【摘要】：金融環(huán)境對(duì)區(qū)域經(jīng)濟(jì)的發(fā)展具有重要的影響。黨的十八大報(bào)告指出,深化金融體制改革,健全促進(jìn)宏觀經(jīng)濟(jì)穩(wěn)定、支持實(shí)體經(jīng)濟(jì)發(fā)展的現(xiàn)代金融體系,提高銀行、證券、保險(xiǎn)等行業(yè)競(jìng)爭(zhēng)力,維護(hù)金融穩(wěn)定,是國(guó)家經(jīng)濟(jì)體制改革的重中之重。在黨的十八屆三中全會(huì)的大背景下,如何充分發(fā)揮金融在配置生產(chǎn)資源、推動(dòng)經(jīng)濟(jì)發(fā)展方面的基礎(chǔ)性作用,促進(jìn)經(jīng)濟(jì)金融全面、協(xié)調(diào)、可持續(xù)發(fā)展,是必須深入關(guān)注的問(wèn)題。 近年來(lái),國(guó)家、省、州從各層面對(duì)延邊金融政策不斷進(jìn)行完善,也使得延邊金融業(yè)有了長(zhǎng)足發(fā)展,初步形成了較為完善的金融體系。政策性金融、商業(yè)性金融和農(nóng)村合作金融并存,銀行、證券、保險(xiǎn)等金融機(jī)構(gòu)共同發(fā)展。延邊現(xiàn)有州級(jí)銀行金融機(jī)構(gòu)11家,成功組建延邊農(nóng)村商業(yè)銀行,成立38家小額貸款公司,開展跨境人民幣結(jié)算,引進(jìn)了吉林銀行、民生銀行、光大銀行等域外銀行；21家保險(xiǎn)公司在延邊設(shè)立了分支機(jī)構(gòu)；5家證券公司在轄內(nèi)設(shè)立了營(yíng)業(yè)部,這些金融部門對(duì)延邊經(jīng)濟(jì)發(fā)展起到了重要的推動(dòng)作用。 本文在對(duì)延邊經(jīng)濟(jì)、金融發(fā)展?fàn)顩r進(jìn)行歷史性研究的基礎(chǔ)上,運(yùn)用馬克思主義基本理論、觀點(diǎn)和方法,結(jié)合黨的方針和政策,對(duì)近年來(lái)延邊經(jīng)濟(jì)金融環(huán)境中存在的問(wèn)題和原因進(jìn)行了深入分析,認(rèn)為延邊金融環(huán)境發(fā)展中存在的主要問(wèn)題有延邊經(jīng)濟(jì)發(fā)展缺乏后勁；金融服務(wù)水平和能力低下；延邊社會(huì)整體信用環(huán)境不佳；金融機(jī)構(gòu)自身管理與改革等幾個(gè)方面。其原因更是主客觀多方面的,諸如延邊相關(guān)部門的重視不夠；金融法制建設(shè)還不完善,落實(shí)不到位；公民金融理財(cái)、信用意識(shí)淡�。浩髽I(yè)制度不健全等等。本文對(duì)完善延邊金融環(huán)境擬提出若干建設(shè)性意見和建議：加大經(jīng)濟(jì)建設(shè)力度,夯實(shí)金融發(fā)展基礎(chǔ)；優(yōu)化金融資源配置,創(chuàng)新金融產(chǎn)品和服務(wù)支持；建立長(zhǎng)效信用機(jī)制,優(yōu)化金融生態(tài)環(huán)境；強(qiáng)化金融政策落實(shí),加大金融機(jī)構(gòu)改革力度等。以此來(lái)促進(jìn)延邊經(jīng)濟(jì)持續(xù)快速健康發(fā)展。
[Abstract]:Has an important influence on the regional economic development and financial environment. The eighteen Party Congress report pointed out, deepening the reform of the financial system, and improve the stability of the economy, the modern financial system, to support the real economy development to enhance the bank, securities, insurance and other industries competitiveness, maintaining financial stability, is the priority among priorities of national economic system reform. In the background of the party in the third Plenary Session of the 18th CPC Central Committee, how to give full play to finance in the allocation of production resources, the basic role of promoting economic development, promote economic and financial comprehensive, coordinated and sustainable development, must be deeply concerned.
In recent years, the state, province, state from various aspects of Yanbian's financial policies continue to improve, but also makes the Yanbian financial industry has made considerable progress, initially formed a relatively perfect financial system. Policy finance, commercial finance and rural cooperative finance coexist, bank, securities, insurance and other financial institutions in Yanbian existing common development. State bank financial institutions 11, the successful formation of Yanbian rural commercial bank, the establishment of 38 small loan companies, to carry out cross-border RMB settlement, the introduction of the Jilin bank, Minsheng Bank, China Everbright Bank and other foreign banks; 21 insurance companies set up branches in Yanbian; 5 Securities Companies set up in the business department of jurisdiction, these financial the Department has played an important role in promoting economic development in Yanbian.
In this paper, based on the economy of Yanbian, the historical research situation of financial development, using the basic theory of the Marx doctrine, viewpoint and method, combined with the party's principles and policies, the problems and causes in Yanbian in recent years, economic and financial environment were analyzed, that the main problems in the development of a financial environment in Yanbian Yanbian economic development level is low and lack of stamina; the ability of financial services in Yanbian; the overall social credit environment is poor; several financial institutions in their own management and other aspects of the reform. The reason is the subjective and objective aspects, such as Yanbian, the relevant departments of the attention is not enough; the financial legal system is not perfect, the implementation is not in place; citizens financial. The credit consciousness: the enterprise system is not perfect and so on. This paper to improve the financial environment in Yanbian intends to put forward some constructive opinions and suggestions: increase the intensity of economic construction And lay a solid foundation for financial development; optimize the allocation of financial resources, the innovation of financial products and services support; the establishment of long-term credit mechanism, optimize the financial ecological environment; strengthening the financial policy implementation, strengthen the reform of financial institutions. In order to promote sustained rapid and healthy economic development in Yanbian.
