【摘要】：推進京津冀協(xié)同發(fā)展需要不斷提升政府協(xié)作治理水平。遵從PRED協(xié)同發(fā)展理念,運用區(qū)域經(jīng)濟、社會、資源與環(huán)境綜合系統(tǒng)協(xié)作度測度法,對京津冀區(qū)域政府協(xié)作治理水平進行測度,研究發(fā)現(xiàn):京津冀區(qū)域三省市間政府協(xié)作治理水平整體上呈逐年上升趨勢,但是三地內(nèi)部的經(jīng)濟、社會、資源與環(huán)境三大子系統(tǒng)間的協(xié)作水平較低,呈現(xiàn)嚴重的不平衡性且分化趨勢明顯。為提升政府協(xié)作治理水平,要積極借鑒其他區(qū)域政府協(xié)作治理經(jīng)驗;在協(xié)作的前提下尊重地方政府治理的自主性;積極消除行政壁壘,加快一體化步伐;引導社會力量廣泛參與;搭建有效的政府協(xié)作治理平臺。
[Abstract]:To promote the coordinated development of Beijing, Tianjin and Hebei, we need to continuously improve the level of government cooperation governance.In accordance with the concept of PRED cooperative development, this paper measures the level of cooperative governance of Beijing, Tianjin and Hebei region by using the method of comprehensive system cooperation degree measurement of regional economy, society, resources and environment.It is found that the level of government cooperation in the three provinces and cities of Beijing, Tianjin and Hebei is on the whole rising year by year, but the level of cooperation among the three subsystems of economy, society, resources and environment is low.There is a serious imbalance and the tendency of differentiation is obvious.In order to improve the level of government cooperation governance, we should actively learn from the experiences of other regional governments, respect the autonomy of local government governance under the premise of collaboration, actively eliminate administrative barriers, and accelerate the pace of integration.To guide social forces to participate widely; to build an effective government cooperation governance platform.
