【摘要】：在區(qū)域經(jīng)濟一體化進程中,地方政府為追求自身利益最大化必然展開博弈,但是不同博弈行為導(dǎo)致的結(jié)果不同,只有競合博弈行為才是區(qū)域經(jīng)濟一體化中政府之間最優(yōu)的博弈行為,但現(xiàn)實中政府競合博弈面臨合作的"囚徒困境",要破解合作困境,需要政府采取合理的博弈策略。研究發(fā)現(xiàn),區(qū)域經(jīng)濟一體化中地方政府間競合博弈需要滿足一些條件,但現(xiàn)實中存在著制約地方政府間競合博弈的不利因素,要打破合作博弈的"囚徒困境",需要地方政府從共建完善的區(qū)域一體化軟硬件環(huán)境、打造和諧的區(qū)域合作府際關(guān)系、構(gòu)建公平的區(qū)域間利益協(xié)調(diào)平衡機制和建立有效的行為監(jiān)督獎懲機制等方面進行角色重新定位。
[Abstract]:In the process of regional economic integration, local governments must play games to maximize their own interests, but different game behaviors lead to different results. Only competing game behavior is the best game behavior between governments in regional economic integration, but in reality, government competition game faces the "prisoner's dilemma" of cooperation. To solve the cooperation dilemma, the government needs to adopt reasonable game strategy. It is found that the local governments need to meet some conditions in the regional economic integration, but in reality there are some unfavorable factors that restrict the local governments' competition and cooperation game. In order to break the "prisoner's dilemma" of cooperative game, it is necessary for the local government to build a perfect environment of regional integration software and hardware, and to build a harmonious regional cooperative relationship between governments. It is necessary to establish a fair mechanism of inter-regional interest coordination and balance, and to establish an effective mechanism of behavior supervision, reward and punishment, and so on, to reposition their roles.
