【摘要】：在20世紀(jì)90年代初期,我國(guó)在國(guó)際上通行的自由貿(mào)易區(qū)、出口加工區(qū)模式的基礎(chǔ)上設(shè)立了一種特殊的保稅區(qū)模式。這種保稅區(qū)就是由中國(guó)國(guó)務(wù)院批準(zhǔn)設(shè)立的一類(lèi)在我國(guó)國(guó)土上的一類(lèi)特殊經(jīng)濟(jì)區(qū)域,是我國(guó)深化改革、擴(kuò)大開(kāi)放的新生事物,是繼經(jīng)濟(jì)特區(qū)、經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)之后,開(kāi)放層次最高的外向型特殊經(jīng)濟(jì)區(qū)域。 1987年12月25日,由深圳市政府批準(zhǔn)隨后經(jīng)過(guò)中國(guó)國(guó)務(wù)院正式批準(zhǔn)的深圳沙頭角保稅區(qū)是中國(guó)最早成立的一個(gè)保稅區(qū),也是全國(guó)成立最早、面積最小、單位產(chǎn)值最高的保稅區(qū),在過(guò)去的歲月里創(chuàng)造了足可稱(chēng)“輝煌”的經(jīng)濟(jì)發(fā)展奇跡。但2008年的金融危機(jī)卻令沙頭角保稅區(qū)區(qū)內(nèi)企業(yè)發(fā)展難以為繼,企業(yè)運(yùn)作困難,訂單減少明顯,各項(xiàng)經(jīng)濟(jì)指標(biāo)嚴(yán)重下滑；工業(yè)總產(chǎn)值從2006年最高峰296.65億元跌至2008年的208.48億元；企業(yè)數(shù)和員工數(shù)急劇減少。員工人數(shù)從2007年11月最高峰的4萬(wàn)多人減少到現(xiàn)在的2萬(wàn)人左右；沙頭角保稅區(qū)區(qū)域經(jīng)濟(jì)發(fā)展開(kāi)始經(jīng)歷著一場(chǎng)前所未有的嚴(yán)峻考驗(yàn),陷入了空前困境。隨著國(guó)際經(jīng)濟(jì)形勢(shì)的急劇改變及國(guó)內(nèi)產(chǎn)業(yè)的轉(zhuǎn)型升級(jí),深圳市沙頭角保稅區(qū)應(yīng)進(jìn)行市場(chǎng)分析、重新進(jìn)行市場(chǎng)定位,要大力發(fā)展高增值現(xiàn)代新興產(chǎn)業(yè),盡早由“中國(guó)制造”轉(zhuǎn)變成“中國(guó)創(chuàng)造”。 本文從深圳產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、城市發(fā)展、競(jìng)爭(zhēng)格局等方面分析深圳沙頭角保稅區(qū)發(fā)展趨勢(shì),并根據(jù)沙頭角保稅區(qū)的切身情況,給其發(fā)展戰(zhàn)略及實(shí)施策略提出切實(shí)可行的建議,通過(guò)重點(diǎn)發(fā)展高增值的創(chuàng)意設(shè)計(jì)、現(xiàn)代科技和現(xiàn)代服務(wù)業(yè),主打黃金珠寶產(chǎn)業(yè),形成核心競(jìng)爭(zhēng)力；升級(jí)園區(qū)內(nèi)產(chǎn)業(yè),改善園區(qū)產(chǎn)業(yè)結(jié)構(gòu)；優(yōu)化空間布局,提升資源利用效率；推進(jìn)信息平臺(tái)建設(shè),構(gòu)建新型貨物通關(guān)模式。按照“中國(guó)創(chuàng)造”的模式來(lái)促進(jìn)沙頭角保稅區(qū)的再次騰飛,希望有助于深圳沙頭角保稅區(qū)走出困境,重塑輝煌。
[Abstract]:In the early 1990s, China established a special bonded zone model on the basis of the international free trade zone and export processing zone model. This bonded area is a kind of special economic area approved by the State Council of China. It is a new thing for deepening reform and expanding the opening up of our country. It is a special economic zone and an economic and technological development zone after the special economic zone. Open the highest level of export-oriented special economic regions. On December 25, 1987, the Shenzhen Shatoujiao bonded area, which was approved by the Shenzhen Municipal Government and then officially approved by the State Council of China, is the first bonded area in China to be established. It is also the first bonded area in China with the smallest area and the highest unit output value. In the past years have created what can be called "brilliant" economic development miracle. However, the financial crisis of 2008 has made the development of enterprises in the bonded area of Sha Tau Kok difficult to sustain, the operation difficulties of enterprises, the decrease of orders and the serious decline of various economic indicators, the total industrial output value fell from the peak of 29.665 billion yuan in 2006 to 20.848 billion yuan in 2008; The number of businesses and employees has fallen sharply. The number of employees has been reduced from the peak of more than 40,000 in November 2007 to about 20,000 now. The development of the regional economy in the bonded area of Sha Tau Kok has experienced an unprecedented severe test and has fallen into an unprecedented predicament. With the sharp changes in the international economic situation and the transformation and upgrading of domestic industries, the Shenzhen Shatoujiao bonded area should carry out market analysis, re-position the market, and vigorously develop high value-added modern emerging industries. Change from "made in China" to "made in China" as soon as possible. This paper analyzes the development trend of Shenzhen Shatoujiao bonded area from the aspects of industrial transformation and upgrading, urban development and competition pattern, and puts forward practical suggestions for its development strategy and implementation strategy according to the relevant situation of Sha Tau Kok bonded area. Through the development of high value-added creative design, modern science and technology and modern service industry, the main gold jewelry industry to form the core competitiveness; upgrade the industry in the park, improve the industrial structure of the park, optimize the spatial layout, enhance the efficiency of resource utilization; Promote the construction of information platform, build a new mode of customs clearance of goods. According to the "China creation" model to promote the Shatoujiao bonded zone to take off again, hoping to help Shenzhen Shatoujiao bonded zone out of the predicament and restore brilliance.
