【摘要】：近年來，我國(guó)中小企業(yè)發(fā)展迅速，已經(jīng)逐步成為科技創(chuàng)新和經(jīng)濟(jì)發(fā)展的一支重要生力軍，推動(dòng)著經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展，對(duì)我國(guó)國(guó)民經(jīng)濟(jì)貢獻(xiàn)起著不可替代的作用。而成長(zhǎng)型中小企業(yè)是指在較長(zhǎng)時(shí)間內(nèi)，一般是三年以上，具有持續(xù)擴(kuò)張趨勢(shì)，未來發(fā)展預(yù)期良好的企業(yè)。它對(duì)于一個(gè)地區(qū)、一個(gè)國(guó)家都是至關(guān)重要的，其對(duì)于經(jīng)濟(jì)發(fā)展的貢獻(xiàn)是不可否認(rèn)的。它對(duì)于增強(qiáng)經(jīng)濟(jì)活力、推進(jìn)經(jīng)濟(jì)可持續(xù)發(fā)展、解決社會(huì)就業(yè)等問題均有非常重要的現(xiàn)實(shí)意義。長(zhǎng)春的經(jīng)濟(jì)特點(diǎn)是靠大企業(yè)立市，但是近年來長(zhǎng)春市中小企業(yè)發(fā)展迅猛，特別是成長(zhǎng)型中小企業(yè)已成為長(zhǎng)春市經(jīng)濟(jì)貢獻(xiàn)的一支主力，成為轉(zhuǎn)方式、調(diào)結(jié)構(gòu)的最活躍因素。隨著經(jīng)濟(jì)體制改革和經(jīng)濟(jì)結(jié)構(gòu)調(diào)整不斷優(yōu)化，，中小企業(yè)在完善所有制結(jié)構(gòu)、培育多元化市場(chǎng)主體、優(yōu)化資源要素配置、促進(jìn)科技創(chuàng)新和成果轉(zhuǎn)化等方面的作用越來越突出，在長(zhǎng)春市具有優(yōu)勢(shì)的先進(jìn)裝備制造、光電信息、生物化工、醫(yī)藥、新能源、新材料等戰(zhàn)略新興產(chǎn)業(yè)中扮演重要角色，引起政府及各界高度重視，盡早識(shí)別評(píng)價(jià)這類企業(yè)，提出相應(yīng)培育對(duì)策，搭建促其快速成長(zhǎng)的服務(wù)平臺(tái)，對(duì)長(zhǎng)春的區(qū)域經(jīng)濟(jì)發(fā)展有著非常重要的現(xiàn)實(shí)意義。 本文旨在構(gòu)建一個(gè)適用于長(zhǎng)春市的成長(zhǎng)型中小企業(yè)識(shí)別評(píng)價(jià)的綜合指標(biāo)體系，客觀公正地評(píng)價(jià)中小企業(yè)的成長(zhǎng)性，從而識(shí)別評(píng)價(jià)出成長(zhǎng)型中小企業(yè)，為政府重點(diǎn)關(guān)注和扶持這些企業(yè)提供理論基礎(chǔ)。本文首先對(duì)企業(yè)成長(zhǎng)理論和中小企業(yè)成長(zhǎng)性進(jìn)行了綜述，對(duì)成長(zhǎng)型中小企業(yè)進(jìn)行了界定并介紹了企業(yè)成長(zhǎng)性評(píng)價(jià)方法的原理和構(gòu)成；其次，介紹了長(zhǎng)春市中小企業(yè)的基本情況，分析了長(zhǎng)春市中小企業(yè)的發(fā)展現(xiàn)狀、特點(diǎn)及現(xiàn)存問題，結(jié)合長(zhǎng)春市的市情，選取指標(biāo)運(yùn)用層次分析法構(gòu)建識(shí)別評(píng)價(jià)體系，并以奧普光電為例應(yīng)用構(gòu)建的識(shí)別評(píng)價(jià)體系對(duì)其進(jìn)行成長(zhǎng)性分析；最后針對(duì)長(zhǎng)春市成長(zhǎng)型中小企業(yè)現(xiàn)存問題提出對(duì)策與建議。
[Abstract]:In recent years, the small and medium-sized enterprises of our country have developed rapidly, and have gradually become an important new force in scientific and technological innovation and economic development, promoting the sustainable development of economy and society, and playing an irreplaceable role in contributing to the national economy of our country. But the growth small and medium-sized enterprises (SMEs) refer to the enterprises which have the trend of continuous expansion and the expectation of good development in the long time, generally more than three years. It is vital for a region and a country, and its contribution to economic development is undeniable. It is of great practical significance for enhancing economic vitality, promoting sustainable economic development and solving social employment problems. Changchun's economy is characterized by the establishment of the city by large enterprises, but in recent years, the small and medium-sized enterprises in Changchun have developed rapidly, especially the growing small and medium-sized enterprises have become the main force of the economic contribution of Changchun, and become the most active factor in the transformation and adjustment of the structure. With the reform of the economic system and the continuous optimization of the economic structure, small and medium-sized enterprises play a more and more important role in perfecting the ownership structure, cultivating diversified market players, optimizing the allocation of resources elements, promoting scientific and technological innovation and transformation of achievements, etc. It plays an important role in the strategic and emerging industries such as advanced equipment manufacturing, optoelectronic information, bio-chemical industry, medicine, new energy, new materials and so on, which are highly valued by the government and all walks of life, so as to identify and evaluate such enterprises as soon as possible. It is of great practical significance for the regional economic development of Changchun to put forward the corresponding cultivation countermeasures and set up a service platform to promote its rapid growth. The purpose of this paper is to construct a comprehensive index system for the identification and evaluation of growth SMEs in Changchun, and to evaluate the growth of SMEs objectively and fairly, so as to identify and evaluate the growth SMEs. For the government to focus on and support these enterprises to provide a theoretical basis. This paper first summarizes the theory of enterprise growth and the growth of small and medium-sized enterprises, defines the growth of small and medium-sized enterprises and introduces the principles and components of the evaluation method of enterprise growth; secondly, introduces the basic situation of small and medium-sized enterprises in Changchun. This paper analyzes the development status, characteristics and existing problems of the small and medium sized enterprises in Changchun. Combined with the market situation of Changchun, the paper selects the index to construct the identification and evaluation system by using the analytic hierarchy process (AHP). Taking Optoelectronics and Optoelectronics as an example, the paper analyzes the growth of the system, and finally puts forward the countermeasures and suggestions for the existing problems of the growing small and medium-sized enterprises in Changchun.
