【摘要】：進入21世紀以來，發(fā)展海洋經(jīng)濟已成為世界經(jīng)濟新的增長點，“藍色革命”浪潮席卷全球。我國作為一個海洋大國，明確提出建設(shè)“海洋強國”的宏偉目標，沿海各省市紛紛把發(fā)展海洋經(jīng)濟作為實現(xiàn)經(jīng)濟發(fā)展方式轉(zhuǎn)變和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的重要戰(zhàn)略選擇，迅速建立了各種海洋經(jīng)濟區(qū)，發(fā)展海洋經(jīng)濟�；诖耍鄭u市確立了影響青島未來藍色經(jīng)濟走向的重要戰(zhàn)略——“藍色硅谷”建設(shè)戰(zhàn)略。 在“藍色硅谷”海洋經(jīng)濟發(fā)展過程中，產(chǎn)業(yè)結(jié)構(gòu)是否合理將直接影響到整個“藍色硅谷”甚至是青島市藍色經(jīng)濟區(qū)發(fā)展，而“藍色硅谷”重點產(chǎn)業(yè)的選擇則是產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級的突破口和切入點，恰當?shù)倪x擇出能夠帶動整個“藍色硅谷”發(fā)展的重點產(chǎn)業(yè)，以此推動產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和資源環(huán)境的改善，成為研究“藍色硅谷”健康持續(xù)發(fā)展的重要任務(wù)。 本文以區(qū)域經(jīng)濟發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化理論和重點產(chǎn)業(yè)的關(guān)系為切入點，綜合主導(dǎo)產(chǎn)業(yè)、先導(dǎo)產(chǎn)業(yè)和基礎(chǔ)產(chǎn)業(yè)等概念，對重點產(chǎn)業(yè)進行概念和特征概述，闡述區(qū)域產(chǎn)業(yè)選擇的理論依據(jù)和產(chǎn)業(yè)選擇的方法，結(jié)合“藍色硅谷”概念、功能定位和發(fā)展戰(zhàn)略以及青島市海洋產(chǎn)業(yè)發(fā)展現(xiàn)狀和“藍色硅谷”建設(shè)發(fā)展情況，制定了“藍色硅谷”重點產(chǎn)業(yè)的選擇原則和指標體系，運用層次分析法（AHP）對“藍色硅谷”重點產(chǎn)業(yè)選擇的對象進行優(yōu)選，最終確定了“藍色硅谷”的重點產(chǎn)業(yè)，即海洋工程裝備制造業(yè)、海洋生物醫(yī)藥業(yè)、海水綜合利用業(yè)、海洋科研教育管理服務(wù)業(yè)、海水種苗繁殖與健康養(yǎng)殖業(yè)和海洋新材料業(yè)。最后借鑒相關(guān)海洋重點產(chǎn)業(yè)的國際發(fā)展經(jīng)驗，從基礎(chǔ)設(shè)施建設(shè)、投融資建設(shè)、組織建設(shè)以及科技文化建設(shè)等方面提出“藍色硅谷”重點產(chǎn)業(yè)發(fā)展的發(fā)展對策。
[Abstract]:Since the 21st century, the development of marine economy has become a new growth point of the world economy, the "blue revolution" wave sweeping the world. As a large marine country, China has clearly put forward the grand goal of building a "marine power", and coastal provinces and cities have taken the development of marine economy as an important strategic choice to realize the transformation of economic development mode and the optimization of industrial structure. Rapid establishment of various marine economic zones, the development of marine economy. Based on this, Qingdao has established an important strategy, "Blue Silicon Valley" construction strategy, which will influence Qingdao's future blue economic trend. In the course of the development of "Blue Silicon Valley" marine economy, Whether the industrial structure is reasonable or not will directly affect the development of the whole "Blue Silicon Valley" or even the blue economic zone of Qingdao, and the choice of the key industries of "Blue Silicon Valley" is the breakthrough and entry point for the optimization and upgrading of the industrial structure. Appropriate selection of key industries that can drive the development of the whole "Blue Silicon Valley", in order to promote the adjustment of the industrial structure and the improvement of the resource environment, It has become an important task to study the healthy and sustainable development of "Blue Silicon Valley". This paper takes the regional economic development, the theory of industrial structure optimization and the relationship between key industries as the breakthrough point, synthesizes the concepts of leading industry, leading industry and basic industry, etc. This paper summarizes the concept and characteristics of key industries, expounds the theoretical basis of regional industrial selection and the method of industrial selection, and combines the concept of "Blue Silicon Valley". The function orientation and development strategy, the present situation of the development of Qingdao marine industry and the development of "Blue Silicon Valley" construction, the selection principles and index system of the key industries of "Blue Silicon Valley" have been formulated. By using Analytic hierarchy process (AHP), the key industries of "Blue Silicon Valley" were selected, and the key industries of "Blue Silicon Valley", namely, marine engineering equipment manufacturing, marine biological medicine, and comprehensive utilization of seawater, were determined. Marine scientific research and education management services, marine seedling breeding and health breeding and marine new materials industry. Finally, drawing on the international development experience of the relevant key marine industries, the author puts forward the development countermeasures of the key industries of "Blue Silicon Valley" from the aspects of infrastructure construction, investment and financing construction, organization construction and scientific and cultural construction.
