【摘要】：針對沿海區(qū)域經(jīng)濟(jì)合作穩(wěn)健持續(xù)發(fā)展的動力問題,本研究從知識視角切入,圍繞一個主題和主線——跨境灣區(qū)的地緣空間和歷史背景下,時空濃縮的異質(zhì)文化如何為灣區(qū)經(jīng)濟(jì)優(yōu)質(zhì)發(fā)展提供持續(xù)穩(wěn)健的原動力和后繼力。透過兩組案例和路徑——實(shí)地走訪北部灣及粵港澳灣區(qū)人員跨境合作的狀況,發(fā)現(xiàn)跨境灣區(qū)存在著一種以包容性文化和創(chuàng)新性文化為主要知識架構(gòu)的邊海文化；然后,利用知識字符將邊海文化動力的知識結(jié)構(gòu)編碼為由8個一級知識指標(biāo)和16個二級知識指標(biāo)組成的指標(biāo)體系,并擬合成一套可操作的文化動力程序,用以顯化“文化→經(jīng)濟(jì)”作用的全過程；再者,數(shù)理分析人員跨境合作所引發(fā)的知識匹配、創(chuàng)新與溢出等知識關(guān)聯(lián)行為,借助問卷調(diào)查獲取兩灣區(qū)人員的感性數(shù)據(jù),進(jìn)而運(yùn)用結(jié)構(gòu)方程軟件LISREL驗證文化動力程序,證實(shí)邊海文化可以綜合地施展其文化的包容性后繼力與創(chuàng)新性原動力,通過改善跨境人員合作方式與合作感受等間接方式和直接提升跨境合作效率等兩種方式產(chǎn)生經(jīng)濟(jì)效益,推動灣區(qū)經(jīng)濟(jì)升級發(fā)展。進(jìn)一步,整理歸納得到三點(diǎn)結(jié)論和啟示——知識異質(zhì)性是文化推動經(jīng)濟(jì)發(fā)展的關(guān)鍵要素,藉由其聯(lián)動共通知識,調(diào)節(jié)文化動力的知識結(jié)構(gòu)不斷演進(jìn),實(shí)現(xiàn)文化包容與創(chuàng)新雙路徑促進(jìn)區(qū)域經(jīng)濟(jì)良性增長。鑒于此,本研究建議缺乏基礎(chǔ)型共通知識的跨國界灣區(qū),采取知識集聚與包容的發(fā)展模式以克服注重短期經(jīng)濟(jì)效益的弊端；而處于深度合作發(fā)展階段的國界內(nèi)灣區(qū)則需要專注于高素質(zhì)人才互動帶來的文化擴(kuò)散與知識創(chuàng)新,同時,培育區(qū)外合作城市以補(bǔ)充區(qū)內(nèi)不足的異質(zhì)知識：此外,兩灣區(qū)內(nèi)各層級的官方主體還需要挖掘其文化差異性資源,推進(jìn)便利化人員跨行政區(qū)域流動和籌建跨省界合作組,實(shí)現(xiàn)省際合作協(xié)同相鄰灣區(qū)發(fā)展,聯(lián)手打造南中國海矚目的地緣性發(fā)展灣區(qū)。
[Abstract]:In view of the dynamic problem of the steady and sustainable development of coastal regional economic cooperation, this study focuses on a theme and main-the geo-spatial and historical background of cross-border bay area from the perspective of knowledge. How the concentrated heterogeneous culture in time and space provides a steady driving force for the development of high quality economy in the Bay area. Through two sets of cases and paths-visits to the Beibu Gulf and Guangdong, Hong Kong, Macao Bay area personnel cross-border cooperation situation, it is found that there is a cross-boundary culture with inclusive culture and innovative culture as the main knowledge structure; then, By using knowledge characters, the knowledge structure of the cultural power of the sea is coded into an index system consisting of 8 first-level knowledge indicators and 16 second-level knowledge indexes, and a set of operable cultural dynamic programs is proposed. In addition, knowledge matching, innovation and spillover behaviors caused by cross-border cooperation of mathematical and physical analysts were used to obtain the perceptual data of the two Bay area personnel by means of a questionnaire survey. Furthermore, the structural equation software LISREL is used to verify the cultural dynamic program, and it is proved that the border and sea culture can comprehensively exert the inclusive follow-up force and innovative motive force of its culture. The economic benefits can be obtained by improving the indirect mode of cross-border personnel cooperation and the feeling of cooperation, and directly enhancing the efficiency of cross-border cooperation, so as to promote the economic upgrading and development of the Bay area. Further, it concludes that the knowledge heterogeneity is the key factor of promoting economic development by culture. Through its common knowledge, the knowledge structure of cultural power evolves continuously. To achieve cultural inclusion and innovation to promote regional economic growth. In view of this, this study suggests that the lack of basic common knowledge across national boundaries, the adoption of knowledge agglomeration and inclusive development model to overcome the shortcomings of focusing on short-term economic benefits; However, the Bay area, which is in the stage of deep cooperation and development, needs to focus on the cultural diffusion and knowledge innovation brought by the interaction of high-quality talents, and at the same time, to cultivate cooperative cities outside the region to supplement the heterogeneous knowledge that is lacking in the region: in addition, The official bodies at all levels in the two bay areas also need to tap their cultural diversity resources, promote the mobility of facilitation personnel across administrative regions and plan to set up inter-provincial cooperation groups, so as to achieve inter-provincial cooperation and coordination with the development of adjacent bay areas. Joint efforts to create the South China Sea focus on the geographical development of the Bay area.
