西部經(jīng)濟(jì)轉(zhuǎn)型發(fā)展中地方政府合作模式研究

【摘要】:改革開放以來(lái),我國(guó)國(guó)民生產(chǎn)總值穩(wěn)步上漲,在全球經(jīng)濟(jì)發(fā)展中占有重要地位。但在高速發(fā)展的背后依然存在需要改進(jìn)優(yōu)化的地方,例如以往大量的勞動(dòng)密集型產(chǎn)業(yè)、資源密集型產(chǎn)業(yè)已經(jīng)不適宜現(xiàn)如今的經(jīng)濟(jì)發(fā)展趨勢(shì),需要轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。在當(dāng)今世界經(jīng)濟(jì)聯(lián)系日益緊密的環(huán)境下,區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展是大勢(shì)所趨,在經(jīng)濟(jì)轉(zhuǎn)型的過(guò)程中,我國(guó)東部沿海地區(qū)優(yōu)先發(fā)展,造成東西經(jīng)濟(jì)和社會(huì)水平斷層、貧富差距加大、環(huán)境污染無(wú)人治理等社會(huì)問(wèn)題。為縮小東西部經(jīng)濟(jì)差異,中央部署了西部大開發(fā)政策,近幾年該政策成果顯著,西部地區(qū)經(jīng)濟(jì)得以高速發(fā)展,在生產(chǎn)總值和交通、水電等基礎(chǔ)設(shè)施方面取得了顯著成效,然而這種外生型經(jīng)濟(jì)增長(zhǎng)模式也給西部經(jīng)濟(jì)未來(lái)發(fā)展帶來(lái)了負(fù)面影響,地區(qū)間的經(jīng)濟(jì)水平的差異化為地方政府合作提供了必要性和可能性。在西部經(jīng)濟(jì)轉(zhuǎn)型背景下,各地方政府在合作實(shí)踐過(guò)程中,由于不同的經(jīng)濟(jì)發(fā)展水平和區(qū)位特點(diǎn),形成了不同的合作治理模式。本文經(jīng)過(guò)分析總結(jié),提煉歸納出三種典型模式,分別是對(duì)口支援合作模式、網(wǎng)絡(luò)合作模式和層級(jí)增長(zhǎng)極合作模式。對(duì)口支援模式主要源于國(guó)家為解決東西部差異問(wèn)題而提出的東部支援西部政策,本文以東部支援新疆天山北坡經(jīng)濟(jì)區(qū)為例,將對(duì)口支援模式進(jìn)行分析。網(wǎng)絡(luò)合作模式是指各地方政府之間相互作用聯(lián)系,形成巨大的合作網(wǎng)絡(luò),本文以廣西北部灣為例對(duì)該模式進(jìn)行分析。層級(jí)增長(zhǎng)極合作模式主要是區(qū)域圈層中有若干個(gè)增長(zhǎng)極地區(qū),該地區(qū)的政府起到領(lǐng)頭作用,以其輻射影響帶領(lǐng)各層級(jí)其他地區(qū)產(chǎn)生合作關(guān)系,本文以成渝經(jīng)濟(jì)區(qū)為主體分析。在選取了典型合作模式之后,本文從原理、實(shí)現(xiàn)和問(wèn)題三個(gè)角度對(duì)模式進(jìn)行驗(yàn)證分析,并提出西部地方政府的合作模式的區(qū)別和內(nèi)在聯(lián)系,以及如何拓展到西部其他經(jīng)濟(jì)區(qū)政府合作中,這也是本文研究的精華所在。本文第一章主要闡述對(duì)西部地區(qū)主要經(jīng)濟(jì)區(qū)的研究意義,并從區(qū)域政府合作方面比較國(guó)內(nèi)外學(xué)者的研究成果以及西部大開發(fā)前后國(guó)內(nèi)學(xué)者的研究;第二章主要梳理經(jīng)濟(jì)轉(zhuǎn)型發(fā)展下地方政府合作的理論邏輯。第三章對(duì)西部經(jīng)濟(jì)轉(zhuǎn)型背景進(jìn)行分析闡述,并簡(jiǎn)要介紹三種典型合作模式,以及這三種模式的選擇依據(jù)和分析路徑;第四、五、六章分別對(duì)每個(gè)模型原理、運(yùn)行、實(shí)現(xiàn)以及不足進(jìn)行分析;第七章在前文的研究基礎(chǔ)上分別對(duì)西部地方政府的合作模式總結(jié)評(píng)價(jià),提煉出西部地方政府合作模式的三個(gè)層次,并為其他經(jīng)濟(jì)區(qū)的政府合作提供參考;第八章提出結(jié)論以及后續(xù)展望。
[Abstract]:Since the reform and opening up, China's gross national product has risen steadily, occupies an important position in the global economic development.However, behind the rapid development, there are still places that need to be improved and optimized. For example, a large number of labor-intensive industries in the past, resource-intensive industries are no longer suitable for the current economic development trend and need to change the mode of economic development.Promote the upgrading of industrial structure.Under the environment of increasingly close economic ties in the world today, the coordinated development of regional economy is the trend of the times. In the process of economic transformation, priority has been given to the development of the eastern coastal areas of China, which has resulted in a fault in the economic and social levels of the east and west, and a widening gap between the rich and the poor.Environmental pollution and other social problems.In order to narrow the economic gap between the east and the west, the central government has deployed the policy of large-scale development of the west. In recent years, the policy has achieved remarkable results, the economy of the western region has developed at a high speed, and remarkable results have been achieved in terms of the gross domestic product, transportation, hydropower and other infrastructure facilities.However, this kind of exogenous economic growth mode also brings negative influence to the future development of the western economy, and the difference of regional economic level provides the necessity and possibility for the local government cooperation.Under the background of western economic transformation, different local governments have formed different cooperative governance models due to different economic development levels and location characteristics in the process of cooperation practice.Through analysis and summary, three typical models are abstracted: counterpart support cooperation, network cooperation and hierarchical growth pole cooperation.The counterpart support mode is mainly derived from the policy of the eastern support to the west proposed by the state to solve the problem of the difference between the east and the west. This paper takes the eastern support for the northern slope economic zone of Xinjiang Tianshan as an example and analyzes the corresponding support mode.The mode of network cooperation refers to the interaction between local governments and forms a huge cooperative network. This paper takes the Beibu Gulf of Guangxi as an example to analyze this model.The cooperation mode of hierarchical growth pole is mainly that there are several growth poles in the regional circle. The government of this region plays a leading role in leading other regions in various levels to produce cooperative relations with its radiation effects. This paper takes Chengdu-Chongqing Economic Zone as the main body of analysis.After selecting the typical cooperation mode, this paper verifies and analyzes the model from three angles of principle, realization and problem, and puts forward the difference and internal relation of the cooperation mode of western local government.And how to expand to other economic regions of the western government cooperation, this is the essence of this study.The first chapter of this paper mainly expounds the significance of the research on the main economic zones of the western region, and compares the research results of domestic and foreign scholars from the aspect of regional government cooperation and the research of domestic scholars before and after the development of the western region.The second chapter mainly combs the theory logic of the local government cooperation under the economic transformation development.The third chapter analyzes the background of the western economic transformation, and briefly introduces the three typical modes of cooperation, as well as the selection basis and analysis path of the three models; the fourth, fifth and sixth chapters, respectively, to each model principle, operation,The seventh chapter summarizes and evaluates the cooperation mode of the western local government on the basis of the previous research, abstracts the three levels of the western local government cooperation mode.It also provides reference for the government cooperation in other economic zones. Chapter 8 puts forward conclusions and future prospects.
