【摘要】：目前，產業(yè)集群已經成為全球范圍的經濟現(xiàn)象，作為一種極具生命力的經濟發(fā)展模式，無論在發(fā)達國家還是在發(fā)展中國家，都對經濟發(fā)展有著巨大的貢獻。例如美國硅谷的的信息技術產業(yè)集群、日本豐田的汽車產業(yè)集群，意大利中北部地區(qū)的皮革加工業(yè)集群等，在全球經濟中處于舉足輕重的地位。 我國的一些沿海地區(qū)，由產業(yè)集群帶動區(qū)域經濟發(fā)展的案例屢見不鮮，產業(yè)集群已經成為中國區(qū)域發(fā)展和產業(yè)布局的重要模式和發(fā)展趨勢，越來越多的地區(qū)產業(yè)發(fā)展具有集群化的趨勢。當前我國市場經濟體制改革的不斷深化，市場在資源配置中的作用充分發(fā)揮，然而因市場作用自身具有局限性，容易造成失靈。 在產業(yè)集群發(fā)展過程中，政府作用就在于彌補市場失靈和制度失效。由于產業(yè)集群存在市場失靈現(xiàn)象及由此產生的市場風險,需要政府公共政策的支持與引導,但由于政府的干預而引起經濟效益降低的行為也不在少數，這又決定了政府干預必須適度、有效。政府干預必須順應市場力量作用的方向,從公共產品的供給、制度保障、市場環(huán)境的維護、政策制定等方面,引導產業(yè)集群合理有序發(fā)展,創(chuàng)造一個有利于集群發(fā)展的良好外部環(huán)境。 因此,有必要從歷史和現(xiàn)實的角度審慎地認識產業(yè)集群的發(fā)展，以及政府所扮演的角色和定位，進而對政府行為有一個全面深刻的認識，在此基礎上對政府如何更好地服務于產業(yè)集群的發(fā)展才會有比較準確的認識。基于此，本文以日照市嵐山區(qū)鋼鐵及配套產業(yè)產業(yè)集群為研究對象，分析政府作用發(fā)揮及產業(yè)集群發(fā)展存在的問題，并從政府角度提出加快產業(yè)集群發(fā)展的對策及建議。 本文采用理論研究與工作實際相結合的方法，通過研究產業(yè)集群發(fā)展的相關理論，結合嵐山鋼鐵配套產業(yè)集群發(fā)展的實際情況，分析產業(yè)集群的發(fā)展現(xiàn)狀，旨在從地方政府角度對產業(yè)集群的發(fā)展提出相應的對策和建議。本文擬分為四部分。首先，，系統(tǒng)地介紹了國內外產業(yè)集群發(fā)展的相關理論；其次，闡述日照市嵐山區(qū)鋼鐵配套產業(yè)集群的發(fā)展現(xiàn)狀；再次，分析了現(xiàn)有鋼鐵配套產業(yè)集群發(fā)展過程中存在的問題；最后，從政府層面探討嵐山鋼鐵配套產業(yè)集群產業(yè)結構升級的策略，在相應的方面提出具體的、針對性的對策和建議。
[Abstract]:At present, industrial cluster has become a global economic phenomenon, as a very vital economic development model, both in developed and developing countries, have made great contributions to economic development. For example, the information technology industry cluster in Silicon Valley, the automobile industry cluster in Toyota, and the leather processing industry cluster in central and northern Italy play an important role in the global economy. In some coastal areas of China, there are many cases in which industrial clusters drive regional economic development. Industrial clusters have become an important pattern and trend of regional development and industrial distribution in China. More and more regional industrial development has the trend of cluster. At present, with the deepening of the reform of market economy system in our country, the role of the market in the allocation of resources is brought into full play. However, due to the limitation of the market function itself, it is easy to cause failure. In the process of industrial cluster development, the role of government is to make up for market failure and institutional failure. Due to the phenomenon of market failure and the market risk caused by the industrial cluster, it needs the support and guidance of the government public policy, but the behavior of economic benefit reduction caused by the government intervention is not few. This, in turn, determines that government intervention must be moderate and effective. Government intervention must conform to the direction of the role of market forces and guide the rational and orderly development of industrial clusters from the aspects of the supply of public goods, the protection of institutions, the maintenance of the market environment, the formulation of policies, etc. Create a favorable external environment for cluster development. Therefore, it is necessary to carefully understand the development of industrial clusters, as well as the role and orientation of the government, from the perspective of history and reality, so as to have a comprehensive and profound understanding of government behavior. On this basis, there will be a more accurate understanding of how the government can better serve the development of industrial clusters. Based on this, this paper takes the iron and steel industry cluster of Lanshan District of Rizhao City as the research object, analyzes the problems existing in the development of the industrial cluster and the role of the government, and puts forward the countermeasures and suggestions for accelerating the development of the industrial cluster from the point of view of the government. This paper adopts the method of combining the theory research with the work practice, through studying the relevant theories of the industrial cluster development, combining the actual situation of Lanshan iron and steel supporting industry cluster development, analyzing the development present situation of the industrial cluster. The aim is to put forward corresponding countermeasures and suggestions to the development of industrial cluster from the angle of local government. This paper is divided into four parts. Firstly, the paper systematically introduces the relevant theories of the development of domestic and foreign industrial clusters; secondly, expounds the current situation of the development of the iron and steel supporting industrial clusters in Lanshan District of Rizhao City; thirdly, analyzes the existing problems in the process of the development of the iron and steel supporting industrial clusters. Finally, the paper discusses the strategy of upgrading the industrial structure of Lanshan Iron and Steel supporting Industry Cluster from the government level, and puts forward concrete and targeted countermeasures and suggestions in the corresponding aspects.
