【摘要】：城市群是全球城市化發(fā)展主流趨勢的伴隨物,也是我國新型城鎮(zhèn)化的主體形態(tài)。城市群層級體系的完善與否直接影響到區(qū)域經(jīng)濟(jì)整體功能的充分發(fā)揮。本文以成渝城市群為研究對象,在對國內(nèi)外相關(guān)文獻(xiàn)、理論的梳理基礎(chǔ)上,研究成渝城市群層級體系形成及其協(xié)調(diào)。研究成渝城市群層級體系有利于推動長江經(jīng)濟(jì)帶上游經(jīng)濟(jì)區(qū)協(xié)調(diào)發(fā)展。首先,在對成渝城市群地域構(gòu)成界定基礎(chǔ)上,分析成渝城市群層級體系現(xiàn)狀。研究結(jié)果顯示,無論是經(jīng)濟(jì)發(fā)展還是城鎮(zhèn)化水平,成渝城市群都呈現(xiàn)出明顯空間差異和空間分形特征。進(jìn)行層級分析可知,成渝城市群層級體系不完善,缺乏超大城市,且大中城市數(shù)量不足,小城市數(shù)量多但發(fā)展水平低。其次,對成渝城市群層級體系實(shí)證研究。研究表明,成渝城市群層級體系基本符合齊普夫定律。但帕累托指數(shù)略大于1,屬于城市人口分布差異較大、首位城市不強(qiáng)的城市體系。實(shí)證分析得出:產(chǎn)業(yè)結(jié)構(gòu)、科技發(fā)展水平及融資能力是城市群等級規(guī)模的重要影響因素。最后,依據(jù)成渝城市群層級體系現(xiàn)狀,綜合考慮各城市發(fā)展規(guī)劃及發(fā)展?jié)摿?提出針對性的成渝城市群層級體系完善路徑:繼續(xù)提高成都、重慶城市經(jīng)濟(jì)輻射勢能,強(qiáng)化其輻射帶動作用;將南充、綿陽、達(dá)州作為副中心城市,促進(jìn)它們發(fā)展為特大城市,以彌補(bǔ)特大城市斷層短板;促進(jìn)瀘州、自貢、遂寧、內(nèi)江、樂山等城市向Ⅰ型大城市發(fā)展;繼續(xù)推動原有中等城市規(guī)模擴(kuò)展,并選擇有潛力的小城市發(fā)展為中等城市;促進(jìn)小城市規(guī)模擴(kuò)張,更好的發(fā)揮鏈接城鄉(xiāng)的紐帶作用。
[Abstract]:Urban agglomeration is the main form of new urbanization in China as well as the main trend of global urbanization. The perfection of urban agglomeration hierarchy system directly affects the full play of the whole function of regional economy. Taking Chengdu-Chongqing urban agglomeration as the research object, this paper studies the formation and coordination of the hierarchical system of Chengdu-Chongqing urban agglomeration on the basis of combing the relevant literatures and theories at home and abroad. The study of the hierarchical system of Chengdu-Chongqing urban agglomeration is conducive to the coordinated development of the upstream economic zone of the Yangtze River Economic Belt. Firstly, on the basis of defining the regional composition of Chengdu-Chongqing urban agglomeration, the present situation of Chengdu-Chongqing urban agglomeration hierarchy system is analyzed. The results show that there are obvious spatial differences and fractal features in Chengdu-Chongqing urban agglomeration both in terms of economic development and urbanization level. The hierarchical analysis shows that the hierarchical system of Chengdu-Chongqing urban agglomeration is not perfect, lacking of megacities, and the number of large and medium-sized cities is insufficient, and the number of small cities is more than that of small cities, but the level of development is low. Secondly, empirical study on the hierarchical system of Chengdu-Chongqing urban agglomeration. The study shows that the hierarchical system of Chengdu-Chongqing urban agglomeration basically conforms to Zipf's law. However, the Pareto index is a little more than 1, which belongs to the urban system which has great difference in population distribution and is not strong in the first city. The empirical analysis shows that the industrial structure, the level of scientific and technological development and the ability of financing are the important factors affecting the scale of urban agglomeration. Finally, according to the present situation of Chengdu-Chongqing urban agglomeration hierarchy system, and considering the development planning and development potential of each city synthetically, the paper puts forward the way to perfect the hierarchical system of Chengdu-Chongqing urban agglomeration: continue to improve the urban economic radiation potential energy of Chengdu and Chongqing. Strengthening its radiation-driven role; taking Nanchong, Mianyang and Dazhou as sub-central cities to promote their development into mega-cities to make up for the fault plates in mega-cities; and promoting Luzhou, Zigong, Suining and Neijiang, Leshan and other cities develop to type I big cities; continue to promote the expansion of the original medium-sized cities, and choose the potential small cities to develop into medium cities; promote the scale expansion of small cities and play a better role as a link between urban and rural areas.
