【摘要】：從失配的角度,嘗試提出基本公共服務(wù)失配度的概念,并將生態(tài)系統(tǒng)評(píng)估中的健康距離模型引入到基本公共服務(wù)研究中,研究了2003—2012年?yáng)|北地區(qū)基本公共服務(wù)失配度的時(shí)空格局演化過程及形成機(jī)理。研究發(fā)現(xiàn):時(shí)間序列上,東北地區(qū)基本公共服務(wù)失配度演化分為高度失配主導(dǎo)階段(2003—2004年),失配度徘徊下降階段(2005—2008年)和失配度快速下降階段(2009—2012年);基本公共服務(wù)失配度整體上呈現(xiàn)下降趨勢(shì),且區(qū)域絕對(duì)差異不斷擴(kuò)大�？臻g演化上,失配度空間格局呈現(xiàn)由高度失配均衡格局向低度失配均衡格局演進(jìn)的趨勢(shì),并逐漸呈現(xiàn)"T"字形格局;形成三個(gè)基本公共服務(wù)配置較好的高值中心,且空間外溢效應(yīng)顯現(xiàn);省際之間遼寧配置較好,黑龍江和內(nèi)蒙古東部次之,吉林失配較為嚴(yán)重,且內(nèi)部區(qū)域差異呈擴(kuò)大趨勢(shì)。區(qū)域經(jīng)濟(jì)空間結(jié)構(gòu)變遷、地方政府公共服務(wù)政策以及國(guó)家宏觀政策調(diào)控共同作用于東北地區(qū)基本公共服務(wù)失配度時(shí)空格局演化。
[Abstract]:From the angle of mismatch, this paper tries to put forward the concept of mismatch of basic public service, and introduces the health distance model in ecosystem assessment into the study of basic public service.The evolution process and formation mechanism of the spatial and temporal patterns of the mismatch of basic public services in Northeast China from 2003 to 2012 were studied.The study found that: in time series,The evolution of basic public service mismatch in Northeast China is divided into three stages: the leading stage of high mismatch (2003-2004), the declining stage of mismatch hovering (2005-2008) and the rapid declining stage of mismatch (2009-2012); the overall mismatch of basic public serviceThere is a downward trend.And the absolute regional differences continue to expand.In spatial evolution, the spatial pattern of mismatch degree shows the trend from high mismatch equilibrium pattern to low mismatch equilibrium pattern, and gradually presents "T" pattern, and forms three high value centers with better basic public service configuration.The spatial spillover effect is obvious in Liaoning province, followed by Heilongjiang and eastern Inner Mongolia, Jilin mismatch is serious, and the internal regional difference is increasing.The change of regional economic spatial structure, the local government public service policy and the national macro policy control act on the evolution of the spatial and temporal pattern of the basic public service mismatch in Northeast China.
