【摘要】：工業(yè)決定著國民經(jīng)濟現(xiàn)代化的速度、規(guī)模和水平，在我國國民經(jīng)濟中起著主導(dǎo)作用，是我國財政收入的主要源泉，也是國家經(jīng)濟獨立、政治獨立等的根本保證。新型工業(yè)化道路的提出要求我國工業(yè)企業(yè)要做到科技含量高、經(jīng)濟效益好、資源消耗低、環(huán)境污染少、人力資源得到充分發(fā)揮，并結(jié)合我國工業(yè)化發(fā)展實際將這五方面兼顧統(tǒng)一，是我國可持續(xù)發(fā)展的可靠根基和支撐力。因此，對遼寧省國有工業(yè)企業(yè)區(qū)域技術(shù)效率進(jìn)行評價分析，既是對工業(yè)行業(yè)經(jīng)營狀況進(jìn)行了解的有效方法，又是提高遼寧省區(qū)域經(jīng)濟水平的重要手段，有利于遼寧省國有工業(yè)企業(yè)的改善以及提高。 本文首先在現(xiàn)有研究成果的基礎(chǔ)上，閱讀大量技術(shù)效率研究相關(guān)文獻(xiàn)資料，掌握技術(shù)效率評價的核心思想，對技術(shù)效率和區(qū)域技術(shù)效率的概念以及技術(shù)效率評價方法的相關(guān)理論知識進(jìn)行介紹，然后通過調(diào)查分析遼寧省國有工業(yè)企業(yè)發(fā)展現(xiàn)狀，針對其發(fā)展中存在的問題，選用應(yīng)用性強、針對性強的技術(shù)效率評價方法——數(shù)據(jù)包絡(luò)分析方法，對遼寧省國有工業(yè)企業(yè)區(qū)域技術(shù)效率進(jìn)行評價，最后對評價結(jié)果進(jìn)行橫向和縱向的比較分析并給出提升遼寧省國有工業(yè)企業(yè)區(qū)域技術(shù)效率的對策建議。 通過對遼寧省14個城市的區(qū)域技術(shù)效率評價結(jié)果進(jìn)行比較分析，找出技術(shù)效率水平較低的區(qū)域，明確其與區(qū)域生產(chǎn)前沿面之間的距離，采取有效措施提升區(qū)域技術(shù)效率，可以縮小遼寧省各區(qū)域之間的差距，，能夠促進(jìn)遼寧省區(qū)域經(jīng)濟的可持續(xù)發(fā)展，同時對于遼寧省14個城市區(qū)域經(jīng)濟發(fā)展戰(zhàn)略的制定具有參考和借鑒意義。
[Abstract]:Industry determines the speed, scale and level of the modernization of the national economy, plays a leading role in the national economy, is the main source of our country's financial revenue, and is also the fundamental guarantee of national economic independence and political independence. The new road of industrialization requires our country's industrial enterprises to achieve high scientific and technological content, good economic benefits, low consumption of resources, less environmental pollution, and full play of human resources. It is the reliable foundation and support of sustainable development of our country to combine these five aspects with the actual development of industrialization in our country. Therefore, the evaluation and analysis of the regional technical efficiency of the state-owned industrial enterprises in Liaoning Province is not only an effective way to understand the operating conditions of the industrial industries, but also an important means to improve the regional economic level of Liaoning Province. It is beneficial to the improvement and improvement of the state-owned industrial enterprises in Liaoning Province. On the basis of the existing research results, this paper first read a lot of literature on technical efficiency research and grasped the core idea of technical efficiency evaluation. This paper introduces the concepts of technical efficiency and regional technical efficiency and the relevant theoretical knowledge of the evaluation methods of technical efficiency, and then through the investigation and analysis of the current situation of the development of state-owned industrial enterprises in Liaoning Province, aiming at the problems existing in the development of the state-owned industrial enterprises in Liaoning Province. Data envelopment analysis method is used to evaluate the regional technical efficiency of state-owned industrial enterprises in Liaoning Province. Finally, the evaluation results are compared and analyzed horizontally and vertically, and the countermeasures and suggestions for improving the regional technical efficiency of state-owned industrial enterprises in Liaoning Province are given. By comparing and analyzing the evaluation results of regional technical efficiency in 14 cities of Liaoning Province, the author finds out the region with low level of technical efficiency, clarifies the distance between it and the frontier of regional production, and takes effective measures to improve the regional technical efficiency. It can narrow the gap between different regions of Liaoning Province, promote the sustainable development of regional economy in Liaoning Province, and have reference and reference significance for the formulation of regional economic development strategy of 14 cities in Liaoning Province.
