【摘要】：國家級新區(qū)和自貿(mào)區(qū)在國家和區(qū)域經(jīng)濟發(fā)展及轉(zhuǎn)型升級過程中扮演著重要角色。區(qū)域發(fā)展戰(zhàn)略已開始由競爭轉(zhuǎn)為合作與競爭,國家級新區(qū)及自貿(mào)區(qū)的發(fā)展戰(zhàn)略也應(yīng)由競爭主導轉(zhuǎn)變?yōu)楹献鞲偁幹鲗А膰鴥?nèi)環(huán)境看,南沙新區(qū)作為雙區(qū)疊加享受國家財政、金融等方面支持政策,享受廣東省賦予南沙省級行政管理職權(quán);從國際環(huán)境看,全球制造業(yè)的生產(chǎn)中心逐漸向欠發(fā)達地區(qū),特別是經(jīng)濟增長迅速和發(fā)展中國家轉(zhuǎn)移,南沙新區(qū)現(xiàn)有的制造業(yè)及物流產(chǎn)業(yè)基礎(chǔ)為南沙新區(qū)開展對外合作與競爭提供了機會。本文基于區(qū)域發(fā)展戰(zhàn)略、合作與競爭戰(zhàn)略、博弈論等相關(guān)理論,對廣州南沙新區(qū)的合作與競爭戰(zhàn)略進行進一步深入分析,提出合作競爭發(fā)展戰(zhàn)略中面臨的問題,同時分析了這些問題的主要原因,提出了廣州南沙新區(qū)合作與競爭發(fā)展戰(zhàn)略的具體實施方案和保障措施。本文首先闡明了研究背景及意義,在區(qū)域發(fā)展戰(zhàn)略、合作與競爭戰(zhàn)略等相關(guān)理論基礎(chǔ)進行了梳理;第二部分分析了南沙新區(qū)實施合作競爭戰(zhàn)略的必要性;第三部分對廣州南沙新區(qū)合作與競爭戰(zhàn)略的內(nèi)外部環(huán)境做了詳細的分析。結(jié)合發(fā)展優(yōu)勢(區(qū)位優(yōu)勢、產(chǎn)業(yè)優(yōu)勢及政策優(yōu)勢),從現(xiàn)有產(chǎn)業(yè)間的合作與競爭兩方面對南沙新區(qū)合作與競爭戰(zhàn)略的內(nèi)部環(huán)境做了詳細的分析。結(jié)合與同類區(qū)域及周邊區(qū)域的比較分析,分析了南沙新區(qū)在發(fā)展過程中面臨的挑戰(zhàn)與機遇;第四部分確定了南沙新區(qū)合作競爭戰(zhàn)略的指導思想、原則,南沙新區(qū)的戰(zhàn)略定位和戰(zhàn)略目標,最后確定戰(zhàn)略重點;第五部分結(jié)合上文對南沙新區(qū)的分析,提出重點建設(shè)南沙新區(qū)合作競爭的機制,通過協(xié)調(diào)與競爭機制來建立合作競爭機制。同時,提出了構(gòu)建南沙新區(qū)戰(zhàn)略實施的重大舉措,包括合作競爭基本框架、外部合作平臺、內(nèi)部合作條件等,最后提出建立保障機制,加強組織實施。
[Abstract]:State-level new zones and free-trade zones play an important role in the process of national and regional economic development and transformation and upgrading. The regional development strategy has begun to change from competition to cooperation and competition, and the development strategy of national new area and free trade area should be changed from competition leading to cooperation competition leading. From the point of view of domestic environment, Nansha New District, as a dual district, enjoys state financial and financial support policies, and enjoys the provincial administrative powers conferred on Nansha by Guangdong Province; from the perspective of the international environment, The production center of the global manufacturing industry is gradually shifting to the underdeveloped regions, especially the rapid economic growth and the developing countries. The existing manufacturing and logistics industry foundation of Nansha New area provides opportunities for the Nansha New area to carry out foreign cooperation and competition. Based on the regional development strategy, cooperation and competition strategy, game theory and other relevant theories, this paper makes a further in-depth analysis of the cooperation and competition strategy in Nansha New District of Guangzhou, and puts forward the problems faced in the development strategy of cooperative competition. At the same time, this paper analyzes the main reasons of these problems, and puts forward the concrete implementation plan and safeguard measures of the development strategy of cooperation and competition in Nansha New District of Guangzhou. Firstly, this paper clarifies the background and significance of the research, combs the relevant theoretical basis of regional development strategy, cooperation and competition strategy, etc. The second part analyzes the necessity of implementing cooperative competition strategy in Nansha New area. The third part makes a detailed analysis on the internal and external environment of the cooperation and competition strategy in Nansha New District of Guangzhou. Combined with the advantages of development (location advantage, industrial advantage and policy advantage), this paper makes a detailed analysis on the internal environment of the cooperation and competition strategy of Nansha New area from the two aspects of cooperation and competition among existing industries. Based on the comparative analysis with the similar regions and surrounding regions, this paper analyzes the challenges and opportunities in the development of Nansha New area, the fourth part defines the guiding ideology and principles of Nansha New area Cooperation and Competition Strategy. The strategic orientation and strategic objectives of Nansha New area, and finally determine the strategic focus. Part five, based on the above analysis of Nansha New area, puts forward the mechanism of key construction of Nansha New area cooperation and competition. To establish cooperative competition mechanism through coordination and competition mechanism. At the same time, this paper puts forward some important measures to implement the strategy of building Nansha New District, including the basic framework of cooperation and competition, external cooperation platform, internal cooperation conditions, etc. Finally, it puts forward the establishment of safeguard mechanism to strengthen the organizational implementation.
