì)持續(xù)健康發(fā)展的有效舉措,是提高城鄉(xiāng)居民生活水平的根本保障。第三部分是蘭州市城關(guān)區(qū)城鄉(xiāng)一體化發(fā)展現(xiàn)狀分析。首先分析了城關(guān)區(qū)推進(jìn)城鄉(xiāng)一體化發(fā)展的有利條件及取得的現(xiàn)有成效,并重點(diǎn)剖析了制約因素�？傮w認(rèn)為,目前,在城關(guān)區(qū)委和政府的共同努力下,在所處區(qū)位、農(nóng)村比重、經(jīng)濟(jì)發(fā)展、科技文化等方面有利條件的共同作用下,城關(guān)區(qū)已經(jīng)取得了發(fā)展模式有效探索、農(nóng)村面貌和農(nóng)村生產(chǎn)條件得到改觀、農(nóng)村經(jīng)濟(jì)不斷發(fā)展、社會(huì)保障水平提升、公共服務(wù)能力增強(qiáng)和網(wǎng)格化管理取得進(jìn)展等成效。但是,城關(guān)區(qū)城鄉(xiāng)一體化發(fā)展在取得成效的同時(shí)也受到了特殊地形、經(jīng)濟(jì)結(jié)構(gòu)、財(cái)政支出、機(jī)制體制、農(nóng)民意識(shí)等因素的制約。第四部分是“全域成都”城鄉(xiāng)一體化發(fā)展經(jīng)驗(yàn)。成都市以“六個(gè)一體化”、“三個(gè)集中”、“四大基礎(chǔ)工程”為內(nèi)容的“全域成都”城鄉(xiāng)一體化發(fā)展理念為全國(guó)特別是西部地區(qū)的城市提供了具有推廣性和適應(yīng)性的借鑒。因此,按照“跳出全省全市看城關(guān),站在全國(guó)視角建城關(guān)”的思路,以同為西部重鎮(zhèn)、省會(huì)城市的成都市為學(xué)習(xí)借鑒對(duì)象,重點(diǎn)研究了“全域成都”發(fā)展理念和具體做法,并總結(jié)了成都經(jīng)驗(yàn)對(duì)城關(guān)區(qū)的啟示,即成都經(jīng)驗(yàn)體現(xiàn)了黨委政府的主導(dǎo)作用、城市規(guī)劃和經(jīng)濟(jì)結(jié)構(gòu)的決定作用、機(jī)制體制改革的調(diào)和作用以及公共服務(wù)均等化的基礎(chǔ)作用。第五部分是蘭州市城關(guān)區(qū)城鄉(xiāng)一體化發(fā)展對(duì)策。在上述四部分研究的基礎(chǔ)上,借鑒成都經(jīng)驗(yàn),結(jié)合城關(guān)區(qū)實(shí)際,從城市規(guī)劃、經(jīng)濟(jì)結(jié)構(gòu)、公共服務(wù)、機(jī)制體制四個(gè)方面入手,提出了構(gòu)建“打造宜居城區(qū)、建設(shè)美麗鄉(xiāng)村、顯山露水增綠”的城鄉(xiāng)發(fā)展規(guī)劃思路和針對(duì)城關(guān)區(qū)南北兩山觀光農(nóng)業(yè)的“賞南”“游北”思路；提出了從產(chǎn)業(yè)布局、產(chǎn)業(yè)結(jié)構(gòu)和城市定位調(diào)整經(jīng)濟(jì)結(jié)構(gòu)的對(duì)策；提出了以南北兩山基礎(chǔ)設(shè)施建設(shè)為龍頭、合理配置公共服務(wù)資源、實(shí)現(xiàn)城鄉(xiāng)社會(huì)保障并軌建設(shè)的公共服務(wù)均等化對(duì)策；提出了以健全財(cái)政支持城鄉(xiāng)建設(shè)機(jī)制、農(nóng)村土地制度改革、就業(yè)與戶籍制度改革、社會(huì)管理體制改革為核心的機(jī)制體制難題破解對(duì)策。
[Abstract]:The integrated development of urban and rural areas has become an important grasp of the red line and the core of the whole process of China's economic reform and development, and will further become an important way to achieve the "steady growth, the structure adjustment, the people's livelihood" and the fundamental way to build the society in an all-round way, as well as to speed up the modernization of China. The new thinking and new strategy of the process. Lanzhou City Chengguan District is the leader of the whole province and city to accelerate the development of urban and rural integration. As the first good area of Lanzhou in Gansu Province, it shoulders the important mission of central leading and radiation surrounding. Therefore, it studies how to accelerate the development of urban and rural integration in Chengguan District and speed up Gansu province and Lanzhou economic society. The development of the meeting is of great significance.
The full text consists of five parts. The first part is the literature review. Through consulting a large number of documents, the integration of urban and rural development is studied as a subject. The experience of urbanization and new rural construction is explored and summed up, the law of urban and rural integration development is grasped, and then the concrete ideas of the urban and rural integration construction in a certain region are put forward in the light of local conditions. The second part is the practical significance of promoting the integrated development of urban and rural areas. Through the construction of urban and rural areas in China, the construction of urban rural areas, and the economy, the measures to promote the economic and social development of the region are of great significance. The development, the living standard and other four aspects of the status and existing problems are analyzed. It is proposed to accelerate the integration of urban and rural development. It is an important way to solve the "three rural problems" fundamentally. It is the basic support to promote the "double wheel drive" in urban and rural areas. It is an effective measure to promote the sustainable and healthy development of the economy, and to improve the urban and rural residence. The third part is the analysis of the current situation of urban and rural integration development in Chengguan District of Lanzhou city. Firstly, it analyzes the favorable conditions for the development of urban and rural integration in Chengguan District and the existing achievements, and focuses on the analysis of the constraints. Under the common role of rural proportion, economic development and scientific and technological culture, the Chengguan area has achieved an effective development model, the rural face and rural production conditions have been improved, the rural economy is developing, the level of social security is promoted, the capacity of public service is enhanced and the grid management has made progress. At the same time, the development of urban and rural integration in the area has also been restricted by special terrain, economic structure, financial expenditure, mechanism system and peasant consciousness. The fourth part is the integrated development experience of "the whole region Chengdu" and the urban and rural integration. The "six integration", "three centralization" and "the four basic projects" are "the content of". The whole area of Chengdu "urban and rural integration development concept for the city of the whole country, especially in the western region, provides a reference for the promotion and adaptability. The fifth part is the urban and rural areas of Chengguan District of Lanzhou city. On the basis of the four parts of the study, on the basis of the above four parts, drawing on the experience of the city and combining the actual situation in the city of Chengguan, from four aspects of urban planning, economic structure, public service and mechanism system, it puts forward the idea of building the urban and rural development plan of "building a livable city, building a beautiful country, showing the Mountain Dew and increasing green" and aiming at the south of Chengguan District The strategy of "enjoying the South" and "going north" in the northern two mountain sightseeing agriculture was put forward, and the countermeasures were put forward to adjust the economic structure from the industrial layout, the industrial structure and the city orientation, and put forward the Countermeasures of the equalization of public service with the construction of the two mountains and the north and the South as the leader, the rational allocation of public service resources, and the realization of the urban and rural social security and the rail construction. In order to improve the mechanism of financial support for urban and rural construction, the reform of rural land system, the reform of employment and household registration system, and the reform of social management system as the core, the solution to solve the problem is to solve the problem.
