【摘要】：由于招商引資能夠在短期內(nèi)快速提高區(qū)域經(jīng)濟(jì)總量,也因此招商引資政策長(zhǎng)期以來(lái)都是推動(dòng)區(qū)域發(fā)展的重要手段。2012年以來(lái)中國(guó)經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),創(chuàng)新驅(qū)動(dòng)發(fā)展已經(jīng)成為國(guó)家、區(qū)域經(jīng)濟(jì)發(fā)展的核心戰(zhàn)略,由過去追求經(jīng)濟(jì)增長(zhǎng)速度,轉(zhuǎn)向追求提升經(jīng)濟(jì)發(fā)展質(zhì)量,追求創(chuàng)新能力提升。當(dāng)區(qū)域發(fā)展的核心戰(zhàn)略發(fā)生變化時(shí),招商引資政策目標(biāo)也會(huì)隨之發(fā)生轉(zhuǎn)變,更加注重服務(wù)于區(qū)域創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,以期通過招商引資加快區(qū)域創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型和區(qū)域創(chuàng)新能力提升。在政策量化的基礎(chǔ)上,以中山市2000—2015年的時(shí)間序列數(shù)據(jù),實(shí)證檢驗(yàn)了招商引資政策工具對(duì)區(qū)域創(chuàng)新能力的影響效應(yīng)。結(jié)果表明,招商引資政策對(duì)區(qū)域創(chuàng)新能力提升有一定的促進(jìn)作用;招商引資政策工具對(duì)區(qū)域創(chuàng)新能力提升存在差異化的影響,其中組織型和信息型政策工具對(duì)區(qū)域創(chuàng)新能力的提升產(chǎn)生正向影響,并且經(jīng)濟(jì)型、組織型和信息型三種政策工具的協(xié)同實(shí)施對(duì)區(qū)域創(chuàng)新能力的提升有顯著正向影響。
[Abstract]:Since attracting investment can rapidly increase the regional economic aggregate in the short term, the policy of attracting investment has long been an important means to promote regional development. Since 2012, China's economic development has entered a new normal. Innovation-driven development has become the core strategy of national and regional economic development, from the pursuit of economic growth speed in the past to the pursuit of improving the quality of economic development and the promotion of innovation ability. When the core strategy of regional development changes, the policy objective of attracting investment will also change and pay more attention to serving regional innovation-driven development strategy. In order to speed up the regional innovation-driven transformation and regional innovation ability by attracting investment. On the basis of policy quantification and time series data of Zhongshan City from 2000 to 2015, this paper empirically tests the effect of investment policy tools on regional innovation ability. The results show that the investment policy can promote the promotion of regional innovation ability to some extent, and the investment policy tools have different influence on the promotion of regional innovation ability. Among them, the organizational and informational policy tools have a positive impact on the promotion of regional innovation ability, and the synergistic implementation of the economic, organizational and informational policy tools has a significant positive impact on the promotion of regional innovation ability.
