【摘要】:花卉產(chǎn)業(yè)是當(dāng)今世界上最具活力的產(chǎn)業(yè)之一,被譽(yù)為“朝陽產(chǎn)業(yè)”。近年來,湖南花卉產(chǎn)業(yè)發(fā)展面臨著國內(nèi)外激烈的競爭,產(chǎn)業(yè)的創(chuàng)新與否已成為區(qū)域經(jīng)濟(jì)發(fā)展的決定性因素。通過建立一套完善的花卉產(chǎn)業(yè)創(chuàng)新體系,增強(qiáng)產(chǎn)業(yè)的核心競爭力,為湖南省花卉產(chǎn)業(yè)的快速健康可持續(xù)發(fā)展鋪平道路。湖南省花卉業(yè)是20世紀(jì)90年代初從培育綠化苗木開始發(fā)展的一種新興產(chǎn)業(yè),然而作為農(nóng)業(yè)大省的湖南,具有湖南特色的花卉名牌產(chǎn)品少,市場上銷售的鮮花一直依賴于外地生產(chǎn),與云南、廣東、浙江、河南、江蘇、北京等省市存在較大差距;ɑ墚a(chǎn)業(yè)實際上綠化苗木產(chǎn)業(yè),鮮切花生產(chǎn)尚未形成產(chǎn)業(yè)。針對上述問題,本文主要通過文獻(xiàn)分析法與實地調(diào)研相結(jié)合的方法,在對我國花卉產(chǎn)業(yè)發(fā)展情況進(jìn)行充分分析的基礎(chǔ)上,重點(diǎn)對湖南花卉產(chǎn)業(yè)現(xiàn)狀開展了調(diào)查研究,實地調(diào)研花卉行業(yè)主管部門、花卉龍頭企業(yè)、花卉交易市場、科研機(jī)構(gòu)和花農(nóng)等主體,調(diào)查研究結(jié)果表明:湖南花卉產(chǎn)業(yè)發(fā)展具有一定的良好條件,主要表現(xiàn)在植物資源豐富、勞動力資源充足、政府重視和政策扶持優(yōu)勢。雖然湖南花卉產(chǎn)業(yè)具有良好的發(fā)展基礎(chǔ),但存在突出問題有:(1)生產(chǎn)落后主要表現(xiàn)在苗木產(chǎn)品生產(chǎn)規(guī)模不小,分散生產(chǎn),專業(yè)化程度低,同質(zhì)化特色不明顯;(2)流通方面,花卉市場建設(shè)不完善,市場信息不對稱,市場服務(wù)體系及物流體系不健全,競爭無序;(3)銷售與消費(fèi)方面,表現(xiàn)為簡單的買與賣,整體消費(fèi)水平偏低,依然是以花卉市場為依托的集成銷售方式,消費(fèi)觀念落后:(4)科研方面,缺乏強(qiáng)有力的科技支撐體系和專業(yè)技術(shù)人才。這些問題和不足嚴(yán)重制約著湖南花卉產(chǎn)業(yè)的發(fā)展。針對目前存在的問題,本文提出了一套完善的花卉產(chǎn)業(yè)創(chuàng)新體系,以花卉的產(chǎn)、供、銷3個環(huán)節(jié)構(gòu)建創(chuàng)新體系。即(1)花卉的產(chǎn):花卉生產(chǎn)專業(yè)化(即一個花卉生產(chǎn)單位或一個花場專門生產(chǎn)某種花卉的某個品種或某種花卉)、標(biāo)準(zhǔn)化、生產(chǎn)經(jīng)營信息化、建立自己的生產(chǎn)體系。(2)花卉的供:建立結(jié)構(gòu)合理、功能全面、層次分明的市場流通體系,加強(qiáng)花卉生產(chǎn)、物流、市場設(shè)施建設(shè)。同時在城市居住各個密集的小區(qū)布置銷售網(wǎng)點(diǎn),提供臨門服務(wù)。(3)花卉的銷:加大花卉文化及花卉知識宣傳,轉(zhuǎn)變買賣觀念,提供售后服務(wù),變買賣為服務(wù),引導(dǎo)花卉消費(fèi),讓花卉以普通商品的形式進(jìn)入尋常百姓家庭,拉動大眾花卉消費(fèi)的積極性。
[Abstract]:Flower industry is one of the most dynamic industries in the world, known as "sunrise industry." In recent years, Hunan flower industry is faced with fierce competition at home and abroad, the innovation of the industry has become the decisive factor of regional economic development. Through establishing a set of perfect innovation system of flower industry, strengthening the core competitiveness of the industry, paving the way for the rapid, healthy and sustainable development of the flower industry in Hunan Province. Flower industry in Hunan Province is a new industry that began to develop from cultivating green seedlings in the early 1990s. However, Hunan, as a big agricultural province, has few famous floral products with Hunan characteristics. The fresh flowers sold in the market have always depended on foreign production, and there is a big gap with Yunnan, Guangdong, Zhejiang, Henan, Jiangsu, Beijing and other provinces and cities. The flower industry actually greens the seedling industry, the fresh cut flower production has not formed the industry. In view of the above problems, this paper mainly through the method of literature analysis and field investigation, on the basis of full analysis of the development of flower industry in China, focused on the status quo of Hunan flower industry to carry out an investigation and research. The field investigation and research on the main bodies such as the department in charge of flower industry, flower leading enterprises, flower trading market, scientific research institutions and flower farmers show that the development of Hunan flower industry has certain good conditions, mainly manifested in the abundance of plant resources. Sufficient labor resources, government attention and policy support advantages. Although Hunan's flower industry has a good foundation for development, there are outstanding problems such as: (1) backward production is mainly manifested in the large scale of production of seedling products, scattered production, low specialization, and no obvious homogeneity in circulation. The flower market construction is imperfect, the market information is not symmetrical, the market service system and the logistics system are not perfect, and the competition is out of order. In the aspects of sales and consumption, it is simple to buy and sell, and the overall consumption level is on the low side. It is still an integrated sales mode based on the flower market, and the consumption concept lags behind in scientific research, lacking a strong scientific and technological support system and professional technical talents. These problems and deficiencies seriously restrict the development of Hunan flower industry. In view of the existing problems, this paper puts forward a set of perfect innovation system of flower industry, which is constructed by three links of flower production, supply and marketing. The production of flowers: the specialization of flower production (that is, a flower production unit or a flower farm specialized in the production of a certain variety of flowers or a certain flower plant, standardized, production and management information, Establish its own production system. 2) supply of flowers: set up the market circulation system with reasonable structure, comprehensive function and distinct layers, strengthen the construction of flower production, logistics and market facilities. At the same time, the distribution outlets are arranged in various densely populated residential areas in the city to provide door-to-door service. 3) the sale of flowers: to increase the publicity of flower culture and flower knowledge, to change the concept of buying and selling, to provide after-sales service, to change the sale into service, and to guide flower consumption, Let flowers enter ordinary people's families in the form of ordinary commodities, and stimulate the enthusiasm of popular flower consumption.
