【摘要】:重慶作為中國區(qū)域經(jīng)濟(jì)核心的重要組成部分,絕對算得上是中西部經(jīng)濟(jì)板塊的一個主角。加強(qiáng)與重慶的合作,借助重慶的產(chǎn)業(yè)和市場發(fā)展地區(qū)經(jīng)濟(jì),正在成為重慶毗鄰地區(qū)政府的一項(xiàng)共識。廣安市鄰水縣在成渝經(jīng)濟(jì)區(qū)建設(shè)大舉推進(jìn)的背景下,主動配戲、接戲,和重慶共舞,演繹了精彩“配角”。渝鄰合作中,鄰水是不折不扣的“配角”。然而,與周邊地區(qū)相比,鄰水在深度融入重慶、承接產(chǎn)業(yè)轉(zhuǎn)移的行動中,憑借其準(zhǔn)確定位、主動融入、優(yōu)質(zhì)服務(wù),已然占據(jù)先機(jī),鄰水經(jīng)濟(jì)開發(fā)區(qū)70%的企業(yè)來自重慶,80%的企業(yè)為重慶配套;80%的外銷農(nóng)畜產(chǎn)品銷往重慶;旅游接待總數(shù)的62%來自重慶……很顯然,在這場融入重慶的行動中,鄰水逐漸升級成為“主角”。實(shí)踐經(jīng)驗(yàn)和國內(nèi)外研究證明,一個地區(qū)投資環(huán)境的優(yōu)劣,是該地區(qū)能否有效地吸收外來投資的指標(biāo)性元素,特別在環(huán)狀區(qū)塊中,這是一地能否順利脫穎而出取得優(yōu)異引資成績的關(guān)鍵!巴顿Y環(huán)境”是某一地區(qū)經(jīng)濟(jì)社會發(fā)展綜合水平的一個指征,其與該區(qū)域內(nèi)整體經(jīng)濟(jì)社會發(fā)展的總體水平高低有著非常緊密的聯(lián)系,投資環(huán)境與經(jīng)濟(jì)發(fā)展水平互相影響,相互制約。地區(qū)的經(jīng)濟(jì)社會發(fā)展水平高低將直接影響該地區(qū)投資環(huán)境的好壞,投資環(huán)境是否良好又會直接影響資本、技術(shù)等各種生產(chǎn)要素的流動方向和流動的整體結(jié)構(gòu)方式,在這兩個因素的互相影響下,一個地區(qū)的經(jīng)濟(jì)結(jié)構(gòu)也就成型了。這幾年來,鄰水縣實(shí)施了以“工業(yè)強(qiáng)縣”為主導(dǎo)的發(fā)展戰(zhàn)略,將“主攻重慶,突破東南,進(jìn)軍江浙”作為招引外商投資的主要思路,實(shí)踐證明,取得了一些成果。鄰水縣的工業(yè)增加值連續(xù)多年增長幅度都是廣安市最高的,并且一直保持了很好的發(fā)展態(tài)勢。但是,公路等基礎(chǔ)設(shè)施建設(shè)比較差、招商引資來的企業(yè)利稅能力較弱,企業(yè)特別是大型企業(yè)的數(shù)量有限、整個地區(qū)的產(chǎn)業(yè)鏈條比較短,還沒有形成集團(tuán)性的整體優(yōu)勢等等問題困擾著鄰水縣的經(jīng)濟(jì)發(fā)展步伐。本文旨在研究成渝共建經(jīng)濟(jì)區(qū)背景下,政府主導(dǎo)下的鄰水與重慶合作共贏模式,分析鄰水縣與重慶市的政策對接,產(chǎn)業(yè)、基礎(chǔ)設(shè)施配套等方面的合作成效,并對區(qū)域合作突破省際差異、行政區(qū)域限制、區(qū)域競爭,大力發(fā)展重慶“配角經(jīng)濟(jì)”,實(shí)現(xiàn)彎道超車目標(biāo)進(jìn)行詮釋。鄰水利用自身的區(qū)域特征,發(fā)揮自身比較優(yōu)勢,抓住渝廣經(jīng)貿(mào)合作的契機(jī),進(jìn)一步加強(qiáng)與重慶的交流與合作。從四個方面破除合作的政府間壁壘:首先,政府層面相互加強(qiáng)合作,建立起雙方長期有效的良性互動關(guān)系;其次,加強(qiáng)與重慶在發(fā)展規(guī)劃、發(fā)展政策等方面的銜接,打通重慶區(qū)域內(nèi)向外轉(zhuǎn)移產(chǎn)業(yè)進(jìn)入鄰水的障礙;第三,協(xié)調(diào)區(qū)域內(nèi)的金融機(jī)構(gòu)和金融平臺,營造良好的銀企環(huán)境,并主動向上爭取針對鄰水的特有的融資政策;第四,加強(qiáng)與重慶合作共建產(chǎn)業(yè)園區(qū)的步伐,所得稅收兩地分成,實(shí)現(xiàn)鄰渝兩地合作的互利共贏。
[Abstract]:Chongqing, as an important component of China's regional economy, is absolutely a leading role in the central and western economic sectors. Strengthening the cooperation with Chongqing and developing regional economy with the help of Chongqing's industry and market is becoming a consensus of Chongqing's neighboring governments. Under the background of the construction of Chengdu-Chongqing Economic Zone, Guang'an Linshui County took the initiative to play, took the play, and danced with Chongqing, deducing the wonderful supporting role. In the cooperation between Chongqing and neighboring countries, adjacent water is a complete supporting role. However, compared with the surrounding areas, in the process of deep integration of neighboring waters into Chongqing and undertaking industrial transfer, with the help of its accurate positioning, active integration and quality service, it has already occupied a leading position. 70% of the enterprises in Lishui Economic Development Zone come from Chongqing, 80% of the enterprises sell agricultural and livestock products to Chongqing, and 62% of the total tourist reception comes from Chongqing. Obviously, in this integration of Chongqing, neighboring water gradually escalated into a "protagonist." Practical experience and domestic and foreign studies have proved that the advantages and disadvantages of an investment environment in a region are the index elements of whether the region can effectively absorb foreign investment, especially in ring blocks. This is the key to success in attracting investment. The "investment environment" is an indication of the comprehensive level of economic and social development in a certain region. It is closely related to the overall level of economic and social development in the region, and the investment environment and the level of economic development interact with each other. Mutual restriction. The level of economic and social development in the region will directly affect the quality of the investment environment in the region. Whether the investment environment is good or not will directly affect the flow direction and the overall structure of the flow of various factors of production, such as capital, technology, etc. Under the mutual influence of these two factors, the economic structure of a region is formed. In the past few years, Linshui County has implemented the development strategy of "strong industrial county" as the main way of attracting foreign investment, and has made some achievements. The main idea of attracting foreign investment is "mainly attacking Chongqing, breaking through the southeast and marching into Jiangsu and Zhejiang provinces". The increase rate of industrial added value in Nishui County is the highest in Guang'an City for many years, and it has maintained a good development trend. However, the construction of infrastructure such as roads is relatively poor, the ability of enterprises to attract investment to attract investment is relatively weak, the number of enterprises, especially large enterprises, is limited, and the industrial chain in the whole region is relatively short. There is not yet a group of overall advantages and other issues puzzling the pace of economic development in Nishui County. The purpose of this paper is to study the win-win cooperation between neighboring water and Chongqing under the background of Chengdu-Chongqing economic zone, and to analyze the policy docking, industry and infrastructure matching of Linshui County and Chongqing. The paper also explains how regional cooperation breaks through the inter-provincial differences, administrative region restrictions, regional competition, and vigorously develops Chongqing's "supporting economy" to achieve the goal of overtaking by detours. The neighboring waters make use of their own regional characteristics, exert their own comparative advantages, seize the opportunity of economic and trade cooperation between Chongqing and Guangzhou, and further strengthen the exchanges and cooperation with Chongqing. To break down the intergovernmental barriers to cooperation from four aspects: first, to strengthen mutual cooperation at the government level, and to establish a long-term and effective positive interaction between the two sides; second, to strengthen the convergence with Chongqing in the areas of development planning and development policies, etc. Third, coordinate the financial institutions and financial platforms in the region, create a good environment for banks and enterprises, and take the initiative to strive for financing policies specific to neighboring waters; fourth, Strengthen the cooperation with Chongqing to build industrial parks, tax revenue divided into two places, to achieve win-win cooperation between neighbouring and Chongqing.
