國(guó)電沈陽(yáng)電力建設(shè)項(xiàng)目施工進(jìn)度控制研究

【摘要】:電力系統(tǒng)工業(yè)是國(guó)家基礎(chǔ)性產(chǎn)業(yè),其所對(duì)相關(guān)稅收、利益及地方經(jīng)濟(jì)的強(qiáng)大促進(jìn)作用,使其成為更多地區(qū)經(jīng)濟(jì)的支柱性產(chǎn)業(yè)。近年來(lái),我國(guó)經(jīng)濟(jì)迅猛發(fā)展,電量緊缺情況非常突出,作為基礎(chǔ)性國(guó)民經(jīng)濟(jì)產(chǎn)業(yè),電力系統(tǒng)工業(yè)也呈現(xiàn)高速發(fā)展勢(shì)頭,電力系統(tǒng)工業(yè)的發(fā)展規(guī)律遵循著其發(fā)展應(yīng)和區(qū)域經(jīng)濟(jì)發(fā)展標(biāo)準(zhǔn)相匹配。 電力工業(yè)的建設(shè)期對(duì)整體運(yùn)營(yíng)項(xiàng)目的收益有巨大影響。建設(shè)期的近時(shí)完成,更為突出,若建設(shè)期實(shí)際投入時(shí)間比預(yù)定時(shí)間高出很多,對(duì)建設(shè)經(jīng)費(fèi)、運(yùn)營(yíng)成本都將大幅度上升,而且建設(shè)期的延長(zhǎng),也推遲電廠(chǎng)按期投產(chǎn),,造成的影響及損失亦很巨大。隨著現(xiàn)代化進(jìn)程的不斷發(fā)展,傳統(tǒng)的項(xiàng)目進(jìn)度控制模式不再匹配現(xiàn)今項(xiàng)目建設(shè)的需求,需要企業(yè)在建設(shè)期改變認(rèn)識(shí),學(xué)習(xí)新技術(shù),結(jié)合進(jìn)度控制管理。電力工業(yè)的建設(shè)是電力整體運(yùn)營(yíng)的重中之重,確保施工時(shí)間、確保要求質(zhì)量是電力工業(yè)建設(shè)期的必要內(nèi)容。 作為工程項(xiàng)目三大目標(biāo)質(zhì)量、資金、進(jìn)度,三者控制關(guān)系中進(jìn)度為中心、資金是關(guān)鍵、質(zhì)量是基礎(chǔ)。進(jìn)度控制的重要非同小可,突出性在三者之中亦比較強(qiáng),制定、完善、實(shí)施合適的進(jìn)度施工計(jì)劃,尤其是在建設(shè)期內(nèi)對(duì)進(jìn)度施工計(jì)劃實(shí)行動(dòng)態(tài)控制是確保整體工程建設(shè)期按時(shí)完成的決定原因。 本文通過(guò)對(duì)國(guó)電沈陽(yáng)電力建設(shè)項(xiàng)目的剖析,結(jié)合項(xiàng)目整體建設(shè)的實(shí)際具體內(nèi)容,在保證施工進(jìn)度方面提出切實(shí)可行的、科學(xué)合理的項(xiàng)目施工進(jìn)度控制方案。影響電力建設(shè)項(xiàng)目施工進(jìn)度因素很多,其具有工程結(jié)構(gòu)與工藝技術(shù)復(fù)雜,建設(shè)周期長(zhǎng)及涉及相關(guān)專(zhuān)業(yè)多等特點(diǎn),怎樣控制相關(guān)因素所造成的影響,實(shí)現(xiàn)對(duì)施工進(jìn)度合理有效控制,是電力建設(shè)項(xiàng)目施工過(guò)程中必要解決問(wèn)題。 本文將結(jié)合實(shí)際工作經(jīng)驗(yàn),以國(guó)電沈陽(yáng)電力建設(shè)項(xiàng)目為例,在就工程進(jìn)度控制基本理論研究的基礎(chǔ)上,從影響電力建設(shè)施工進(jìn)度的因素進(jìn)行分析,有針對(duì)性的提出一些控制措施,希望能對(duì)電力項(xiàng)目建設(shè)管理工作有所助益。
[Abstract]:The electric power system industry is the basic industry of the country, and its powerful promotion to the related tax revenue, the benefit and the local economy makes it become the pillar industry of more regional economy. In recent years, the economy of our country has developed rapidly, and the situation of electricity shortage is very prominent. As a basic national economic industry, the power system industry is also showing a rapid development momentum. The development law of power system industry follows its development should be in line with the regional economic development standards. The construction period of electric power industry has great influence on the income of the whole operation project. The near completion of the construction period is even more prominent. If the actual investment time in the construction period is much higher than the scheduled time, the construction funds and operating costs will rise substantially, and the extension of the construction period will also delay the commissioning of the power plant on schedule. The impact and losses are also enormous. With the continuous development of modernization, the traditional project schedule control mode no longer matches the needs of the current project construction. It is necessary for enterprises to change their understanding, learn new technology and combine schedule control management during the construction period. The construction of electric power industry is the most important part of the whole operation of electric power. To ensure the construction time and ensure the quality is the necessary content in the construction period of electric power industry. As the three major objectives of the project quality, capital, progress, the control of the relationship between progress as the center, capital is the key, quality is the basis. Progress control is of great importance, and its prominence is also relatively strong among the three. It is necessary to formulate, perfect, and implement appropriate schedule construction plans. In particular, dynamic control of construction schedule in the construction period is the decisive reason to ensure the completion of the whole construction period on time. Based on the analysis of Shenyang Electric Power Construction Project of Guodian and the actual concrete contents of the overall construction of the project, this paper puts forward a feasible, scientific and reasonable project construction schedule control scheme in the aspect of ensuring the construction progress. There are many factors that influence the construction progress of electric power construction project, such as complex engineering structure and technology, long construction period and many related specialties, and how to control the influence caused by related factors. It is necessary to solve the problem in the construction process of electric power construction project to realize reasonable and effective control of construction progress. This article will combine the actual work experience, take the national electric power Shenyang electric power construction project as an example, on the basis of the project progress control basic theory research, carries on the analysis from the influence electric power construction progress factor, Some control measures are put forward in order to help the construction and management of electric power project.
