【摘要】：安全社區(qū)的管理是一項(xiàng)系統(tǒng)工程,它不僅是一定區(qū)域內(nèi)各個(gè)機(jī)構(gòu)之間協(xié)同合作和資源綜合利用的問題,更涉及到人們生活的諸多方面。伴隨著城市化進(jìn)程的加快,城市安全問題日益受到重視。有效開展安全社區(qū)建設(shè),有助于為區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展創(chuàng)造和提供一個(gè)安全穩(wěn)定的社會(huì)環(huán)境,在更高層次上滿足人們的安全需求,保障人們生活水平的不斷提高。因此,安全社區(qū)建設(shè)問題的深入研究有著重要的理論意義和現(xiàn)實(shí)意義。論文首先提出了研究的目的與意義,介紹了研究的背景,提出了論文研究的思路、研究框架。其后,論文對(duì)安全社區(qū)的相關(guān)理論研究進(jìn)行了綜述,在綜合已有研究成果的基礎(chǔ)上,探討了安全社區(qū)、安全社區(qū)綜合評(píng)估、安全社區(qū)管理模式等概念的內(nèi)涵及其內(nèi)在關(guān)系。論文針對(duì)目前國(guó)內(nèi)外城市安全方面研究的現(xiàn)狀,運(yùn)用系統(tǒng)理論,對(duì)安全社區(qū)進(jìn)行了系統(tǒng)分析,給出了系統(tǒng)的功能、子系統(tǒng)組成及其結(jié)構(gòu)關(guān)系,建立了描述安全社區(qū)系統(tǒng)的概念模型。論文分析了安全社區(qū)三個(gè)子系統(tǒng)及其構(gòu)成要素,在數(shù)據(jù)采集的基礎(chǔ)上,采用結(jié)構(gòu)方程模型進(jìn)行了實(shí)證研究,對(duì)相關(guān)因素的作用方式進(jìn)行了量化分析,得出了各要素對(duì)社區(qū)安全影響的作用路徑。論文針對(duì)安全社區(qū)評(píng)估方面研究的不足,從社區(qū)安全背景、社區(qū)安全環(huán)境和社區(qū)安全能力方面,建立了安全社區(qū)建設(shè)的綜合評(píng)估指標(biāo)體系,在上述分析的基礎(chǔ)上,給出了基于因子分析法的安全社區(qū)綜合評(píng)估模型。最后,在分析國(guó)內(nèi)現(xiàn)有安全社區(qū)管理模式特征的基礎(chǔ)上,對(duì)政府主導(dǎo)型、合作共建型、社區(qū)自治組織主導(dǎo)型、企業(yè)主導(dǎo)型四種安全社區(qū)管理模式進(jìn)行了分析,并且創(chuàng)新性地提出了互動(dòng)式城區(qū)主導(dǎo)型安全社區(qū)管理模式。從營(yíng)造安全背景、降低社區(qū)易損性、提升安全能力等三個(gè)方面,構(gòu)建了一種安全社區(qū)管理模式的選擇模型。并運(yùn)用該模型對(duì)所研究的各個(gè)城區(qū)最適合的安全社區(qū)管理模式模式進(jìn)行了比較選擇。提出:針對(duì)城區(qū)的安全社區(qū)建設(shè),互動(dòng)式城區(qū)主導(dǎo)型管理模式是最佳方案,政府主導(dǎo)模式為次優(yōu)方案。并提出了安全社區(qū)管理和建設(shè)的具體對(duì)策。
[Abstract]:The management of safe community is a systematic project. It is not only a problem of cooperation and comprehensive utilization of resources among various organizations in a certain area, but also involves many aspects of people's life. With the acceleration of urbanization, urban security issues have been paid more and more attention. The effective construction of safe community will help to create and provide a safe and stable social environment for regional economic and social development, meet people's security needs at a higher level, and ensure the continuous improvement of people's living standards. Therefore, the in-depth study of the construction of safe community has important theoretical and practical significance. Firstly, the purpose and significance of the research are put forward, the background of the research is introduced, the train of thought and the research framework are put forward. After that, the paper summarizes the related theoretical research of safe community, and discusses the connotation and internal relationship of the concepts of safe community, safety community comprehensive evaluation and safe community management model on the basis of synthesizing the existing research results. According to the present situation of the research on urban safety at home and abroad, this paper makes a systematic analysis of the safe community by using the system theory, and gives the function, the composition of the subsystem and the structure relationship of the system. A conceptual model for describing a secure community system is established. This paper analyzes the three subsystems of safe community and their constituent elements. On the basis of data collection, the empirical research is carried out by using structural equation model, and the action mode of relevant factors is analyzed quantitatively. The influence of each factor on community security is obtained. Aiming at the deficiency of the research on the safety community evaluation, this paper establishes the comprehensive evaluation index system of the safety community construction from the aspects of the community safety background, the community safety environment and the community safety ability. On the basis of the above analysis, A comprehensive assessment model of safe community based on factor analysis is presented. Finally, on the basis of analyzing the characteristics of the existing safe community management mode in China, this paper analyzes four kinds of safe community management models, such as government leading, cooperation co-building, community autonomy organization leading and enterprise leading. And innovatively put forward the interactive type safe community management mode. In this paper, a safety community management model is constructed from three aspects: creating safety background, reducing community vulnerability and improving safety ability. The model is used to compare and select the most suitable safe community management model in each urban area. According to the construction of safe community in urban area, the interactive dominant management mode is the best scheme, and the government leading mode is the sub-optimal scheme. And put forward the concrete countermeasure of safe community management and construction.
