“政產(chǎn)學研用”協(xié)同創(chuàng)新視角下內蒙古地區(qū)科技人才培養(yǎng)發(fā)展問題與對策研究

【摘要】:當今世界,人類社會進入了一個新的時代,一個改革的時代,一個創(chuàng)新的時代。我國已經(jīng)開始為邁向社會主義現(xiàn)代化建設第三步戰(zhàn)略做好準備。在21世紀的現(xiàn)在,把中國建設成為富強、民主、文明、和諧的社會主義現(xiàn)代化國家,是全國百姓心中的長遠目標。與此同時,科技發(fā)展的速度已經(jīng)超出人們想象,以計算機技術、生物科學技術為代表的高技術產(chǎn)業(yè)發(fā)展迅速,影響著全世界各族人民生活的方方面面。 內蒙古自治區(qū)科技人才培養(yǎng)模式的構建關系著內蒙古自治區(qū)自主創(chuàng)新能力的提高,影響著內蒙古自治區(qū)的核心競爭力,對內蒙古自治區(qū)的經(jīng)濟社會發(fā)展起著舉足輕重的作用,研究內蒙古自治區(qū)科技人才培養(yǎng)的目的在于為自治區(qū)開展科技人才培養(yǎng)工作提供具有參考價值的理論支持和實踐見解。 本文在搜集了大量統(tǒng)計數(shù)據(jù)的基礎上,綜合運用了人力資源管理、統(tǒng)計學的知識,采用定量與定性相結合的方法對內蒙古“政產(chǎn)學研用”協(xié)同創(chuàng)新人才培養(yǎng)模式進行了闡述。 解決當前人才供需矛盾的關鍵是創(chuàng)新人才培養(yǎng)模式,人才培養(yǎng)中科技人才的發(fā)展是至關重要的一個方面,本文考慮高校主要服務面向的區(qū)域經(jīng)濟特點,調研支柱產(chǎn)業(yè)發(fā)展和人才需求現(xiàn)狀,針對當前科技人才培養(yǎng)中的弊端,力求不斷更新教育理念,將專業(yè)結構設計提前,重構科技人才培養(yǎng)方案,優(yōu)化師資隊伍建設,加強實驗實訓條件,可以解決目前校企合作靜止的、末梢的特點,探索出一條適應產(chǎn)業(yè)人才需求、對內蒙古有一定借鑒意義的人才培養(yǎng)模式改革之路。
[Abstract]:In today's world, human society has entered a new era, an era of reform, an era of innovation. China has begun to prepare for the third step of socialist modernization. In the 21st century, building China into a prosperous, democratic, civilized and harmonious socialist modern country is the long-term goal in the hearts of the people. At the same time, the speed of the development of science and technology has exceeded people's imagination. The high-tech industry, represented by computer technology and biological science and technology, is developing rapidly, which affects all aspects of the life of people of all nationalities all over the world. The construction of scientific and technological talents training mode in Inner Mongolia Autonomous region is related to the improvement of independent innovation ability of Inner Mongolia Autonomous region, the core competitiveness of Inner Mongolia Autonomous region, and plays an important role in the economic and social development of Inner Mongolia Autonomous region. The purpose of this study is to provide theoretical support and practical opinions for the development of scientific and technological talents training in Inner Mongolia Autonomous region. On the basis of collecting a great deal of statistical data, this paper makes comprehensive use of the knowledge of human resource management and statistics, and adopts the method of combining quantitative and qualitative analysis to expound the mode of cooperative innovation talents training in Inner Mongolia for the use of politics, industry, education and research. The key to solve the contradiction between supply and demand of talents is to innovate the training mode of talents, and the development of scientific and technological talents is an important aspect in the cultivation of talents. This paper considers the regional economic characteristics of the main service orientation of colleges and universities. The research pillar industry development and the talent demand present situation, in view of the present science and technology talented person training malpractice, strives to renew the education idea unceasingly, designs the specialized structure ahead of time, reconstructs the science and technology talented person training plan, optimizes the teacher troop construction, Strengthening the conditions of experimental training can solve the static and ending characteristics of the cooperation between schools and enterprises at present, and explore a way to reform the talent training mode which adapts to the demand of industrial talents and has certain reference significance for Inner Mongolia.
