【摘要】：隨著經(jīng)濟(jì)社會(huì)國際化的發(fā)展趨勢,越南利用的外國直接投資正在日益猛烈增加并對越南經(jīng)濟(jì)及工業(yè)化-現(xiàn)代化事業(yè)起著十分重要的作用。 外國直接投資(Foreign Direct Investment-FDI)是現(xiàn)代資本國際化的一種主要形式,是投資發(fā)展的一個(gè)重要資本之一,有助于促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)移為工業(yè)化-現(xiàn)代化方向,開發(fā)新的行業(yè)、產(chǎn)品,提高管理能力及技術(shù)水平,擴(kuò)大出口市場,提供更多就業(yè)機(jī)會(huì),引導(dǎo)主動(dòng)參加經(jīng)濟(jì)一體化進(jìn)程。FDI被視為各個(gè)國家經(jīng)濟(jì)增長的一把金鑰匙。 1986年,越南政府開始提出工業(yè)化-現(xiàn)代化計(jì)劃,努力打造越南成為一個(gè)工業(yè)國家。1994年,政府決定推動(dòng)該計(jì)劃,頒發(fā)開放政策以使越南經(jīng)濟(jì)融入于世界與區(qū)域經(jīng)濟(jì)。FDI是實(shí)行那些主張的不可缺少因素。外資不僅解決發(fā)展社會(huì)投資的資金缺口,而且還為越南經(jīng)濟(jì)創(chuàng)造重要工業(yè)行業(yè),提供先進(jìn)的技術(shù),生產(chǎn)更多高質(zhì)量產(chǎn)品,提供更多就業(yè)機(jī)會(huì),促進(jìn)越南經(jīng)濟(jì)的內(nèi)生發(fā)展,為工業(yè)化-現(xiàn)代化事業(yè)創(chuàng)造一個(gè)綜合力量。 本文首先介紹越南工業(yè)化-現(xiàn)代化計(jì)劃的制定,發(fā)展階段以及越南進(jìn)行工業(yè)化與現(xiàn)代化需要的條件和背景。其次,通過亞洲四小龍和中國等國家的經(jīng)驗(yàn),為越南的工業(yè)化提出最基本的要求和發(fā)展戰(zhàn)略。然后,又通過分析FDI在越南的現(xiàn)狀以及其對越南投資、對外貿(mào)易、國民收入和技術(shù)進(jìn)步的影響來了解FDI促進(jìn)越南工業(yè)化和現(xiàn)代化的發(fā)展途徑。本文還進(jìn)行分析越南利用FDI的優(yōu)勢、劣勢、機(jī)會(huì)和威脅以清楚意識越南對外資的吸引力。最后,在此基礎(chǔ)之上,對越南吸引和利用外資的未來發(fā)展提出了相關(guān)建議,主要是管理方面和投資環(huán)境方面,繼續(xù)發(fā)揮已有的優(yōu)勢,盡量限制無需的困擾,既符合越南的工業(yè)化-現(xiàn)代化計(jì)劃的發(fā)展路線,又對促進(jìn)越南經(jīng)濟(jì)的快速發(fā)展具有一定的實(shí)用價(jià)值。
[Abstract]:With the development trend of the internationalization of the economy and society, the foreign direct investment used by Vietnam is increasing fiercely and plays a very important role in the economy of Vietnam and the cause of industrialization and modernization.
Foreign direct investment (Foreign Direct Investment-FDI) is one of the main forms of modern capital internationalization and one of the important capital of investment development. It helps to promote the transfer of economic structure to industrialization modernization, to develop new industries, products, improve management ability and technical level, expand export market and provide more employment. Opportunities to guide the active participation in the process of economic integration.FDI is regarded as a golden key to the economic growth of various countries.
In 1986, the Vietnamese government began to propose a plan for industrialization and modernization, trying to build Vietnam into an industrial country in.1994. The government decided to promote the plan and issue an open policy to integrate the Vietnamese economy into the world and the regional economy,.FDI is an indispensable factor in the implementation of those claims. Foreign investment is not only a solution to the lack of funds for the development of social investment. It also creates important industrial industries for the Vietnamese economy, provides advanced technology, produces more high quality products, provides more employment opportunities, promotes the endogenous development of Vietnam's economy, and creates a comprehensive strength for industrialization and modernization.
This article first introduces the formulation of Vietnam industrialization modernization plan, the stage of development and the conditions and background of industrialization and modernization in Vietnam. Secondly, it puts forward the most basic requirements and development strategies for Vietnam industrialization through the experience of four Asian dragons and China and other countries. Then, it also analyzes the current situation of FDI in Vietnam. And its impact on Vietnam investment, foreign trade, national income and technological progress to understand the way FDI promotes the industrialization and modernization of Vietnam. This article also analyzes the advantages, disadvantages, opportunities and threats of Vietnam to make clear the attraction of Vietnam to foreign capital. On the basis of this, Vietnam attracts and uses foreign capital on this basis. Some suggestions are put forward for the future development, mainly in the aspects of management and investment environment, which will continue to play an advantage and limit the unneeded problems. It is not only in line with the development line of the industrialization of Vietnam, but also has a practical value for the rapid development of Vietnam's economy.
