【摘要】：志丹縣地處陜西省延安市西北部，為發(fā)展區(qū)域經(jīng)濟(jì)，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，以當(dāng)?shù)刎S富的能源產(chǎn)品為突破，建設(shè)能源化工園區(qū)。但該區(qū)域?qū)侔敫珊档貐^(qū)，水資源總量不足，屬資源性缺水，同時現(xiàn)有超采地下水、犧牲生態(tài)水、擠占農(nóng)業(yè)水的格局，已造成一系列嚴(yán)重水環(huán)境問題，更嚴(yán)重制約了志丹縣能源化工園區(qū)的建設(shè)發(fā)展。 論文以志丹縣能化園區(qū)水資源的開發(fā)和優(yōu)化配置為研究對象，在研究其水資源開發(fā)利用過程中，堅持控制地下水開采、擴(kuò)大非常規(guī)水資源利用規(guī)模的原則，對非常規(guī)水資源進(jìn)行綜合開發(fā)利用和優(yōu)化配置。針對能化園區(qū)各途徑用水所需水質(zhì)和水量差異，提出了分質(zhì)處理、分質(zhì)供水，水質(zhì)-水量聯(lián)合優(yōu)化配置的水資源配置模式，研究結(jié)果表明能化園區(qū)現(xiàn)有近期水資源總量12.39萬m3/d，，遠(yuǎn)期13.39萬m3/d，可滿足能化園區(qū)近遠(yuǎn)期用水需求。水質(zhì)-水量聯(lián)合優(yōu)化配置結(jié)果如下： （1）在50%供水保證率下，近期遠(yuǎn)期各水源供水量分別為：地下水300m3/d、460m3/d，地表水3700m3/d、7540m3/d，再生水4000m3/d、8000m3/d； （2）在75%供水保證率下，近期遠(yuǎn)期各水源供水量分別為：地下水300m3/d、460m3/d，地表水1700m3/d、3540m3/d，再生水6000m3/d、12000m3/d； （3）在90%供水保證率下，近期遠(yuǎn)期各水源供水量分別為：地下水300m3/d、460m3/d，地表水500m3/d、1140m3/d，再生水7200m3/d、14400m3/d。 本研究對于實(shí)現(xiàn)志丹能源化工產(chǎn)業(yè)的合理、有序發(fā)展，進(jìn)一步推促志丹縣經(jīng)濟(jì)社會發(fā)展具有重大現(xiàn)實(shí)意義。
[Abstract]:Zhidan County is located in the northwest of Yan ' an City of Shaanxi Province . In order to develop regional economy and optimize the industrial structure , the local rich energy product is the breakthrough and the energy chemical industrial park is built . However , the region belongs to semi - arid area , the total amount of water resources is insufficient , and it is resource - deficient . At the same time , it has caused a series of serious water environmental problems , which has seriously restricted the construction and development of the energy chemical industrial park in Zhidan County .

In this paper , the development and optimization of water resources are studied in Zhidan County , which is based on the principle of controlling groundwater exploitation and increasing the utilization scale of unconventional water resources . The water resources allocation model is proposed . The results show that the total water resources in the park is 123.39 million m3 / d , and the long term is 13.390,000 m3 / d . The results show that the water quality - water quantity joint optimization collocation results are as follows :

( 1 ) At the 50 % water supply guarantee rate , the water supply quantity in the near future is 300m3 / d , 460m3 / d , 3700m3 / d of surface water , 7540m3 / d , 4000m3 / d of reclaimed water and 8000 m3 / d ;


( 2 ) At 75 % water supply guarantee rate , the water supply quantity of each water source in the near future is 300m3 / d , 460m3 / d , surface water 1700 m3 / d , 3540m3 / d , reclaimed water 6000m3 / d , 12000m3 / d , respectively ;


( 3 ) At 90 % water supply guarantee rate , the water supply quantity in the near future is 300m3 / d , 460m3 / d , surface water 500m3 / d , 1140m3 / d , reclaimed water 7200m3 / d , 14400m3 / d , respectively .

This research is of great practical significance to realize the reasonable and orderly development of Zhidan energy chemical industry and further promote the economic and social development of Zhidan County .
