【摘要】：同城化在本質(zhì)上屬于區(qū)域公共管理在微觀(guān)層面的體現(xiàn),其效能高低直接關(guān)系地方經(jīng)濟(jì)社會(huì)全局。目前各地同城化發(fā)展面臨頂層設(shè)計(jì)仍不完善,決策論證有待優(yōu)化,一體化程度仍然偏低,實(shí)質(zhì)性融合進(jìn)展不大,行政壁壘依舊堅(jiān)硬,資源整合殊為不易,治理手段仍顯單一,多元治理遠(yuǎn)未構(gòu)建等多重障礙。以區(qū)域公共管理的視角來(lái)分析,癥結(jié)在于同城化動(dòng)力不足,同城化制度闕如以及伴隨同城化同時(shí)增生的多個(gè)風(fēng)險(xiǎn)敞口。進(jìn)一步推進(jìn)同城化需以區(qū)域公共精神激發(fā)同城化意識(shí),以區(qū)域協(xié)同治理重塑同城化動(dòng)力,以區(qū)域公共政策構(gòu)筑同城化保障。
[Abstract]:In essence, it belongs to the embodiment of regional public management on the micro level, and its efficiency is directly related to the overall situation of local economy and society. At present, the top level design is still not perfect, the decision-making and argumentation needs to be optimized, the degree of integration is still on the low side, the substantial integration progress is not so great, the administrative barrier is still hard, the integration of resources is not easy, and the means of governance are still single. Multiple governance is far from being constructed and so on. From the perspective of regional public management, the crux of the problem lies in the lack of motive power of the same city, the absence of the system of the same city and the multiple exposures accompanying the simultaneous proliferation of the same city. To further promote the co-city, we should stimulate the consciousness of the same city with the regional public spirit, reshape the motive force of the same city with the regional cooperative governance, and construct the guarantee of the same city with the regional public policy.
