【摘要】：個人收入是民生之源，收入分配事關億萬人民群眾的切身利益，事關能否調動廣大勞動者的積極性，事關整個社會的穩(wěn)定與和諧。目前，我國收入分配差距過大，導致貧富差距懸殊，不但放大了個體的社會焦慮感，而且加劇了社會不公帶來的各種風險，這與我國構建社會主義和諧社會的內在要求相悖，也與全面建設小康社會、實現(xiàn)共同富裕的宏偉目標背道而馳。研究收入分配公平問題，對進一步完善收入分配制度、促進收入分配公平合理，對構建和諧社會和實現(xiàn)中華民族偉大復興的中國夢具有重大的理論意義和現(xiàn)實意義。 本文從構建和諧社會的視角，以公平正義為切入點，選取了改革開放以來，社會經(jīng)濟發(fā)展較快和收入分配差距較大的廣東省作為研究對象，嘗試從省域角度探析收入分配公平問題。首先，從闡述收入分配公平的基礎理論出發(fā)，總結了馬克思主義收入分配公平觀及中國特色社會主義收入分配理論。其次，立足現(xiàn)實，論述實現(xiàn)收入分配公平對構建和諧社會，建設幸福廣東的重大意義。再次，針對現(xiàn)階段廣東省收入分配狀況，從基尼系數(shù)，區(qū)域間、城鄉(xiāng)間、行業(yè)間、居民間的收入差距指出當今廣東省收入分配不公的表現(xiàn)，，探究其分配不公的原因有區(qū)域經(jīng)濟發(fā)展不平衡、教育與就業(yè)不平等、存在不公平競爭、社會保障體系不健全、收入分配制度改革緩慢等。最后，結合廣東省社會經(jīng)濟實際發(fā)展狀況，從推進區(qū)域協(xié)調發(fā)展機制、加強弱勢群體幫扶機制、建立機會平等機制、完善公平競爭機制、健全社會保障體系與深化收入分配制度改革六個方面，提出構建廣東省公平公正收入分配體系的建議，力求形成一個科學合理的收入分配制度，最終將收入分配差距控制在一個合理的范圍內。這對保障收入分配公平，構建和諧社會和建設幸福廣東將起到積極的推動作用。
[Abstract]:Personal income is the source of people's livelihood, income distribution is related to the vital interests of millions of people, whether to mobilize the enthusiasm of the broad masses of workers, and the stability and harmony of the whole society. At present, the gap of income distribution in our country is too large, which leads to the disparity between the rich and the poor, which not only amplifies the individual sense of social anxiety, but also intensifies the various risks brought by social injustice, which runs counter to the inherent requirements of building a harmonious socialist society in our country. It also runs counter to the grand goal of building a well-off society in an all-round way and achieving common prosperity. The study of income distribution fairness is of great theoretical and practical significance to the further improvement of income distribution system, the promotion of fair and reasonable income distribution, the construction of a harmonious society and the realization of the great rejuvenation of the Chinese nation. From the perspective of constructing a harmonious society, this paper selects Guangdong Province, which has developed rapidly and has a large gap in income distribution since the reform and opening to the outside world, as the research object. This paper tries to probe into the issue of income distribution fairness from the angle of provincial area. First of all, from expounding the basic theory of income distribution fairness, this paper summarizes the Marxist theory of income distribution equity and the theory of socialist income distribution with Chinese characteristics. Secondly, based on the reality, the paper discusses the significance of realizing income distribution fairness to the construction of harmonious society and the construction of happy Guangdong. Thirdly, in view of the current situation of income distribution in Guangdong Province, from the Gini coefficient, the income gap between regions, between urban and rural areas, between industries and residents, it is pointed out that the current income distribution in Guangdong Province is unfair. The reasons of unfair distribution include unbalanced development of regional economy, unequal education and employment, unfair competition, imperfect social security system, slow reform of income distribution system and so on. Finally, according to the actual social and economic development situation in Guangdong Province, from promoting the regional coordinated development mechanism, strengthening the help mechanism for the vulnerable groups, establishing equal opportunity mechanism, perfecting the fair competition mechanism, In order to perfect the social security system and deepen the reform of the income distribution system, the author puts forward the suggestion of constructing a fair and just income distribution system in Guangdong Province, and tries to form a scientific and reasonable income distribution system. Finally, the income distribution gap should be controlled within a reasonable range. This will play a positive role in ensuring fair income distribution, building a harmonious society and building a happy Guangdong.
